Battery System Equipment and Related Services for Telephone and Radio Networks

BACK-UP POWER SYSTEM MAINTENANCE

GENERAL CONDITIONS

Background and Purpose:

The purpose of this contract is to provide batterysystem equipment and perform design, installation, maintenance and related services in support of the City’s telephone and radio networks.

These networks are managed by the City’s Department of Information Technology (DoIT). The networks are dependant upon the proper operation of battery systems installed in critical facilities including fire stations, police stations, telecommunications equipment rooms, City fuel stations, and the EmergencyOperationsCenter.
The mission of DoIT is to provide leadership in the use of technology and management of the City’s information infrastructure to City departments and other people so that technology works for the City.

DoIT is directly responsible for citywide technology governance, strategic planning, policy development, and programs that promote technology literacy and public access to government information. DoIT also manages the City’s technology infrastructure which includes the City’s data center, communications networks (data, telephone, radio, and wireless), and end use support and customer service activities. Application development and support services remain the responsibilities of individual City departments to ensure alignment of department applications with each department’s business objectives.
In addition to DoIT other City departments may purchase equipment and services as a result of this contract.

Specification:

The Vendors awarded a contract as a result of this solicitation will provide battery system equipment and perform related services including but not limited to design, installation, and maintenance.

Provide Equipment and Design Layout: The Vendor shall provide on an as-needed basis various battery system equipment including batteries, inverters, converters, chargers and other ancillary equipment. Delivery shall be FOB destination, freight pre-paid and allowed. Freight shall include all transportation, unloading and inside delivery to the ordering department.

Design layout services shall be included in the equipment price. The City may request the Vendor to provide recommendations for the appropriate design to meet the operational specifications of the City’s networks. The Vendor’s recommendation may require Computer Aided Drawings of the required systems including electrical and mechanical schematics, and parts lists.
Below is a sample list of equipment that represents the standard of performance that is required by the City. Any substitute brands proposed by the Vendor in the Offer sheet must meet or exceed the specifications in both the manufacturers’ published specifications and in actual performance.

Perform Installation Services: The Vendor shall install on an as-needed basis various battery system equipment including batteries, inverters, converters, chargers and other ancillary equipment. At the City’s option, it may purchase installation services from a Vendor other than the equipment provider.

Perform Maintenance Services: The Vendor shall maintain on an as-needed basis various battery system equipment. This may include evaluating system performance, performing repair and testing, and properly disposing equipment. The Vendor shall have personnel available for emergency call-outs 24 hours per day 7 days per week. The City may require quarterly, semi-annual, and annual regular maintenance. At the City’s option, it may purchase installation services from a Vendor other than the equipment provider.

Adhere to Standards of Performance: The Vendor shall perform design, installation and maintenance services as directed by the City’s representative. The City may visit and inspect job locations to provide continuing direction and to determine whether the Vendor has performed the work satisfactorily. The City may require corrections or improvements at any time and at no additional cost to the City if performance is not acceptable to the City. Deficiencies must be corrected as scheduled by the City. The Vendor shall comply with all applicable federal, state and local laws, codes, rules and regulations, including but not limited to, obtaining appropriate electrical permits as required.
