DATA ITEM TITLE:EQUIPMENT LOGISTICS SUPPORT INFORMATION (LSI) PACKAGES

(See Attachment 1 to Data Item No. A095)

DESCRIPTION:

  1. Equipment Logistics Support Information (LSI) Packages shall consist of the Original Equipment Manufacturer's (OEM) commercially available data, and shall include Commercial Manuals.
  2. The Equipment LSI packages shall also include the following information: complete parts lists (including illustrated parts breakdown identifying individual parts and relationships), illustrations, diagrams, and information describing principles of operation and maintenance, operating, and servicing instructions, applicable serial number and configuration data, component characteristic data, CAGE, model number, OEM part number, line item pricing, serial number, and identification of any unique material or operating conditions, preparation for storage, test equipment, and copies of purchase orders.
  3. All Equipment LSI packages shall be submitted in complete package form for all equipage and each end item and its components (all data pertaining to an end item shall be submitted as a package and not incrementally).
  4. In the event of foreign manufactured equipment, Equipment LSI packages shall identify U.S./stateside suppliers for material support and shall be provided in the English language.
  5. The Equipment Logistics Support Information (LSI) Packages shall be prepared with software in Microsoft Excel or compatible commercially available software.

REVIEW REQUIREMENTS:

NASSCO/Government approval required for completeness. NASSCO and/or the Government will identify any supplemental information required. Allow 90 days for NASSCO/Government review and comment.

SUBMITTAL SCHEDULE:

First submittal NLT 45 days after Release for Manufacture (RFM) of the equipment or after purchase order award for Commercial-off-the-Shelf (COTS) equipment; Revisions to Equipment LSI packages shall include all NASSCO/Government requests for supplemental information. Resubmittal due NLT 10 days after design changes and/or Original Equipment Manufacturer (OEM) equipment changes are identified. Incremental submissions of packages are acceptable

INTEGRATED LOGISTICS SUPPORT (ILS) REQUIREMENTS FOR LOGISTICS SUPPORT INFORMATION

This document provides guidance and information with respect to Logistics Support Information requirements as referenced in the “Supplier Data Requirements” (attachment [A]), item 069, to this purchase specification. This document does not supercede in any way the requirements of CDRL A095, but is provided as guidance as to the information required by NASSCO to meet the requirements of the aforementioned CDRL.

  1. Equipment Logistics Support Information (LSI) Packages shall consist of the Original Equipment Manufacturer’s (OEM) commercially available data for all repairable equipment, components, assemblies, and subassemblies as determined by the OEM, supplemented as needed to meet the content requirements contained herein. When the primary manufacturer incorporates components, assemblies, or subassemblies from another manufacturer into his equipment, the primary manufacturer will downflow the LSI Package requirements set forth herein and forward the OEM’s data for those components, assemblies, or subassemblies with his own data. This data should supplement the OEM Technical Manuals and can be included in the technical manuals as an appendix.

LSI Packages shall include the following OEM information for all equipment, components, assemblies, and subassemblies provided: complete parts lists (including Illustrated Parts Breakdown (IPB) identifying individual parts and relationships), supporting illustrations and diagrams, information describing principles of operation and maintenance, operating and servicing instructions, major equipment serial numbers, model numbers, equipment or component characteristics data, preparation for equipment storage, identification of any unique material or operational environment, and identification of any special tools or test equipment required for maintenance or repair. Parts lists shall include the following data elements:

IPB for system valves below 2” (50 mm) in size are not required. However, IPB is required for all relief valves, control valves, and those over 600 lb. rating, regardless of size.

Pricing information is required for “magnitude” assessment, and is provided for guidance purposes only and not required to be valid for any length of time. LSI data provided in the OEM’s technical manual(s) need not be duplicated to meet these requirements. NASSCO is responsible for entering the LSI data into the Government’s MERLIN database.

  1. First submittal of Logistics Support Information Packages should be NLT 45 days after release of equipment for manufacture or release of equipment purchase order when purchased off-the-shelf. Revisions to Equipment LSI packages shall include all NASSCO/Government requests for supplemental information. Revisions are due NLT 10 days after notification of submittal deficiencies or NLT 10 days after design changes and/or Original Equipment Manufacturer (OEM) equipment changes are identified. Incremental submissions of revised packages are acceptable.
  2. Spare parts should not be included in the cost of the equipment. Spare parts requirements will be determined by the Government from LSI submitted after purchase order award.
  3. A separate, priced list of special tools, test equipment and software required for installation and maintenance of the equipment should be submitted with the Supplier’s quotation.
  4. LSI Packages for follow-on ships will consist only of updated drawings or other data as required to identify changes to equipment configuration. This includes changes in the manufacturer of piece parts even thought the part may be the same fit, form, and function. If no changes in equipment configuration have been made, a simple statement of identicality to equipment previously provided will fulfill all ILS data requirements.
  5. A full copyright release for all ILS documentation (with the exception of documentation for stand-alone minor COTS equipment, such as printers, and computer users guides for which release cannot be obtained) is required. Title, ownership rights, and intellectual property rights in and to the documentation shall remain with the manufacturers and suppliers. Access to, and use of, the copyright information will be exclusively for the purposes of performance of the Contract Work. NASSCO assumes that the technical documentation contains no material from other copyrighted or proprietary works that have been used without the written consent of the copyright owner and/or the owner of any other rights.
