Procedures This section of the Split Rate Base Manual covers the procedures used to assign Outside Plant - Copper, Fibre and Structure investment to the SRB segments.

The Utility and Other segment investment developed from these Ø

procedures is input to Section 3.0 - Investment Summary.

Buried - Right of Way (Toll) / Total investment in these field codes is assigned to Utility and Other segments based on a study of facilities and their use.
These study procedures identify OP - Copper investment associated with LD-1 carrier facilities. This is done by multiplying the Total OP - Copper investment by a ratio of LD-1 pair length, obtained from Company facility assignment records, to total pair length, obtained from Company investment records. The LD-1 pair length is loaded for spares based on a cable utilization factor obtained from Company Engineering records. The remaining OP - Copper investment is considered as feeder and distribution and, therefore, Utility.
The LD-1 OP - Copper investment is allocated to SRB segments using SRB ratios calculated in the 257C Circuit LD-1 Repeater basic study.
The Utility LD-1 OP - Copper investment is added to feeder and distribution investment to determine the total Utility OP - Copper investment.
OP - Copper SRB basic study ratios are calculated. These ratios are applied to the Average Plant In-service investment of each field code to determine each field code’s SRB assignment. / Ø
