BOARD OF SUPERVISORS MEETING

TWENTY-FORTHMEETING, 2012 SESSION (24)

JUNE 5,2012

The Buena Vista County Board of Supervisors met in regular session on Tuesday, June 5, 2012 at 8:30 A.M. in the Boardroom with ChairpersonRinggenbergpresiding, and the following members present: Altena, Arends, Mertenand with Auditor Susan Lloyd as clerk for the meeting. Absent: Hach.

Unless otherwise indicated, all of the following motions offered at this meeting were carried with the following vote: Ayes: Altena, Arends, Merten,and Ringgenberg. Nays: none. Abstentions: none

Chairman Ringgenberg opened the public hearing for the 1st reading of Ordinance 6.1A-19, Pat Petersen’s rezoning request, with Env Health/Zoning Director Kim Johnson present. Petersen wants to build another storage shed. Johnson has received one letter of objection from Ronald G. Peterson. Ronald Peterson requests that the original title to preserve the farm ground be adhered to in this case and he asks the Board to consider the expansion of the graveyard in the future. The Zoning Commission recommended approval. Motion by Arends, second by Altena, to close the public hearing. Carried. Motion by Merten, second by Arends, to approve the 1st reading of Ordinance 6.1A-19 Amendment to the Zoning District Maps, and to set the 2nd reading for June 12, at 8:30 a.m. Carried.

Env Health/Zoning Director Kim Johnson presented information on a Minor S/D for Steve Gustafson in Section 31, Grant Township. Gustafson is planning on selling a piece of property for a house to be built on. Motion byAltena, second byMerten, to approve Resolution #2012-06-05-A, the Minor S/D for Steve Gustafson in Section 31, Grant Township, and to authorize the Chair to sign. Carried.

Supervisor Meeting reports: Altena-attended a Solid Waste meeting last week and has another meeting scheduled for this week.

Jeff Kestel, IA Lakes RC & D, updated the Board on the Glacial Trail Scenic Byway. They have been working on this scenic byway for many years now. It is a 36 mile run that covers the Little Sioux River Valley, and is a State byway. They also have a local foods program, a regional network for local food producers and consumers. They provide access to research, producer education, consumer information, and connections that support healthy food partnerships.

Motion by Arends, second by Altena, to acknowledge the retirement of Tom French and authorizing the Chair to sign a certificate of appreciation for Tom’s 28 years of service to the County. Carried.

Engineer Jon Ites informed the Board that the KICD Tractor Ride 2012 will be June 8, and the Marathon to Marathon is June 9th.

Motion by Merten, second by Arends, to approve Terry Galvin to carry over an additional 5 days of vacation, to be used by the end of August. Carried.

Engineer Jon Ites has interviewed sevenapplicants for the position of Tom Flannigan, and asked the Board when he can hire to replace Wayne Halverson, who retires in October. The consensus was to hire one person to start in July, and to hire a second person to start in September. Ites will also be advertising for the office administrator position,taking applications through June 29th, to start the end of July.

Secondary Road report:The culverts on M27 are done, and they are working on culverts on M50.

Motion by Merten, second byAltena, to approve the minutes of 5/29, as corrected,today’s claims approval list, holding the warrants of $69,303.51 due to Civil Ag.Group, pending receipt of the pay estimate by Civil Ag Group,and to approve the following reports: May Central Iowa Detention commission minutes and May Board of Health minutes. Carried.

Brian Blomme, I & S Kuehl & Payer Engineer discussed the DD #34 Lat 2 excavating project. They have discovered another drop structure. History shows that it was removed with DD #49, but it wasn’t totally removed. The drop structure has been removed, and so there will be an additional change order coming for $800 to get this removed. The project is anticipated to be completed by July 4. Motion by Arends, second by Merten, directing I&S Kuehl & Payer to perform typical as-built cross sections on DD #34 Lat 2 through two segment of open ditch. Stations 384+00 to 480+00 and Stations 496+00 to 666+00. Once completed, I&S Kuehl & Payer is to report findings with the Board. Carried.

Brian Blomme, I & S Kuehl & Payer Engineer also updated the Board that they are making progress on the DD #183 and DD #205 project.

Tim Pierce, Stille Pierce & Pertzborn Insurance Agent, discussed changes to the crime policy coverage with the addition of computer fraud and transfer of funds insurance. This insurancewould cover if someone would hack into the County’s computer system or bank account and transfer funds to themselves. The cost is minimal. He recommends that the County take this additional coverage. The consensus was to have Pierce include this amount for the additional insurance coverage with the County’s renewal policy.

The Board discussed the formation of a County Trails Committee, and the composition of the committee. Dickinson County had 28E Agreements with each city, and they were all asked to contribute to the organization and hired a director. The Dickinson County Board did set up the original committee and continue to make appointments to the committee. No decision was made as to the composition of the members to the County Trails Committee. The consensus was to invite Ted Kourousis, NWIPDC Executive Director to the next Board of Supervisors meeting to discuss the matter further. The Board has tentatively scheduled another meeting at the LEC Building on June 25, at 7:30 p.m. to discuss the County Trails Committee again, with the individuals who have submitted applications for the Committee.

The Board discussed The Bridge/Storm Lakes Works allocation for ECI. The Board would like a meeting with Lars Hersom, Chairman of ECI, to discuss their status and progress. The Board would like an update prior to July 1, before the new fiscal year budget is appropriated.

There being no further business, motion byAltena,second by Arends, to adjourn the meeting at 12:40p.m. until Tuesday, June 12 at 8:30 a.m. for a special session and to canvass today’s Primary Election.
