BLP meeting minutes (Feb. 19, 2013)

Committee meets: Tuesdays, 2:00-3:30 p.m. (SBSB 2217)

In Attendance: Staci Beavers (Chair), Kathleen Watson, Laurie Stowell, Hua Yi, Linda Holt, Darel Engen, Mike Schroder, Janet Powell.

1.  We approved the agenda for today and minutes from Feb. 12, 2013.

The Chair reported:

1.  Last week’s President’s forum was poorly attended by faculty. The president talked about the relationship with the new Chancellor and the hope that campuses might be able to have individual target dates. CSUSM is well positioned to grow

2.  We may need to cancel next week’s meeting. Staci might have a conflict.

3.  Staci just received: UCC finished their review of MSW.

4.  UCC rejected the Geo spatial studies program – designed as a joint cooperative program with Palomar. There were other concerns. It will not go forward to Senate.

5.  Work we have left to do are the Global Teacher Studies, Nursing Certificate – Palliative Care, and MS in Kinesiology

6.  Space: Graham asked to meet with Jackie, Vivienne and Staci this morning to talk about space. He has a plan. Everyone in University Hall will be getting an invitation from PDC to hear what’s planned for comments and review. Linda Hawk and PDC thought there had consultation. Renovations are on hold until further consultation. Graham is shooting for a meeting on that for next week. Graham talked about establishing a website and could get on an email list about requests for space. University-wide: Provost sits on President's Council. Graham has proposed an advisory committee to Provost about requests from within AA. That could be a mechanism for the provost to take feedback to the president. This committee could include the chair of BLP or a rep, chair or vice chair of senate and reps – faculty and staff from all colleges. What would the timing be – when a program is proposed – when would this committee be involved in the process? Graham is working on a paper to distribute about this. So this would basically be a space committee in AA.

Where does EL come in on space: EL confers with programs about how to fit into existing structures. Mike did initiate a conversation about building a building with the Provost and Linda Hawk. EL got lost in the master plan in terms of a building. Mike asked about building onto existing space. It’s preliminary now. Mike could build into projections and growth, a wish list.

Discussion items:

1.  MSW: Library subscriptions: $12500 now. Changing form $7000-$12500 – doesn’t change cost and fee structure for students. They will reassess with new faculty director and reassess on annual basis. Wayne is thinking the IITS cost in the budget could come down.

2.  MPH: Kara has answered most of her questions. Sociology is now doing a review. They talk about this as a cohort model, a full time program. Is it reasonable to expect people working full time can take a full time graduate program. They will hire a program director down the road and hire one more TT line in Public Health. The other participating faculty would be from nursing, kinesiology and possibly biology. So in total they will be bringing in two faculty and staff support will come from EL. But when they say it takes 5 faculty – it takes 5 faculty because the courses still need to be covered in the department of origin of the faculty teaching in MPH. Library is still working to figure out what the costs will be for this program. Costs will go up in year 3 as they hire new faculty so there will be a new fee structure in year 3.

3.  LAMP UPDATE: The next meeting is tomorrow, Wed. There will be presentations from CoEHHS, and CoBA. Then Matt Ceppi will come March. They are talking about what to put in the report. They don’t think they will be able to address the original charge and still have questions.

4.  Global Teacher Studies and Prep Certificate P-form: This takes existing courses approved for the IB certificate and adds 2 units of electives so that students are eligible for financial aid to make a 12 unit certificate and students would be eligible for a CSUSM advanced certificate.
