Tier II and Tier III Behavior Intervention

STEP 1
Student is referred to Counselor when problems are not corrected through regular classroom management (Tier 1 interventions) or referred by administration as result of office discipline referrals. / Behavior Specialist should be notified if:
Parent provides private evaluation records or;
Parent has requested a special education evaluation or;
An emotional disability is strongly suspected.
STEP 2
Referring teacher is given Behavior Referral to complete and return within 3 days and begins collecting data for specified amount of time.
STEP 3
Upon receipt of Step 2 information, Counselor arranges Tier II meeting with all pertinent staff to review data and write intervention on BIP form. BIP should be implemented for minimum of 2-3 weeks. / Parent does not have to attend meeting but should be informed of decisions.
STEP 4
Committee reviews the intervention and documents results on the BIP:
( ) BIP is successful and will continue as long as necessary with periodic reviews.
Or
( ) BIP is not successful and is either modified or second BIP is written and implemented for minimum of 2-3 weeks. / Parent does not have to attend meeting but should be informed of decisions.
STEP 5
Committee reviews the modified or second intervention and documents results on BIP:
( ) BIP is successful and will continue as long as necessary with periodic reviews.
Or
( ) BIP is not successful. Parent permission will be obtained and information will begin to be gathered for FBA. Complete TST-5 and TST-6. The FBA must be completed by Behavior Specialist within 2 week period.
Tier III begins at this time. The MSIS Intervention Screen must be completed. (Referral to TST date) / Parent and Behavior Specialist must attend this meeting if BIPs have not been successful and an FBA will be recommended.
STEP 6
Behavior Specialist meets with TST to develop new BIP based on information gathered from FBA. BIP should be implemented for minimum of 2-3 weeks with monitoring by Behavior Specialist. / Parent does not have to attend meeting but should be informed and/or involved in developing BIP.
STEP 7
TST reviews results of BIP. One of the following decisions will be made and documented on TST-5:
( ) BIP is successful and is continued as long as necessary with periodic reviews.
Or
( ) BIP is not successful. Behavior Specialist will develop a new BIP to be implemented for minimum of 2-3 weeks. / Parent does not have to attend meeting but should be informed and/or involved in developing BIP.
STEP 8
TST reviews results of BIP. One of the following decisions will be made and documented on TST-5:
( ) BIP is successful and is continued as long as necessary with periodic reviews. Student remains in regular education.
Or
( ) BIP is successful but student will be referred to LSC (because of parent initiation of process).
Or
( ) BIP is not successful and student will be referred to LSC.
The MSIS Intervention Screen must be completed (TST decision date & Intervention Success – remain in regular education or referred for Child Study). / Parent and Behavior Specialist should be invited to this meeting.
STEP 9
If student is referred for Child Study, TST will collect the following:
All Tier I, II, and III data
Observations, logs
Hearing/Vision screening results
Teacher Narrative
Classroom Team Member Report
Medical or psychological reports
STEP 10
TST submits file to LSC for review. TST will gather additional information if needed, then return file to LSC.
The MISIS Intervention Screen will be completed (LSC referral date).
