BOARD OF SUPERVISORS MEETING MINUTES

NEW COLUMBIA, PA

July 26, 2016

The regular monthly meeting of the Board of Supervisors of White DeerTownship was held on July 26, 2016. Present were Supervisors Carroll Diefenbach, Larry Seibert, Donald Wilver, Jr.; Solicitor Peter Matson and Secretary Charlene Aeppli. The minutes of the June meeting were unanimously approved with corrections following a motion by Donald Wilver, Jr., and second by Larry Seibert.

OLD BUSINESS:

Following a motion by Larry Seibert, and second by Donald Wilver, Jr., the Board of Supervisors voted unanimously to approve the payment of bills as set forth on the bill sheet dated July 26, 2016 the same totaling $15,850.69.

Supervisor Seibert reported stopping to see the Zellers regarding their concerns of heavy traffic traveling west from West Milton toward Kelly Crossroads. The Township will ask PennDOT for permission to place a Hidden Driveway sign in their right-of-way advising travelers of the hidden driveway at the top of the hill.

NEW BUSINESS

Following a motion by Donald Wilver, Jr. and second by Larry Seibert, the Board of Supervisors voted unanimously to award Deangelo Brothers, LLC the bid for line painting in the amount of $17,263.13. The bids were:

Heaton Construction $27,257.58

O.H. Striping 27,963.00

Alpha Space 39,313.72

Mid Atlantic 20,594.62

Following a motion by Larry Seibert, and second by Donald Wilver, Jr., the Board of Supervisors voted unanimously to advertise for 400+/- tons of salt.

Mr. Jerry Wilver would like the Township Supervisors to sign a permit from the State of PA to display fire works on January 1, 2017 and July 4, 2017. Mr. Wilver will be sent the Township Ordinance regarding such events and in addition, if permission is granted, will need to provide evidence of appropriate insurance.

PUBLIC COMMENT:

Mr. Glen Heddings requested the Township Supervisors look into the blockage of an alley in New Columbia from River Alley to River Rd.

PLANNING AND ZONING COMMENT:

Following a motion by Donald Wilver, Jr. and second by Larry Seibert, the Board of Supervisors voted unanimously to approve the Creek Road Land Development Project conditioned upon receipt of an approved storm water management plan, an improvements guarantee and an approved sewage module from DEP.

SOLICITOR COMMENT:

At last month’s Township meeting, the Supervisors had been asked by Mr. Richard Pfleegor to investigate some line-of-sight issues at the end of the driveway he was using to enter Twp. Rd. 512. This was done and it was discovered both he and his daughter are using a private road which they may or may not have an easement or permission to use. The Township will not be involved in this negotiation as it is a civil issue between the landowners. However, the Township will not issue a HOP until there is evidence of a signed easement to come out onto the highway.

There being no further business, adjournment was moved by Larry Seibert, and seconded by Donald Wilver, Jr., with unanimous approval by the Supervisors.
