Background for Application for Listing an Early Action Project
California’s Cap-and-Trade Regulation provides two methods to create ARB Offset Credits (ARBOC): offset projects using Compliance Offset Protocols as described in Subarticle 13 and offset projects using Early Action Quantification Methodologies as described in Subarticle 14. The information requested in this form is for projects using Early Action Quantification Methodologies. Section 95990(e) describes the requirements for listing early action projects. This form is designed to help those seeking to list an early action project meet the regulatory requirements.

Detailed Instructions for Application for Listing an Early Action Project
Notes:
- An early action project must be located in the United States.
- Projects using the Livestock, Ozone Depleting Substances, U.S. Forest, or Urban Forest early action quantification methodologies must be listed or registered with an approved Early Action Offset Program prior to January 1, 2014, pursuant to section 95990(c)(3)(A) of the Cap-and-Trade Regulation.
- Projects using one of the Mine Methane Capture early action quantification methodologies must be listed or registered with an approved Early Action Offset Program prior to January 1, 2015, pursuant to section 95990(c)(3)(B) of the Cap-and-Trade Regulation.
- Amendments in section 95990(e)(3) of the Cap-and-Trade Regulation adopted in April 2014 require that early action reporting periods be listed with ARB no later than January 1, 2016.
Part I. Entity Submitting Information:
- Indicate whether the Offset Project Operator (OPO), Authorized Project Designee (APD), or a holder of early action offset credits (EAOC) is submitting the information contained in this form. In general, the OPO or APD should be the entity submitting the information. A holder of EAOCs may submit the information only if neither the OPO nor APD has listed the early action project.
- The entity submitting information contained in this form must be registered with ARB for the Cap-and-Trade Program prior to being issued ARB Offset Credits. If the applicant already received a Compliance Instrument Tracking System Services (CITSS) identification number following its registration, the applicant may provide it. Otherwise, this field may be left blank. A CITSS ID number is not required to list an early action project but is helpful to positively identify the entity submitting the application. To register with ARB, please visit the CITSS website: The CITSS ID is six characters in length, with two letters followed by four numbers (e.g., “CA1234”). DO NOT PROVIDE THE CONFIDENTIAL CITSS ACCOUNT NUMBER, which begins with the CITSS ID number followed by a hyphen and more numbers.
- Provide the mailing address for the entity submitting information. Also provide the street address, if different from the mailing address.
- Provide the name of the person submitting information, as well as their phone number and email address. The person submitting information is considered the contact person for this information and need not be the person signing the form in Part V.
Part II. Early Action Project Information:
- Provide the name of the early action project as listed with an approved Early Action Offset Program. To help identify the project, the applicant may also provide the project’s identification number as issued by the approved Early Action Offset Program.

- Provide the early action project’s location by entering its street address and/or its latitude and longitude coordinates.
- If a holder of EAOCs is submitting this information, the holder must provide the name of the early action project’s OPO and, if applicable, may also provide the name of the project’s APD.
- Section 95990(e) of the Cap-and-Trade Regulation requires three dates for listing an early action project. Provide the dates for (1) the project’s listing or registration with an approved Early Action Offset Program (EAOP), (2) the early action project’s commencement date, and (3) the date for the approved Early Action Quantification Methodology used by the early action project. The date for the quantification methodology is the date on which the approved Early Action Offset Program approved or published that particular version of the quantification methodology.
- Check the appropriate boxes to indicate which approved Early Action Quantification Methodology, including which eligible version, is used by the early action project applying for listing with ARB.
Part III. Verification Bodies:
- Section 95990(e)(2)(F) of the Cap-and-Trade Regulation requires the entity submitting information for an early action project to provide the names of verification bodies which have conducted verification for the early action offset project under the Early Action Offset Program. Please provide the names of all such verification bodies. Do not include the name of the accredited verification body to perform the desk review described in section 95990(f)(3) of the Cap-and-Trade Regulation. If more than six (6) verification bodies have been associated with the project, expand the section or provide their names on a separate sheet of paper. Expanding the section will require unrestricting the editing, for which the password is “form.”
Part IV. Reporting Periods:
- For an early action project for which an Early Action Offset Program has issued offset credits, please list the start and end dates for each Early Action Reporting Period which resulted in the issuance of offset credits. Also list the vintage(s) of the offset credits which were issued for each Reporting Period. If the project has more than thirteen reporting periods for which credits have been issued, either expand the section or provide the information on a separate attached sheet of paper. Expanding the section will require unrestricting the editing, for which the password is “form.” Using the checkboxes provided, indicate for which reporting periods the entity applying to list an early action project will be requesting issuance of ARB offset credits. Use the “Yes” box for each reporting period which this application is to newly list with ARB; use the “Prev.” box for any reporting periods for which an application has already been submitted and approved; use the “No” box for any reporting periods for which the applicant is not listing with ARB (for example, because all credits have already been retired or because a Holder does not own credits in other reporting periods).
Part V. Signature:
- The individual signing the document should be registered in CITSS as the Primary Account Representative (PAR) or Alternate Account Representative (AAR) for the entity submitting the information. (If the entity is not yet registered in CITSS, the person signing the document should become the PAR or AAR for the entity’s CITSS account upon registration.)
