BCPS unused leave transfer from another employer policy (Effective January 1, 2017)
BCPS follows the limitations as listed in COMAR, which provides for the transfer, directly from one Maryland LEA to another, of up to 100 days of a certificated employee’s accrued unused sick leave. This provision applies (1) only to certificated employees and (2) only to direct transfers, without breaks in service. Although COMAR allows for a local LEA to increase the amount above 100 days, BCPS’ limit is 100 days.
Some examples are listed below.
A professor at UMBC cannot transfer time to BCPS because UMBC is not one of the LEA’s in MD and is not certificated.
A certificated curriculum specialist at MSDE cannot transfer time to BCPS because MSDE is not one of the LEA’s in MD.
A certificated teacher in York, PA public schools cannot transfer time to BCPS because it is not one of the MD LEA’s.
A principal in Howard County public schools can only transfer their sick time up to 100 days, even though the principal also has unused vacation and personal leave.
