Website Committee Guidelines

I.Definition

The Bay Cities Area Website Committee (BCAWC) is a subcommittee of the Bay Cities Area Service Committee (BCASC) of Narcotics Anonymous (NA). The BCAWC consists of elected officers and interested NA members who have the desire and willingness to be of service consistent with the Twelve Traditions, Twelve Concepts, and these guidelines.

II.Purpose

There are three (3) purposes of the BCAWC in regards to its efforts to reach the still suffering addict by providing online information:

  1. To provide information about NA, NA meetings and NA related activities to addicts who still suffer.
  2. To develop, implement and maintain an inward facing website, accessible only to the NA service fellowship, which provides tools such as website archive of NA-Related multimedia content; tools which assist the members of our groups in the fulfillment of our primary purpose: To carry the message of recovery and hope to the addict who still suffers
  3. To provide information for professionals who come in contact with addicts.

III.Mission

The mission of the BCAWC is to provide accurate, up-to-date information on the area website to fellow addicts and the public. We do this in conjunction with the Fifth and Eleventh Traditions which state: “Each group has but one primary purpose - to carry the message to the addict who still suffers.” “Our public relations policy is based on attraction rather than promotion; we need always maintain personal anonymity at the level of press, radio and films.”

IV.Responsibilities

  1. To maintain contact with the BCASC and the Southern California Regional Website Committee (SCRWC).
  2. To respond to all website issues in a timely manner.
  3. To be sure all requests are appropriately handled. To receive meeting updates at the monthly BCASC meeting as well as other sources and to display this information on the Bay Cities NA website in a timely manner.
  4. To update meeting information to the website
  5. To ensure that any official communication represents the BCA Website Committee’s approved group conscience.
  6. To create and maintain instructions for the routine maintenance of the site.
  7. To backup and maintain the website.

  1. To provide information about NA, meetings, and activities to the public, professionals, and the NA fellowship via the Bay Cities Area Website (
  2. To provide a FTP:// Site for document storage for use by BCASC and other material deemed necessary by the BCAWC.
  3. To update the BCA meetings in the SCRWC & NAWS meeting database's.
  4. To conduct a monthly BCAWC meeting.
  5. To maintain contact with the SCRWC.
  6. To maintain contact with all other BCA committees as needed to fulfill our primary purpose.
  7. To provide a representative to the monthly BCASC and the monthly Policy meetings.

VI.Operational Guidelines

  1. Intent

It is the intent of this committee to present a clear and concise message to the members of NA and the public. Graphics will only be used when there is a clear need to do so or when a graphic communicates in a better way than text. Attention should be given to page download times. In keeping with our purpose, the committee should ensure that the website is developed in such a way as to provide maximum functionality and ease of maintainability. To further ensure the achievement of this goal, the BCAWC will actively create and maintain instructions for the routine maintenance of the site to facilitate the development of future website coordinators.

  1. Responsibility/Accountability

Placing information on the BCANA website and editing or removing information on the BCANA Communications Facebook page is the responsibility of the BCAWC. Accountability is to this committee and to the BCASC in accordance with these guidelines. Updating and maintaining on the site is the responsibility of the Website Commitee. Any member on the BCANA Communications Facebook page may add meeting and activity information as long it is in accordance with the intent of the Facebook page. If it is not, the WC may remove inappropriate posts as deemed necessary. The WC may ask other members of the committee to review inappropriate Facebook comments if unsure about removal of those posts. If any other subcommittee wishes to have its own website, it must be approved by the BCAWC and comply with the spirit of these guidelines.

It is important that the website is viewable with as many browsersas possible. We recognize that online information is accessible only to people with Internet access.

To ensure compliance with copyright laws we will not place NA copyrighted material on pages that link to other than registered NA service bodies.

  1. Privacy and Anonymity

We will not publish last names or photographs of individual NA members. Under certain circumstances we will allow the use of a first name and last initial. We will publish phone numbers and addresses of NA Service Offices and Help lines.

It is highly suggested that all passwords be changed anytime a BCAWC member leaves that has access to passwords. In addition, it is recommended to use a secure type password with a hyphen between two sets of characters. At the discretion of the BCAWC, it is acceptable that certain highly trusted BCAWC alumni be entrusted with the site passwords if they are to work on special BCAWC projects.

VII. BCAWC Membership

Membership of the BCAWC consists of the Chair, Vice-Chair, Secretary, Website Coordinator(s), as well as other interested NA members who have the willingness to serve and wish to fulfill our Mission Statement.

1.Voting

Voting members of the BCAWC are the Vice-Chair, Secretary, Website Coordinator(s) as well as other members who have attended at least two (2) consecutive meetings and have at least 60 days clean time. Each shall have one vote. The BCAWC Chair can only vote in case of a tie. All officers are elected for a term of one (1) year and will be eligible for a second term of one (1) year. Voting privileges are automatically lost upon loss of clean time or by missing two (2) consecutive meetings. In the rare event that the committee falls in membership to one (1) member plus the Chair, the Chair shall have the right to vote in all website matters until such time as there are two (2) or more voting members besides the Chair. This is to preserve balance in the spiritual concept of a group conscience.

Due to the spiritual principle of rotation no BCAWC officer may serve in the same position for more than two (2) consecutive terms of service. This means that there is a period of ineligibility of one year after any two (2) full service terms. If a member becomes a BCAWC elected member outside of the normal elections due to unforeseen issues, they can serve the remainder of that term plus the normal two (2) year eligibility for that elected office. Because there can be multiple Website Coordinators, the one (1) year of ineligibility does not apply to the WC.

Elections take place at the first BCAWC meeting after the BCASC elections.

VIII.Qualifications and Responsibilities of Committee Members:

  1. Two (2) consecutive meeting absences may be reason for replacement of any elected officer of the BCAWC. The group conscience of the BCAWC will be adhered to.
  2. Basic knowledge of the 12 Traditions and 12 Concepts of Service is highly suggested. In order to facilitate this it is recommended that at each meeting a Concept is read and discussed by the committee.
  3. Upon loss of clean time any elected member is automatically relieved of their duties. Continued participation in the committee is acceptable.
  4. Any member may be relieved of office or voting rights upon a two thirds (2/3) majority vote. The Chair is a voting member in this circumstance.
  5. If at some point in time there is only one member of the BCAWC then we recommend that all website development stop until such time as a new committee forms. We would suggest that the website and meeting directory be maintained unless specific direction is obtained from the BCASC

A)Chair

1)Requires two (2) years clean time and has attended at least one (1) PI Learning Day. Must have at least one (1) year experience with current web technologies.

2)Must have at least one (1) year experience at the area, regional, world, or group level as a trusted servant.

3)Sets the agenda and mediates all BCAWC meetings.

4)Prepares a report for and attends all regular and special BCASC meetings including the monthly Policy meeting.

5)Makes motions and votes on behalf of the BCAWC.

6)Attends the monthly SCRWC meeting. If unable to attend it is acceptable to communicate via email any issues and concerns of the BCAWC.

7)Prepares a budget with the BCAWC to be submitted for the approval of the BCASC.

8)Responsible for training the new Chair for a transitional period of two (2) months.

9)Distributes BCAWC minutes to the Area Chair, Area Vice-Chairs, and the Area Secretary.

10)Receives meeting change forms at the BCASC and communicates that information to the WC.

B)Vice-Chair

  1. Requires one (1) years clean time and has attended at least one (1) PI Learning Day. Must have at least one (1) year experience with current web technologies or have the willingness to learn.
  2. Must have at least six (6) months experience as a trusted servant at the group, area, regional, or world level of service as a trusted servant.
  3. Responsible for the duties of the Chair when the Chair is not available.
  4. Works directly with the Chair. Attend all meetings with Chair, including Regional and Area Website meetings. Attend Policy meeting and BSASC meeting.

C)Secretary

1)Requires at least one (1) year clean time.

2)Must have at least six (6) months experience at the level of group, area, regional, or world service as a trusted servant.

3)Must keep an accurate set of minutes of all BCAWC meetings.

4)Works with the Chair to ensure the smooth operation of the BCAWC.

D)Website Coordinator(s)

1)Requires two (2) years clean time and has attended at least one (1) PI Learning Day. Must have at least one (1) year experience with current web technologies or have the willingness to learn.

2)Is responsible for the timely upkeep of the BCA website, updating the BCANA meeting directory, Phone Lines open slot spreadsheet, H&I Spreadsheets and monitoring the BCANA Communications Facebook page

3)Follows all BCAWC instructions on website operational guidelines.

IX.Guideline Amendments

  1. Any amendments of the BCAWC Guidelines require a 2/3 majority of voting committee members and the approval of the BCASC.
  2. Any change in the BCASC Guidelines that affect the BCAWC Guidelines will be immediately adhered to.
