For a Lead Architect

To deliver the Better Start Capital Programme


TENDER SUBMISSION

1.  Background

a.  Background to Trident is a community owned and community run company providing support for the community of BD5 and aims to support the local community to create:

i.  A desirable place for people to live, work and play, within a safe, attractive and sustainable environment.

ii. A confident, healthy and culturally diverse community where all are able to fulfill their needs, aspirations and ambitions.

iii.  A strong, dynamic and successful business community.

b.  Better Start Bradford is major Lottery funded programme:

i.  Almost £49million was secured from the Lottery to improve the life chances of 0-3 year old across three wards in Bradford over the next 10 years

ii. A portfolio of projects will engage with approximately 20,000 children, to improve their social and emotional wellbeing, their communication and language skills and their diet and nutrition within the areas of Bowling and Barkerend, Bradford Moor and Little Horton

2.  Project Development to date

a.  Projects have been developed to RIBA stage 1

b.  Recent Condition Surveys are available for each site

c.  Initial feasibility was included in the Lottery bid with provisional costings

d.  Scope of work

i.  Womenzone: Refurbish façade, externals, toilets and showers

ii. Karmand Centre: remodel reception and main entrance external access

iii.  St Stephens Church Hall: improve building access and refurbish interior

iv.  Refer to Appendix 1 - individual Site Photo Story

v. None of the buildings are listed or in conservation areas

vi.  All need planning permission and building regs

e.  Facility Locations:

f.  Current Funding Envelope

i.  Up to £100,000 per site including VAT, all fees, surveys, statutory approvals and contingency

ii. Fees proposal to include estimates for surveys, statutory approvals and other expenses

g.  Estimated Timescales

i.  Design Development complete by January 2015

ii. Planning Approved by end of Feb 2015

iii.  Start on Site Beginning of April 2015

iv.  Works to be complete by end Dec 2015

3.  Key requirements

a.  Company history and delivery track record relevant to the Better Start Programme

b.  Evidence of quality assurance and high standards of professional service delivery

c.  Assurance of company viability to ensure that there is no risk of the organisation not being able to complete these projects

d.  Approach to recruitment of the professional team, engagement with all relevant stakeholders, project development to construction tender and project management post contract award

e.  Relevant experience of the actual delivery team

f.  Consider any other value which may be added

4.  Experience to include:

a.  Delivering projects on time, cost and quality

b.  Refurbishment

c.  Work on Community Centres

d.  Working for Community Groups

e.  Operating on Sensitive sites e.g. women’s only facility

f.  Working on live operational buildings

g.  Prefer experience of working in the Bradford District

5.  Any added value the Lead Architect can bring to the project

a.  Policy on employing local people

b.  Policy on apprenticeships and training

6.  Lead Architect will be required to:

a.  recruit the professional team

i.  QS

ii. M&E

iii.  Structural

iv.  CDM

v. Other specialists as required

b.  Monitor progress and report regularly to the Better Start Capital Lead

7.  Tender Return

a.  Please provide a maximum of 4 A4 pages

b.  Individual CVs can be attached as appendices (Max 1 side A4 per CV)

c.  All costs should be inclusive of VAT

d.  Return a signed scanned copy of the Organisational Checklist (Appendix 2)

e.  Please provide details of two referees (references will be taken up without delay)

8.  Confidentiality

a.  Tenderers shall treat the tender documents as private and confidential. Tenderers shall not disclose their tender in whole or in part to any third party prior to either the award of the contract by Trident or on receipt of notification that the tender has not been accepted.

9.  Conflict of Interest

a.  Tenderers must declare if they have any interest in Trident or the Bradford Better Start Project

10.  Ethics

a.  Tenderers should be aware that Trident officers are not permitted to:

i.  Have contact with tenderers outside of formal meetings or business arrangements, including any social contact. Formal meetings with tenderers will be attended by at least two officers of Trident and will be minuted.

ii. Accept hospitality from tenderers.

iii.  Provide support to tenderers in the preparation of bid documents, presentations or similar, other than the clarification of issues through a formal process.

12.  Submission of ITT

a.  By e-mail to Saleem Hussain

b.  Return Deadline Friday 24th October 2014 by 12pm

13.  Decline or Inability to Return

a.  If for any reason you are unable to submit a tender or decline to tender, please inform Darren Starkey.

TENDER EVALUATION

14.  Tender Evaluation

a.  Tender review will be complete by Friday 7th November and the Lead Architect appointed by 10th November 2014.

b.  Tenders will be evaluated to ascertain the most economically advantageous

c.  The evaluation process will involve assessment of the ITT along with any, interviews, presentations and/or site visits where required.

d.  Alongside price the following will be considered:

i.  Fee Rates including all other relevant costs

ii. Company track record and relevant experience

iii.  Quality of proposal and approach to delivery

iv.  CVs of the individuals who will work on the projects

v. Added value will be considered if there is little to choose between final submissions

e.  Scoring Methodology and Process

i.  Scores have been given a weighting as in the table below

ii. Scores will be multiplied by their weighting figure to achieve a final score

f.  Assessors will score responses using a mark outlined in the table below.

3-4 / Poor / Shows a less than basic understanding of the project & demonstrates the ability to deliver some of the elements required at a basic level
1-2 / Very Poor / Shows little understanding of the project and that none of the required standards could be applied and delivered

CONTRACT AWARD

15.  Acceptance

a.  Trident does not bind itself to accept the lowest tender, or any tender, and may choose to accept all or any part of the tender

b.  Acceptance will be agreed in writing once all the necessary terms and conditions are agreed

16.  General

a.  The submission of the tender shall not in any way bind Trident to enter into any agreement with the tenderer or involve Trident in any financial commitment in this respect

b.  Trident reserves the right to verify information that applicants provide at tender stage and disqualify any application if an error, omission or mistake is discovered. This applies, no matter what stage the has been reached in the tender process

c.  Trident reserves the right to terminate any agreement Trident awards if, at any time thereafter, Trident discovers that the tenderer has made any material misrepresentation in their tender

d.  Trident reserves the right to cancel the tendering process and reject all tenderers at any time prior to award of agreement without incurring any liability to the affected tenderers

e.  All unsuccessful tenderers will be offered the opportunity to be given a debriefing

f.  By issuing the invitation Trident are not bound in any way and do not have to accept the lowest or any tender. Tenderers will not be entitled to claim for any costs or expenses which may have been incurred in preparing the tender whether or not the tender is successful.
