2. Public Session
Members of the Public raised concerns about a residential development in Barlby
Village and the potential impact on road safety including pedestrian safety at the
nearby bus stop. Cllr B Marshall agreed to raise this with Barlby High School.
Other issues discussed included : reduction of the speed limit and traffic calming
on York Road.
Richard Wailing, Chair of Barlby Library Volunteers presented the Group’s Annual
Report to the Meeting. Topics included : class visits from Hilltop and Barlby High
School, a recent Harry Potter ‘Readathon’, performance targets for the past 3
years, recruitment, IT sessions and hosting events such as Tour de Yorkshire and
a McMillan Coffee morning. There are plans to increase Library use further, start
up a homework club and run the annual Summer Reading Challenge. The
Volunteer Group continues to offer advice to other start up Community Libraries.
Priorities for the next year include : making the building more attractive for users,
expanding current publicity and building on School links. Sincere thanks were
extended to the Town Council for it’s support. Councillor B Marshall advised that
the Headteacher at Barlby High School was planning to talk to the Volunteers
about a forthcoming project. There was also a query about setting up ‘Sticker
Swaps’ as these had been banned in Schools. Richard was thanked for his
presentation and assured of continued support. Cllr M Jordan arrived.

4. Finance
Monthly Accounts/ circulated for payment (SD)(CL), agreed. Bank Statement and
invoices available for inspection and payment.
A total expenditure of £17,422.93 was approved.

Correspondence/other matters
1. Accounts for Audit and review of effectiveness of the system of internal control
and audit. No matters raised by Internal Audi and copies of the accounts were
circulated. After due discussion it was proposed to approve internal control
(SD)(CL), agreed. The Annual Governing Statement was then examined point
by point by the Meeting. Proposed (BM)(SD) approve that Points 1 – 8 be
marked ‘Yes’, Point 9 is not applicable. The statement was duly signed by the
Chairman. The Accounting Statement was circulated and considered by the
Meeting. It was proposed (SD)(BM) approve the Accounting Statement, which
was duly signed by the Chairman to forward to the External Auditor, agreed.
2. Chairmans Allowance – defer.
3. Grass cutting – Enterprise Head Office have been informed that there was no
cut in May, however there have now been 2 cuts in June.
4. Autela advice notes – noted
5. Skipton Building Society – proposed (RS)(SD) approve the new Trustee
signatures, agreed.
6. Grants/Donations – proposed (RS)(SS) a grant of £250.00, agreed.
7. Estimates from last Meeting – saplings for Maple Tree Avenue to be approved
in the Autumn.
8. Risk Assessments – defer.

Proposed (CL)(SS) forward approved comments to SDC, agreed.

2016/0655/REM (8/16/719A/PA) – Reserved matters relating to 4 bed detached
dwelling at 1 Bramley Avenue, Barlby (J Wilson)
Comments : Object. Concerns about sight lines for vehicles leaving the site and
the proximity of the access to the bus stop, raising safety issues for
High School pupils using the stop. It is also considered to be an
overdevelopment of the plot

Correspondence/Other Matters
1. Major development sites in the Parish – response from 3 Swans read to the
meeting. Flytipping and silt in the subway have been addressed. Proposed
parking restrictions at the end of Recreation Road have gone to consultation.
2. SDC Planning Forum 13.6.2016 – the Meeting was advised that the Planning
Department’s reputation is low with Town and Parish Councils as there is
insufficient consultation or communication.
6. Reports
Community Police
Ringmaster Emails circulated. The Town Council’s interest in the Speedwatch
project has been registered.
Countryside
Water Safety – more lifebuoys have been stolen. Proposed (RS)(SS) order 3
replacements and mark same. Replacements would continue until such time as it
was felt that legal advice should be sought, agreed. Countryside reports received
for all sites, including wildlife sightings.
Barlby Woodland – 2nd July is National Meadows Day, an event could be planned
for 2017. Long stay parking noted at Turners end car park, proposed (SD)(SS)
the Council Manager to deal with the issue, agreed. Reports of fires in the
Woodland, the culprits were apprehended by the Police. Repairs to gates are in
hand. Old Railway Walk – one seat has been refurbished and grass needs to be
cut back at the other. Minor issues include: a sign loose and path improvements.
The Meeting was advised that road planings shouldn’t be used for environmental
reasons. Osgodby Pond – the sluice requires cleaning, other than that the site
looks well with plenty of wildlife. Barlby Ponds – one lifebuoy missing and the
banks need cutting back. Proposed (BM)(SD order relevant signs and approve
other outstanding works, agreed.
County and District Councillors
Cllr B Marshall gave an update on a proposed telecom post near the A19
Footbridge. Cllr S Duckett gave an update on the Selby Police move to the Civic
Centre, including plans for expansion of the buildings on the site and parking
problems.
Representatives
There was a discussion on contractors risk assessments/method statements and
it was agreed that the Council Manager should not do risk assessments for other
parties. Further enquiries to be made. Cllrs J Deans and K Arthur left the Meeting.
Health and Safety
Signs for Barlby Library and Community Hub are on order.
7. Minutes of last (ACM) Meeting (25.5.2016)
The Minutes were approved and duly signed as a correct record of the Meeting,
(BM)(SS), agreed.
8. Matters Arising/Council Managers Report
1. Community safety/Community issues – no matters raised.
2. CEF – the Library extension and internal alterations will be discussed at the
CEF Meeting on 20th July.
3. Local and Regional Groups – no matters raised.
9. Barlby Library and Community Hub
For consideration and action
1. Library – SDC has made enquiries about services that could be provided for
vulnerable people in Libraries, such as assistance with computers.
2. The replacement high level windows are now installed and have made a big
difference to the amount of light let into the building, heat loss will be greatly
reduced due to the use of K glass.

1. SDC Village Halls and Community Centres – the Meeting was advised that
a number of community centres have been transferred to Town and Parish
Councils and some are financed by rents from Council tenants.

For consideration and action
1. Play Area/Open Space – problems caused by late night activity reported at
Bungalow Road has been reported to the Police and extra inspections are in
hand. Sycamore Road Recreation Field lease now confirmed as surrendered.
S106 agreement for (DWH) Old York Road – SDC have confirmed that the
agreement has no provision for funds for the Town Council and any on site
provision will be the responsibility of a management company.
Tree Preservation Orders – proposed (JC)(SD) that enquiries be made about
a TPO for Sand Lane, Osgodby, agreed.
2. Grass cutting – concerns that the grass cutting in May fell well short of the
expected standard. It was agreed that 4 cuts have been done to date.
Complaints to be reported to Enterprise.
3. Memorial Garden, the landowners permission is required to apply for Tesco
fuinding.
4. Equipment leaflets – noted.
13. Street lights & Furniture, Roads & Paths
For consideration and action
1. Street Lights – one light reported dayburning.
2. Highway issues/Parking issues. It was agreed that the issue of parking at
Hilltop is not being resolved but that photos of vehicles should not be put on
the notice boards. There was a discussion on parking on pavements, dropped
kerbs and if advice tickets could be put on offending cars. Parking problems
also reported at Howden Road and Highfield View/Wilfreds Road. Trucks have
been reported driving through Barlby Village and a number of road signs have
been defaced. To be reported to the relevant authorities.

1. Community Group – the Halloween Disco is not able to go ahead as planned.
15. Matters for Councillors Attention and Information
1. YLCA Advice/Strategic Plan 2016/17 – noted. Cllrs J Cusson and P Welch
gave an update on the YLCA Branch Meeting.
2. Emergency Plan programme – David Jones will attend a meeting to give
advice on Flood wardens, preferred date 26th July. The Council Manager to
confirm.
3. Issues raised by residents included : noise nuisance from Hilltop School, trees
at Beechcroft, parking issues and trucks driving through the Village.
4. County Councillor Budget – a decision has to be made by early 2017.
Proposed (JC)(SD) expand the remit of the Emergency Plan Working Group to
include Community Cohesion and invite one of the previous Community
Group, agreed.
