Regular Meeting of the Town Board of Sherburne was conducted on Wednesday, March 12, 2014 at 7:00 pm in the office of the Supervisor. PRESENT: Supervisor Charles Mastro, Councilpersons: Wern, Krum & Bagnall, And Town Clerk McDaniel. Absent:Councilman Meyer, Code Enforcement Officer Andrews, and Hwy Superintendent Bob Brunschmid. Guests: Jordon Ashcraft, Scott Davis and Brian Wilcox.

Bids Opened on Contractor for Historic Park Museum

1. Jerry Snyder & Crew, LLC – West Edmeston, NY

Total Bid: $101,200

Jerry Snyder’s bid was not in accordance with the bid specifications.

2. Aschraft Builders, LLC – Earlville, NY

Base Bid - $192,000

Alternate 1 - $27,000

Alternate 2 - $7,000

Alternate 3 – 19,000

3. SE Davis Construction, LLC – Earlville, NY

Architect Norm Davies will look over bids and then a determination of the bid award will be made.

Minutes of February, 2014

Motion by Bagnall and seconded by Wern to approve minutes of February 12, 2014. Supervisor Mastro – Aye; Councilpersons Wern – Aye; Krum – Aye; Bagnall – Aye. Carried.

Supervisor’s Report, Town Clerk’s Report, Code Officer’s Report and 2013

Annual Financial Report

Supervisor’s Report, Town Clerk’s Report and Code Officer’s Report all received and reviewed.

Supervisor Mastro reported on the Bice property. Court date was March 6, 2014. Mrs. Yeska, the sister of Mrs. Bice, camebefore Judge Powell. The Bice’s have hired a scrap metal – salvage person to dispose of the mobile home. The Bice’s are to appear March 28, 2014 before JudgePowell.

Budget Officer Carol King has prepared the 2013 Annual Financial Report. This was accepted and reviewed by the Board. A legal was place in the Sherburne News on February 20, 2014 for period of (2) weeks informing public that the Financial Report was available for review at the Town Office.

Highway Plow

Motion by Wern and seconded by Bagnall to declare the 2004 International 7600 with plow & equipment surplus to continue the sale to the Town of Pitcher in the amount of $45,000.00. Supervisor Mastro – Aye; Councilpersons Wern – Aye; Krum – Aye; Bagnall – Aye. Carried.

Recreation Program and Community Park Annual Agreements

Motion by Bagnall and seconded by Wern to authorize Supervisor Mastro to sign the Recreation Program and Community Park Agreements entered into with the Village of Sherburne and the Sherburne-Earlville School. Councilpersons Wern – Aye; Krum – Aye; Bagnall – Aye. Carried.

Historian

Kay Baker has filled out an application for the Town Historian’s position. The application was reviewed and discussed and a decision will be tabled for the April 9th Town Board meeting.

Approval of Bills for March, 2014

Motion by Wern and seconded by Bagnall to approve the payment of the bills for March, 2014. Supervisor Mastro – Aye; Councilpersons Wern – Aye; Krum – Aye; Bagnall – Aye. Carried.

Councilman Bagnall to approve bills for April 2014.

Planning Board

Shawn Baker will be resigning as Chairperson of the Town of Sherburne Planning Board. discussion held on a possible replacement for Mr. Baker.

Discussion held on David Jemzura receiving a call from Realty USA interested in his land next to the substationfor a possible solar farm.

Motion by Bagnall and seconded by Wern to adjourn meeting. Meeting adjourned at 8:00 pm.
