Note to Users:This checklist may include terms specific to Operation Enduring Freedom and should be customized as needed. For example:
For specific percentages and numbers, the user should apply the appropriate numbers; such as 70%, 80%, 90%, 99%, etc.
For periodic terms, such as “weekly,” the user should apply the appropriate period, such as daily, weekly, biweekly, monthly, annually, etc.

- Facility Management Support: Does the contractor maintain, repair, improve, and/or renovate as necessary or directed, including the current and future infrastructure, facilities, and grounds, to include office spaces, living quarters, paved, and unimproved areas?
- Does the contractor establish, maintain, and operate facility operations and support functions in austere conditions?
- Work Area Support: Does the contractor provide ice and water at designated locations and have available throughout the work area on an as-needed basis?
- Building Cleaning: Does the contractor employ sufficient personnel to execute an initial and thorough cleaning of all office space and shop areas?
- After the initial cleaning, does the contractor retain sufficient personnel in order to maintain cleanliness of the facilities?

- Does the contractor employ sufficient personnel in order to pick up and drop off daily or as required, laundry at the post laundry station?
- Equipment Maintenance: Does the contractor maintain shop equipment in a safe and operational condition?
- Does the contractor ensure that the entire lubrication and evacuation systems are maintained operational?
- Plumber: Does the contractor ensure plumbers have the requisite education, experience, and qualifications to correct minor plumbing requirements that may arise?
- Electrician: Does the contractor ensure that all electrical machinery is operational and maintained in an operational condition at all times?
- Does the electrician have the requisite education, experience, and qualifications to correct minor electrical requirements that may arise?
- Does the electrician have the requisite education, experience, and qualifications to perform electrical work to the current National Electrical Code (NEC)

- Carpenter: Do the carpenters have the requisite education, experience, and qualifications to correct minor carpentry requirements and fabrication needs that may arise?
- Power Generation: Do contractor power generation mechanics have the requisite education, experience, skills, and qualifications to maintain, service, repair, and replace all generators that support facilities/buildings/tents on the approved density list to include air compressors, wash racks, air systems, and for power generator light sets in support of all locations?
- Heating, Ventilation, and Air Conditioning (HVAC): Do contractor HVAC personnel have the requisite education, experience, and qualifications to maintain, service, repair, replace, and troubleshoot all supported facilities/buildings/tents on the approved density list?
- Engineering/Facility Support: Does the contractor review/develop facility designs for temporary/permanent configuration, manage facility configuration projects, purchase, install and layout Computer Aided Design (CAD) equipment and other activities from initial design through full operations involved in establishing an efficient operating facility?
- Does the contractor develop and/or review facility designs, manage fabrication, develop project justification and budget estimates, and perform economic analysis justifying projects (buildings and equipment), purchase, install and layout CAD equipment?

- Does the contractor ensure facility infrastructure and equipment is maintained to support efficient operations and other activities associated with maintaining and/or operating an efficient facility, this shall include but not be limited to the security systems Giant Voice, Repeaters, and CCTV systems?
- Facilities Management: Does the contractor manage housing, life support and recreational facilities for the soldiers, DA civilians, and contractor personnel assigned to or in support of the unit?
- Does the contractor clean rooms?
- Once vacated by the current occupant, does the contractor clear the room of all personal items and refuse?
- Does the contractor inventory Government-furnished property to ensure all property is accounted for and in working order?
- Does the contractor require hand receipts for rooms, conduct 100% inventory annually or as directed by PCO/ACO?
- If the Government determines to operate base facilities utilizing other methods beyond the scope of this contract, is the contractor prepared to transition all base facilities and functions in 30 days?
- Does the contractor housing office maintain online records to include, but not limited to, assigned living quarters of all personnel, work orders submitted for the maintenance of quarters, and property accountability?

- Does the contractor keep these records in a database format and provide real-time access for updates and inquiries?
- Does the contractor perform the following duties, but shall not be limited to, cleaning, mopping, controlling computer use, and maintaining the facilities?
- Does the contractor provide 24x7 management of the GFE recreational facilities and equipment?
- Does the contractor maintain online records to include, but not limited to all work orders submitted, time charged per work order, and a brief description of corrective action taken?
- Does the contractor keep these records in a database format and provide real-time access for updates and inquiries?
