2012-13 Winter Rules and Regulations

PREFACE

The Bell Sensplex Adult Hockey League (BSAHL) was formed to provide west Ottawa’s hockey players an opportunity to participate under recreational non-contact rules. Any player engaging in injurious actions towards players, league officials or that reflect poorly on the league will be dealt with as outlined in the CARHA Rule book and/or deemed by the Convener.

All teams shall designate a team representative. The team representative shall sign a contract with the League, which shall provide for payment of team dues and other related matters. Team representatives will provide the league with a roster of all players currently playing on the team so that the league database may be updated. The League will create dialogue with every player on each team. If something needs to be communicated to the League, it will be done through the team rep or the alternate rep.

All players must be at least nineteen (19) years of age by the time they play their first game. *Exceptions to this rule can be made.

1. RULES CARHA rules will apply, unless otherwise mentioned hereafter. The League Convener will have final ruling on any occurrence not outlined in theses rules.

2. WAIVER FORMS

a) All players and team officials participating in games shall sign the hockey waiver prior to their first game to be approved to play in the League. If a waiver is not signed, that player will NOT be eligible to play in the League

b) It is the responsibility of the team rep to ensure that all players sign the league waiver. Should a player play a league game and not sign the waiver, the team rep may be given one warning by a league official. Subsequent similar violations will result in the team rep and the ineligible player both being suspended for one game (no exceptions) and the game being forfeited.

c) If a team uses a spare player, that spare player must sign a waiver form before he plays a game. Any subsequent games the spare plays in, they will not have to sign a waiver.

d) Any player must produce identification within 24 hours if requested by a League official. Failure to provide proper identification may constitute that team as having used an illegal player and will be cause to accept appropriate suspensions and forfeits for violation of this rule deemed by the Convener.

3. LEAGUE PAYMENTS

Payment Due Dates (Regular: $5,875; Two Installments: $5,925)

a) All payments need to be made by the indicated due dates; otherwise, any team not paid will forfeit their next game. Each game will continue to be forfeited until those teams make their payment.

b) If a team continues to not pay, the BSAHL has the right to expel this team from the league.

4. NO ALCOHOL/SMOKING IN DRESSING ROOMS OR RINK AREAS

This is stipulated in our contracts with the Scotiabank Place, Bell Sensplex and Kinburn Sensplex. Any failure to comply with the aforementioned rules will result in the team being penalized in the following escalating fashion:

a) 1st Offence: Suspension to Team Rep(s) for 1-Game

b) 2nd Offence: Suspension to Team Rep(s) & Team Leading Scorer for 2-Games

c) 3rd Offence: Team expulsion from league for balance of season with NO refund.

5. MINIMUM NUMBER OF PLAYERS

a) A team must have at least 5 skaters (belonging to their team) and a goalie ready when the whistle is blown to begin the game at the 23:00 mark. If a team doesn’t have the required players, the game will be delayed until the required players (from their team) are on the ice, and a minor penalty for “delay of game” will be assessed to the team. If the team doesn’t have the required players by the 16:00 mark, the game will be forfeited (League Rule 5f & 5g will apply).

Note: If both teams elect to play a ‘friendly game’ after the default has been assigned, the referees must remain to officiate the game. League discipline will apply to the friendly game.

b) If the opposing team will lend a player(s) to the team that is short-handed, the game will still be forfeited, but a friendly game will still be played with referees and timekeeper.

i) Any goals or assists in this game will not count towards the league statistics, but any minor, double Minor, Misconducts, Major penalties, Game Ejections or suspensions from this game will.

c) A team may use a goalie from another team if their goalie is not able to make it at the last minute.

d) A team which elects to dress only one goalie shall substitute immediately one of its dressed players in case of injury, with no delay in the game (that is, the game will continue while a player is putting on the goalie equipment).

e) If at any time during a game, a team does not have the required minimum number of players on the ice of three (3) skaters and a goalie for any face-off other than the opening face-off, the game will be forfeited to the team (refer to League Rule 5a) with the acceptable number of players.

f) A forfeited game score is a 2-0.

g) A fine of $50 will be allotted against any team that forfeits their game without notifying the League Convener in advance. This $50 fine will be given to the opposing team, as a credit in Stanley’s Restaurant & Bar.

6. GAME TIME

a) The game clock shall start at the Twenty-six minute (26) minute mark, as soon as the Zamboni and rink staff are off the ice and the rink doors are closed (Refer to Rule 5w for consequences). Teams will warm up and play the 1st period on the opposite half of the ice from where their bench is located. REMINDER: No player must step on the ice until the Zamboni doors are closed. WARM-UP Three minutes – whistle will blow at 23:30 minute mark 1st PERIOD Twenty-three (23) minutes 2nd PERIOD Twenty-three (23) minutes - will start as soon as 1st period ends

b) The last two (2) minutes of the 2nd period will be stop time if the difference in score is one (1) goal or less.

c) The game time will NOT stop on penalty shots. It will be to the discretion of the on-ice officials or to the League officials as to whether the clock is momentarily stopped due to injury or other delay (ice problems, rule explanations, etc)

d) Goalies will switch sides between periods and will start the 1st period in the opposite end.

7. PENALTIES & SUSPENSIONS

MINOR Three minutes DOUBLE MINOR Six minutes (Note 5a)

MAJOR Seven minutes plus game misconduct (Note 5a) MISCONDUCT Ten minutes GAME MISCONDUCT Ten Minutes & Immediate ejection (Note 5a) GROSS MISCONDUCT Ten Minutes & Immediate ejection (Note 5b) MATCH Seven minutes plus game ejection (Note 5e)

a) All double minor penalties, major penalties, game ejections and misconducts may carry an additional suspension at the sole discretion of the league convener.

b) ALL GROSS MISCONDUCT penalties will carry a minimum suspension of 2 games with no maximum, and cannot be appealed. There is zero tolerance for verbal or physical abuse to referees, league officials, or Bell Sensplex Staff.

c) Any altercation in the hallway, with any on or off-ice League official, opposing player, or any other persons will result in a MINIMUM FIVE (5) GAME SUSPENSION TO ANY OR ALL PLAYERS INVOLVED.

d) Any player who threatens the safety and well-being of any on-ice or off-ice official will be receive a minimum season-long suspension.

e) ALL MATCH penalties carry a minimum 3 game suspension and pending a review with the discipline committee (League Rule 8), the suspension may carry further suspension up to and including a season-long or life-time ban.

f) Any misconduct in the last 10 minutes of a game or at the conclusion of a game may result in a suspension.

g) Referees may eject any player whom they believe to be playing under the influence of any substance, at any time.

h) Any and all players, upon ejection from the game, for any reason whatsoever, must immediately proceed to the dressing room. He/she may not stick around to watch the remainder of the game behind the glass. He/She may return to watch the game FROM THE STANDS, after changing into their street clothes. Failure to obey this rule, and also if any ejected player causes any disturbance whatsoever, especially one which prevents any game to continue its regular flow, will result in an additional minimum one game automatic suspension.

i) Suspended players are not allowed to be near the bench during a game.

j) The following penalties will be assessed to any team that is found to be using a player while he/she is under suspension, or illegal player, or a player using an alias

i) The final score of the game in which the suspended player participated will be recorded as “0” for the team using the illegal player. The opposing team will keep their score and if they had not scored, a score of 2-0 will be awarded.

ii) The illegal player will have an additional five (5) game suspension.

iii) The team using the suspended/illegal player will also have their team representative PLUS their top scorer (rep will not count as top scorer) suspended for that team’s next game.

k) No suspended player may play on any team (including to spare) in this League until AFTER he/she has served their complete suspension on the team the suspension occured.

i) If a player plays on more then one team, they will not be permitted to play on any of their teams until their suspension has been served for the team the suspension occurred with. For example, if a player receives a 2-game suspension on Team A, he/she will not be permitted to play for Team B until she serves her 2 game suspensions on Team A.

l) Players receiving majors, misconducts and match penalties may also be given (depending on their past history) a choice of paying a “Personal/Performance Bond” to remain in the League.

m) Any player receiving three (3) penalties during the same game will be ejected. Any player being ejected for three penalties for the third (3rd) time during the entire season will automatically receive a 1 game suspension and an additional game suspension for each subsequent occurrence.

n) All delayed penalties shall be recorded on the official League score sheet of the game, in which the delaying penalty was assessed.

i) If an opposing team scores on the delayed call, the individual who was to be assessed the delayed penalty will not serve his/her penalty (minors only), but will have the penalty recorded.

ii) The exception to this rule is when a team is already playing shorthanded (and serving a minor penalty). In this situation, the minor penalty being served would terminate, and the infraction on delay would be called and the offending player would serve his/her penalty.

o) No player may serve another teammate’s penalty except in the following situations:

i) A penalty assessed to a goalie

ii) A major or minor penalty assessed to a player having been ejected or injured from the game

Note: Players may rotate from the bench or choose not to assign anybody to the penalty box when serving an ejected player’s penalty, but there has to be somebody in the penalty box when the penalty expires. If there is not a player in the penalty box when the penalty expires, that team will continue to play short-handed until the next whistle. A player may only enter the penalty box on a stoppage of play.

iii) For any Misconduct penalty that results in the player having been ejected or injured, another player does not have to serve this penalty.

p) If any player reaches the penalty minute max permitted during the exhibition, regulars season and playoffs, they will be suspended in the following escalated fashion:

i) Exhibition & Playoff Season: Any player amassing a total of twenty-four (24) minutes in penalties will be suspended for 1-game, if the player reaches forty (40) minutes, he will be suspended for 2-games and if the player reaches sixty (60) minutes a 5-game suspension will take affect. If a player receives the maximum 5 game suspension, the player maybe removed from the league at the discretion of the league.

ii) Regular Season: Any player amassing a total of sixty (60) minutes in penalties will be suspended for 1-game, if the player reaches eighty (80) minutes, he will be suspended for 2-games and if the player reaches one hundred (100) minutes a 5-game suspension will take affect. If a player receives the maximum 5 game suspension, the player maybe removed from the league at the discretion of the league.

q) HIGH STICKING: Will be a double minor or major penalty at the discretion of referee. The double minor will count as two (2) penalties toward the three (3) permitted per game (League Rule 7m)

r) Players will be responsible for being familiar with the League’s Rules and regulations and thus WILL NOT QUESTION THEM OR HARASS LEAGUE OFFICIALS for any decision an official takes which is in according with those rules. Harassing officials in cases such as this will result in suspensions and in severe cases, ejection from the League.

s) FIGHTING: MAY RESULT IN A SEASON ENDING SUSPENSION. If a player receives a major penalty for fighting they will be immediately ejected from that game and will receive a minimum 5 game suspension plus additional game(s) at the sole discretion of the convener. Any player who receives a fighting major with an instigator penalty will receive a minimum 7 game suspension plus additional game(s) at the sole discretion of the convener.

i) The convener has the right to reduce a fighting suspension to 1 game if the other player receives an instigator penalty.

ii) Any player taking a physical advantage of an unwilling and non-punching opponent may be banned for life from the league. This is not a goon league, and league officials will not tolerate intimidation and revenge on the ice

iii) Any player receiving their 2nd Fighting Major during the season, will receive an automatic season ending suspension.

iv) Any player engaging in any additional fights during the same stoppage, will receive Game Misconduct for each.

u) Player reps will be held responsible for first time player’s actions. After the realignment any first time player (playing in his first game), whose actions lead to a suspension, will result in an equal suspension to be served by the team rep. (KNOW WHOM YOU OR YOUR FRIENDS ARE BRINGING OUT TO PLAY!)

v) Goalies will not serve their minor penalties, but will be replaced in the penalty box by another player on that team. The teams will however, play short-handed in the same manner as if a skater were penalized. For misconducts and match penalties, depending on their severity, the goalie may be allowed to continue the game and will be dealt with when the disciplinary committee next meets. Please note the referees have authority to eject any goalie from a game when the referee deems it justified. That team will play with a sixth skater who does not have goalie privileges, while another skater requires the goalie equipment, if they desire.

w) Any goalie receiving three (3) minor penalties in a game will not be ejected from the game, but may be assessed an automatic one (1) game suspension and therefore will not be permitted to play for the team’s next scheduled game.

x) No player/goalie may step on the ice until the Zamboni doors are closed due to safety of the Ops staff and your players. If a player steps onto the ice before the

Zamboni doors are closed, the following consequences will occur in a escalating fashion:

i) 1st Offence: Minor Penalty to the offending team.

ii) 2nd Offense: Double-Minor awarded to the offending team.

iii) 3rd Offense: 1-Game Suspension to the offending Team Rep

iv) 4th Offense: 1-Game Suspension to Team Rep and their leading scorer.
