Minutes of Meeting of Ballymahon Municipal District held in Ballymahon Community Library on Thursday, 22nd March 2018 at 4.00 p.m.

ADOPTION OF MINUTES.

On the proposal of CouncillorM. Caseyseconded by CouncillorP. O’Toole, the Minutes of Committee Meeting of Ballymahon Municipal District held on the25th January 2018, as circulated, were confirmed and adopted.

On the proposal of Councillor M. Caseyseconded by CouncillorP. O’Toole, the Minutes of January 2018 Meeting of Ballymahon Municipal District held on the 25th January 2018, as circulated, were confirmed and adopted.

On the proposal of CouncillorP. Rossseconded by CouncillorP. O’Toole, the Minutes of Committee Meeting of Ballymahon Municipal District held on the 12th March 2018, as circulated, were confirmed and adopted.

On the proposal of CouncillorP. Ross seconded by CouncillorP. O’Toole, the Minutes of Special Meeting of Ballymahon Municipal District held on the 12th March 2018, as circulated, were confirmed and adopted.

MATTERS ARISING FROM MINUTES.

None.

MANAGEMENT REPORT.

The Management Report, as circulated, was noted.

PRESENTATION BY STONEPARK TIDY TOWNS COMMITTEE.

Cancelled. Longford Municipal District dealing with Stonepark area.

APPLICATIONS FOR FUNDING UNDER THE 2018 COMMUNITY GRANT

SUPPORT SCHEME.

Applications for Funding under the 2018 Community Grant Support Scheme were considered in detail.

On the proposal of Councillor C. Murray seconded by Councillor P. Ross, it was unanimously agreed to adopt list of applications, as per attached appendix.

NOTICES OF MOTIONS.

Road Leading to Fermoyle School.

The following Notice of Motion was proposed by Councillor G. Farrell and seconded by

Councillor M. Casey -

“I call on Longford County Council Roads Department to carry out wideningand signage works on the road leading to Fermoyle School from Morans Cross to the school. There was a serious road crash there at peak school time involving young children and something needs to be done soon.”

A Slattery stated that the Area Engineer has inspected the road at Fermoyle School. It is proposed to carry out some road widening works at certain locations on the road leading up to the National School. Alan confirmed that an application could be submitted for CLAR funding for work at the School Car Park. Details on the 2018 CLAR programme will be circulated to Elected Members, advertised in the Longford Leader and published on the Council website.

Rubbish Bins at Barley Harbour.

The following Notice of Motion was proposed by Councillor G. Farrell and seconded by

Councillor P. Ross -

“That Longford County Council’s Environment Section provides bins at Barley Harbour, Newtowncashel.”

Alan stated that the Council provides two bins at Barley Harbour over the summer season for campers. One for general waste and one for recycling. Outside this period, it would not be appropriate to leave bins in situ, as it may encourage the dumping of domestic waste.

Main Street, Lanesboro

The following Notice of Motion was proposed by Councillor G. Farrell and seconded by

Councillor P. Ross -

“That Longford County Council resurfaces the Main Street in Lanesboro, as it is in bad repair.”

Alan stated that a report has been submitted to the TII regarding this section of the road (N63) in Lanesboro. Subject to approval and funding from the TII, road reinstatement works will be carried out by the Council.

Flood Relief Works.

The following Notice of Motion was proposed by Councillor M. Casey and seconded by

Councillor G. Farrell -

“Can I have an update on when flood relief work will be carried out at Tommy Farrell's house in Gourteengar and at Flanagan’s house in Newtowncashel. Both of these issues are ongoing and have previously been approved motions.”

Alan confirmed that additional funding has been received by the Council for roadworks following the severe weather. Works will be carried out initially at Tommy Farrell’s house and,subject to funding being made available, works may be carried out at Flanagan’s house.

Fence at Carpark, Curry Church.

The following Notice of Motion was proposed by Councillor M. Casey and seconded by

Councillor P. Ross -

“Can I have an update on my historical motion on the fixing the fenceat the Carpark at Curry Church.”

Alan confirmed that the lands in question are private lands and the Council is not responsible for the maintenance/repair to fencing at this location.

Town Team – Edgeworthstown.

The following Notice of Motion was proposed by Councillor M. Cahill and seconded by

Councillor P. Ross -

“That Longford County Council facilitates the setting up of a "Town Team" in Edgeworthstown in the interests of economic and sustainable development of the town"

The following Notice of Motion was proposed by Councillor P. Ross and seconded by

Councillor M. Cahill -

“That Longford County Council & Ballymahon Municipal District establish a Town Team in Edgeworthstown.”

Barbara welcomed the Notices of Motion and confirmed that the Regeneration Team will proceed to establishing a Town Team in Edgeworthstown. She stressed the importance of participation, collaboration and cooperation by all groups to ensure the success of this initiative and the development of a shared vision and plan for the town. The Regeneration Team will also commence the procurement process for the appointment of a Facilitator. Councillor P. O'Toole advised the members to actively engage with all the community groups in the town and encourage them to support this initiative and participate in the process.

Low Cost Scheme at Ballinareaghan, Ardagh.

The following Notice of Motion was proposed by Councillor P. Ross and seconded by

Councillor M. Casey -

“That Longford County Council applies for a Low Cost Safety Scheme on the L-1095-0 at Ballinareaghan, Ardagh at the right turn for Barney, Ardagh, dueto a number of incidents at this junction and in the interest of public safety.”

Alan confirmed that there are no accidents/incidents recorded at this location.

Councillor Ross is to consult with the landowner and arrange to meet with Alan at this location
