BELFAST EDUCATION AND LIBRARY BOARD

The Belfast Education and Library Board under the provisions of the Education and Libraries (Northern Ireland) Orders, is responsible for providing an education and library service, including a youth service, in the Belfast area. The provision of public library services transferred to Libraries NI on 1 April 2009. The area has a population of approximately 268,000. The number of pupils in attendance at school in the board’s area is approximately 57,000.

POST: Senior Executive Officer

REQUIREMENTS: Applicants must at the closing date:

(i)  hold a minimum of OCR level 2 Text Processing (with either the Word Processing, Audio Transcription or Typewriting Intermediate unit) or RSA Stage II Word Processing/Typewriting (parts 1 & 2) or equivalent examination qualification;

(ii)  hold 5 GCE ‘O’ level or GCSE passes (grades A* - C) or equivalent; and

(iii)  EITHER hold a minimum of a third level qualification in a related discipline eg business, finance or administration and have 2 years experience in administration and/or finance in a school/college setting OR have 5 years experience in administration and/or finance in a school/college setting.

Preference may be given to those applicants who at the closing date:

(i)  have experience in the use of computerised financial systems; and/or

(ii)  have experience in the use of the C2K system and finance management system software; and/or

(iii)  have experience in the supervision and management of staff; and/or

(iv)  have a working knowledge of the scheme of Local Management in Schools.

HOURS: 36 per week

SALARY: £22,221 - £26,276

Posts involving work in educational institutions are subject to the provisions of the Safeguarding Vulnerable Groups (NI) Order 2007. The successful applicant will require an enhanced disclosure check which at present costs £30. Further details regarding the payment of this check will be issued with the contract of employment.

GENERIC JOB DESCRIPTION

POST TITLE: Senior Executive Officer

LOCATION: St Patrick’s College

RESPONSIBLE TO: The School Principal

RESPONSIBLE FOR: Support Staff

JOB PURPOSE:

To be responsible for matters of school management relating to general administration, finance and non-teaching staff.

MAIN DUTIES AND RESPONSIBILITIES:

1. Supervision

1.1 Supervision of appropriate staff including the management and allocation of duties.

(Supervision is defined as having full permanent accountability for planning and co- ordinating the quantity and quality of work as well as managing issues relating to discipline and welfare).

1.2 Identify and provide on the job training to appropriate staff.

2. General administration

2.1 Provide administrative, clerical and secretarial support for the school staff and Board of Governors.

2.2 Develop, maintain and operate manual and/or computerised information systems in connection with pupils, staff, budgets, meals, maintenance, examinations, care, medical services, recruitment, transport etc.

2.3 Complete and submit all records/returns as required.

2.4 Contact with relevant personnel to receive and provide information.

3. Purchasing and Supplies Administration

3.1 Operate/oversee requisitioning procedures, including the ordering, purchasing, receiving, checking, storage and distribution of resources.

3.2 Stock control of resources.

3.3 Arrange for the maintenance of equipment in association with other school and board staff.

4. Finance

4.1 Develop, control, monitor and report on all financial systems as appropriate including the school’s delegated budget and financial management systems cost centres.

4.2 Responsible for all cash handling and banking arrangements.

4.3 Contact with relevant personnel and provide appropriate support in relation to financial procedures.

5. Estate Management

5.1 Co-operate with appropriate staff in the administration of maintenance, decorative and minor building works including the issue of works orders and costings.

6.0 Other duties

6.1  Assist work placement students with practical tasks and assignments within the school office (where appropriate).

6.2 Such other duties as may be assigned within the level of the job.
