Sub: - 3rd Time bound up-gradation of IDA Pay Scales (E4-E5)- Reg.
In pursuance to BSNL Corporate Office Lr. No. 400-61/2004-Pers-I/308, dated 18-01-2007 and subsequent letter Nos. 400-61/2004-Pers.I (Part-II) dated 8th April, 2010 & Lr. No. 400-61/2004-Pers.I (Pt.II) dated 18th March, 2011, Chief General Manager, A.P.Circle Hyderabad is pleased to upgrade the Pay Scales of 167 (one hundred sixty seven) Executives of A.P.Circle who are in the IDS Pay scale of Rs.29100-54500 i.e E4 to Rs.32900-58000 i.e E5 as 3rd financial up-gradation with effect from the dates mentioned against their names in the enclosed Annexure.
Consequent on up-gradation of IDS Pay Scale, there will be NO CHANGE IN SUBSTANTIVE STATUS, designation, duties and responsibilities of the Executive unless any change is ordered in any specific context.
Since Time Bound Up-gradation of IDS pay scale of any Executive under the policy is personal to the Executive concerned, no claim what so ever can be made by comparison on grounds of seniority, class, community, cadre, stream etc. Further, no claim will arise on account of any other provisions of FR SR in the context of pay scales, pay fixation, substantive status etc.
Before effecting the up-gradation, the date of effect of up-gradation should be verified with reference to the Service Book. It should also be ensured that:
1. The officer is in the same pay scale for 5 years prior to the date of effect of up-gradation and no time bound or post based promotion was given to the officer during that period. IDA scale granted to any executive by virtue of any local officiating arrangement will not count for the purpose of IDA pay scale up gradation.
2. The basic pay of the officer has crossed / touched the lowest of the higher IDA scale his / her up gradation is to be considered OR he / she has completed 6 (six) years of service in the current IDA scale, whichever is earlier.
3. There is no disciplinary/vigilance case is pending or contemplated against the officer and the officer is not undergoing any currency of penalty on the date of effect of up gradation.
4. The officer is absorbed in BSNL.

The pay fixation shall be allowed as per item No.8 of BSNL, C.O., New Delhi Lr. No. 1-11/2009-PAT (BSNL) dated 31/03/2009 & as per BSNL CO PAT section Lr. No. 1-04/2012 regarding pay fixation on 2nd Up gradation under provisions of EPP consequent to pay revision w.e.f. 01/01/2007.
Every Executive whose pay is upgraded to the next higher IDA pay scale will have to compulsorily undergo online training for being eligible for drawl of second increment in the upgraded scale and the training is to be completed within a period of two years from the date of the first up gradation order to the higher scale. Details of online training can be had from the site www.training.bsnl.co.in. For course materials it can be downloaded by login in to corporate office intranet site → digital library → induction and up gradation materials. However the executives already retired/retiring within a period of two years from the date of issuance of Time Bound IDA pay scale up gradation orders are exempted from such training.
