BEREA CITY COUNCIL SPECIAL CALLED MEETING JANUARY 22, 2014

The Berea City Council met in a special called meeting; Wednesday, January 22, 2014 at 6:30 p.m., Mayor Steven Connelly presiding. A quorum being present, the meeting was called to order.

MEMBERS PRESENT: Burnside, Kerby, Little, Farmer, Wagers, Powell, Hembree, Terrill

OFFICIALS: Lee, Stone, Chasteen, Gregory, Curtis, McCay, VanWinkle, Torbeck, Meeks, Hurt

VISITORS: Seth Littrel, Beth Meyers, Frankie Blevins, Jeannette Rowlette, Bill Woods

APPROVAL OF MINUTES:JANUARY 7, 2014

Farmer moved to approve the minutes with one correction; Little seconded. Minutes approved as amended.

ORDINANCE #01-2014; AN ORDINANCE OF THE CITY OF BEREA, KENTUCKY, CHANGING THE ZONING CLASSIFICATION OF PROPERTY OWNED BY ROY TODD BUILDERS, INC., LOCATED AT 10 OLD US 25 NORTH DESCRIBED HEREIN FROM R-1 (SINGLE FAMILY RESIDENTIAL) TO B-2 (MAYOR COMMERCIAL). – 2ND READING

Corporate Counsel Lee read the ordinance by title and in its entirety; Little moved, Farmer seconded to approve the ordinance. Roll call vote; all ayes.

ORDINANCE #02-2014 – ZONE CHANGE – 100 CHURCHILL COURT – 1ST READING

Corporate Counsel read the ordinance in its entirety.

ORDINANCE #03-2014; ZONE CHANGE – 200 HARRISON COURT – 1ST READING

Corporate Counsel Lee read the ordinance in its entirety.

ORDINANCE #04-2014; ZONE CHANGE = 103 LEWIS STREET – 1STREADING

Corporate Counsel Lee read the ordinance in its entirety.

BOARD APPOINTMENTS – MAYOR CONNELLY

Mayor Connelly was notified that Sundae Park has agreed to continue to serve on the Madison County Ambulance Board; Kerby moved, Wagers seconded the re-appointment. All ayes.

Carroll McGill has resigned his position on the P & Z Commission; Mayor Connelly presented the name of Katherine Berry to serve. Farmer moved, Hembree seconded the appointment; all ayes.

CITY ADMINISTRATOR’S REPORT – R. STONE

  • As we begin our 2014 Strategic Plan we must be mindful that Strategic Planning is an evolving process that involves both short and long term goals; the process should lead us as a group to determine common goals to better serve the citizens of Berea. The plan provides the staff with the direction for budgeting and day to day operations. * A list of the accomplishments achieved in 2013 was read to the council and will be part of the official record. Future goals and areas of attention for the coming year were highlighted as prepared by the staff and Department Heads.

Questions:

Little questioned if the web-site position would be a full time or part time position; we will discuss this with our internet carrier and it could be either a full time or part time position. Someone needs to be able to devote their entire attention to it.

  • Will the craft fair be sponsored by the city or tourism; Stone stated the fair will be set-up as an independent fund, it will have revenues and expenses. Tourism employees will play a big part in overseeing the fair. Melissa Gross will be over operations and has been a big part of the fair for a number of years. It does have the potential to make a profit for the city.

Terrill asked if the Parks Department has been involved with the chemical certifications; they, along with chemicals stored at City Hall and the Police Department have been checked. Do we have a list of churches or organizations that will open their doors if the electricity goes out and people need to relocate? We do have several churches who have offered.

Stone reminded the citizens to please try and conserve on their energy usage; and please take precautions to keep their water lines from freezing; we lost over a million gallons of treated water last week due to water line breaks.

Mayor Connelly noted that there are three (3) vacancies on the Human Rights Commission; please give him nominations.
