  1. Welcome and Introductions

CK welcomed and thanked everyone for attending. Introductions and apologies noted.

  1. Review of previous meeting and matters arising

2.1 MMU and contractors considering all options for future parking around Birley Fields site. Update: This was discussed at the Birley Fields Community Forum. MMU are now developing plans to provide temporary car parking and site compound on vacant site off Bonsall Street and Birchall Way. MMU have also provided 30 spaces within the multi storey car park for contractors on interim basis. Other options are still be being investigated for contractor parking including ASDA car park

2.2 Hulme Resident Parking Scheme update. See main agenda item. Simon Cook update.

2.3 Bus services. DW to invite to next meeting. Update: Carry forward to next meeting. Action: DW

2.4 Cycling. Joint application to be progressed for local organisations in Hulme.

  1. Transport Plan Report

3.1 AT provided an update on work so far on the report and plotting on map of key organisations. MMU have met with Metro shuttle and bus operatives. Question was asked if No 53 bus service could be developed to take through Hulme.

Next stages to complete the report, present to TFGM , the Transport Working Group and partners. Timescales for completion required. AT to meet TFGM in next 2 weeks (Mid Feb) Any changes to bus routes will require 56 day period notice. Cllr Nigel Murphy welcomed the update. Noted it may be worth checking if existing services can be extended e.g. No 85 or No 86 or other miscellaneous bus routes. Action AT

3.2 Links with Oxford Road station – any updates on this ? . Action: AT

3.3Bus shelters. Issue raised about the number of and location of bus shelters. Can this be considered with the report as there will be increased demand on the area around Stretford Road, Royce Road and Old Birley Street. It was reported that the bus stop outside Hulme Community Garden Centre has been marked out as part of phase 1 of the Hulme Resident Parking Scheme.

3.4HG noted she will be doing some more work for the report on behalf of Loreto College which will be reported back to AT.

3.5AT also reported on the “Get me there” initiative which is being developed provide a more integrated ticket system for Greater Manchester.

  1. Hulme Resident Parking Scheme update

4.1. Area 4A (Old Birley Street area). Legal order will be operative from Monday 17 March.Lining is progressing on site. Some problems with static vehicles parked around Ormsgill Streetwhich is being currently being investigated. Parking permits are now being issued but take up needs to increase. Signage almost complete. . MCC Highways are meeting City South Manchester HT 14 March to discuss resident parking schemes affecting their estates.

4.2.Phase 4B (Rolls Crescent/ Zion Centre) and Area 3B (Royce Road area) and Area 5 (Denmark Road) Consultation has been carried out. Legal advertising being brought together for remaining part of the scheme. If no objections received, anticipate implementation by August 2014.

4.3Feedback on consultation so far:

  • Driveways were raised as an issue in some locations.
  • KK raised issue about the land at the rear of the garden centre and Claremont Resource Centre. The road is unadopted. Can this be considered for inclusion to the resident parking scheme and accommodate needs of visitors to the centres?
  • HCGC anticipate increase in number of users and visitors to the garden centre in the future.
  • NL and DS from Zion Community Centre (Big Life) reported a number of concerns about the resident parking scheme and the needs of the centre.
  • LO’N feedback on phase 3B. Was there any further progress to consider on Ancroft Street being converted into a car park ? SC reported this would not work.
  • HulmePark – Dearden Street. Is this included in the resident parking scheme ? Could it be used for pay and display?
  • Business and visitor permits were also discussed in the meeting. SC will provide further updates on this.

4Business Travel Plan Grants (TFGM)

JMc reminded the meeting funding is still available for TFGM grants and happy to offer help/advice on how to apply for this. Update at next meeting. Action: JMc
