1.1Company Background

B&W have been established in the electrical and instrumentation construction industry for more than 30 years. B&W are one of the largest electrical and instrumentation construction companies in South Africa.

B&W have been active in Africa over the past 18-years and on average construct at least two major projects a year in Africa.

B&W believe in sticking to its core business when it comes to project involvement i.e. construction. Turnkey projects can be undertaken by incorporating expertise from other companies i.e. design and manufacture.

B&W has worked and gained valuable experience in the steel, mining, chemical, fuel and gas and food and beverage industries. The standard of electrical and instrumentation construction varies from industry to industry and B&W have developed highly qualified teams to cater for the needs of each industry.

B&W hosts numerous complementary services ranging from field engineering, equipment procurement, material supply, testing and commissioning and maintenance services.

B&W pride itself in having the latest instrument calibration equipment housed in air-conditioned containers which move from site to site to perform the testing needed to verify and check instruments against suppliers data sheets.

To achieve this, we have initiated the formalization of the company’s quality policies and have committed the company and its staff to the effectiveness and economic achievement of the policies outlined in this manual, which is reviewed on a continual basis.

1.7Scope of Work

B&W Instrumentation and Electrical Limited specialize in the planning and installation of electrical and instrumentation devices on major projects locally and internationally.

1.8Permissible Exclusions

The following sub-clause from ISO 9001:2008 does not apply to B&W Instrumentation and Electrical Limited and therefore shall be excluded from the QMS:

1.11Introduction to Quality Manual

ISO 9001:2008 defines the QMS as a continuous improvement process.

This manual covers five main processes, each of which covers a specific

function in the creation of a product rendering a service as well as the

administration of B&W Instrumentation and Electrical Limited. The five

processes are:

  • Quality Management System ( Documentation )
  • Management Responsibility
  • Resource Management
  • Product Realization
  • Measurement, analysis and improvement

2.1Management System ( Documentation )

2.1.1Scope

To specify and document the procedure for control and

maintenance of both general requirements and documentation

requirements.

2.1.2Applicability

This document is applicable to B&W Instrumentation and Electrical Limited.

2.1.3General Requirements

B&W Instrumentation and Electrical Limited shall establish, document, implement and maintain a QMS and continually improve its effectiveness in accordance with the International Standard and shall:

  • Identify the processes needed for the management system and their application throughout the organisation
  • Determine the sequence and interaction of those processes.
  • Determine criteria and methods needed to ensure that both operation and control of these processes are effective.
  • Ensure the availability of resources and information necessary to support the operation and monitoring of these processes.
  • Monitor measure and analyze these processes.
  • Implement actions necessary to achieve planned results and continual improvement of these processes.

2.1.4Documentation Requirements

2.1.4.1General Requirements

B&W Instrumentation and Electrical Limited QMS shall include:

  • Documented statements of Quality Policy and Objectives
  • Quality Manual
  • Documented Procedures
  • Documents needed to ensure effective planning, operation and control of its processes
  • Records as required

2.1.4.2Quality Manual

B&W Instrumentation and Electrical Limited shall establish and maintain a Quality Manual that includes:

  • Scope of QMS as well as justification of any exclusion.
  • Documented Procedures
  • A description of interaction between the processes of the QMS

2.1.4.3Control of Documents

B&W Instrumentation and Electrical Limited shall establish a procedure to control the following regarding documentation:

  • To approve documents for adequacy prior to issue
  • To review and update as necessary and re-approve documents
  • To ensure that changes and the current revision status of documents are identified
  • To endure that relevant versions of applicable documents are available at points of use
  • To ensure that documents remain legible and are readily available
  • To ensure that documents of external origin are identified and their distribution to clients and contractors are controlled
  • To prevents the unintended use of obsolete documents, and to apply suitable identification to them if they are retained for any purpose

2.1.4.4Control of Records

B&W Instrumentation and Electrical Limited shall establish a procedure that details how management shall control records.

2.2Management Responsibility

2.2.1Scope

This policy broadly describes how B&W Instrumentation and Electrical Limited shall demonstrate its commitment to the QMS, customer focus, planning and responsibility and authority in general.

2.2.2Applicability

This document is applicable to B&W Instrumentation and Electrical Limited.

2.2.3Management Commitment

Top management shall provide evidence of its commitment to the development and implementation of the QMS and continually improving its effectiveness by:

  • Communicating to B&W Instrumentation and Electrical Limited personnel the importance of meeting customer as well as statutory and regulatory requirements
  • Establishing the Quality Policy
  • Ensuring Quality Objectives are established
  • Conducting management reviews
  • Ensuring the availability of resources

2.2.4Customer Focus

Top management shall ensure that the customer requirements are determined and are met with the aim of enhancing customer satisfaction.

2.2.5Planning

2.2.5.1Quality Objectives

B&W Instrumentation and Electrical Limited have established the following quality objectives:

  • To provide service and products in a manner which conforms to customer expectations, contractual and regulatory requirements
  • To develop our employees through training and transfer of skills and knowledge in their areas of expertise

2.2.5.2Quality Management System: Planning

Top management shall ensure that:

  • The planning of the QMS is carried out in order to meet the set requirements and as well as quality objectives
  • The integrity of the QMS is maintained when changes to the QMS are planned and implemented

2.2.6Responsibility, Authority and Communication

2.2.6.1Responsibility and Authority

Please refer to the Company Organogram.

2.2.6.2Management Responsibility

The duly authorized B&W Instrumentation and Electrical Limited member of management shall appoint a management representative who, irrespective of other responsibilities shall have the authority to ensure the establishment, implementation and maintenance of the QMS. He/she will report to top management on the performance of the QMS and any need for improvement. He/she will ensure the promotion of awareness of customer requirements throughout the organization.

2.2.7Internal Communication

Top management shall ensure that appropriate communication processes are established within the organization and that regular feedback is obtained on the effectiveness of the QMS.

2.2.8Management Review

B&W Instrumentation and Electrical Limited manage QMS at planned intervals, to ensure its continued suitability, adequacy and effectiveness. This review shall include assessing opportunities for improvement and the need for changes to the QMS. Please refer to documented procedure BWQP-06.

2.3Resource Management

2.3.1Scope

This policy broadly describes how B&W Instrumentation and

Electrical Limited management shall demonstrate and provide the

resources needed to establish and maintain the QMS.

2.3.2Applicability

This document is applicable to B&W Instrumentation and Electrical Limited.

2.3.3Provision of Resources

B&W Instrumentation and Electrical Limited management shall determine and provide the required resources to implement and maintain the QMS and continually improve its effectiveness, and to enhance customer satisfaction by meeting customer requirements.

2.3.4Human Resources

2.3.4.1General

Personnel performing work affecting product quality shall be competent i.e. have the appropriate education, training, skills and experience.

2.3.4.2Competence, awareness and training

Management shall:

  • Determine the necessary competence for personnel performing work affecting product quality
  • Provide training or take other necessary actions to satisfy these needs
  • Evaluate the effectiveness of the actions taken
  • Ensure that personnel are aware of the relevance and importance of their activities and how they contribute to the overall achievement of the quality objectives
  • Maintain appropriate and accurate records of education, training, skills and experience
  • Ensure that quality objectives are established

2.3.5Infrastructure

B&W Instrumentation and Electrical Limited shall determine, provide and maintain the infrastructure needed to achieve conformity to product requirements; including buildings, workspace, utilities, process equipment(both hardware and software) and supporting services(such as transport and communication)

2.3.6Work Environment

B&W Instrumentation and Electrical Limited shall determine and

manage the work environment needed to achieve conformity to

product requirements.

2.4Product Realization

2.4.1Scope

This policy broadly describes how B&W Instrumentation and

Electrical Limited shall define the processes that are necessary to realise the required products/service and their sequence, interaction, planning and implementation.

2.4.2Applicability

This document is applicable to B&W Instrumentation and Electrical Limited.

2.4.3Product Realization

Planning of product/service realisation

B&W Instrumentation and Electrical Limited shall plan and develop the processes needed for product/service realisation. Planning shall be consistent with the requirements of the other processes of the QMS. In planning B&W Instrumentation and Electrical Limited determine the following as appropriate:

  • Quality objectives and requirements for the product or service.
  • The need to establish processes, documents, and provide resources specific to the product
  • Required verification, validation, monitoring, inspection and test activities specific to the product/service and the criteria for product acceptance
  • Records to provide evidence that the realisation processes meet requirements

2.4.4Customer Related Processes

  • Procedures shall be generated to determine, and review, the requirements related to product/service. This requirement could be statutory, regulatory or as specified by the client or any additional requirements determined by B&W Instrumentation and Electrical Limited
  • B&W Instrumentation and Electrical Limited shall establish whether it has the capability and capacity to meet the defined requirements related to product/service
  • B&W Instrumentation and Electrical Limited shall determine and implement effective means of communication with clients on product information, handling, enquiries, contracts and orders
  • Any amendments to the order shall be documented and distributed to the relevant personnel
  • Where applicable, procedures shall be generated for the handling of customer feedback and customer complaints

2.4.5Purchasing

  • Procedures shall be generated for the purchasing process
  • Purchase requisition and other documents shall be signed by authorised personnel
  • Purchased products shall be inspected for compliance with specified purchase requirements
  • Criteria for selecting the various types of suppliers shall be established.
  • All records that demonstrate compliance with the purchasing process requirements shall be maintained in accordance with relevant procedures

2.4.6Production and Service Provision

  • B&W Instrumentation and Electrical Limited shall generate work instructions for all product/service and inspection activities that have a bearing on the quality of the relevant product/service. The detail and complexity of the instruction shall be determined by the level of skill and training of personnel who are executing these tasks
  • In cases where the final output cannot be verified by measurement the processes will be closely monitored and validated
  • Qualified personnel and suitable equipment shall be utilised in executing activities relating to product/service
  • Where applicable the organization shall maintain appropriate product identification throughout the relevant production process
  • Damage to customer property shall be reported
  • Preservation of the product shall be of the utmost importance. (Identification, storage, packaging, etc.)

2.4.7Control of Monitoring and Measuring Devices

  • Registers of monitoring and measuring devices shall be maintained. Calibration frequencies of such devices shall be established
  • Only accredited laboratories will be used for the calibration of these equipment
  • Calibration records shall be maintained for an appropriate period

2.5Measurement, Analysis and Improvement

2.5.1Scope

This policy broadly describes how B&W Instrumentation and

Electrical Limited shall define, plan and implement measurement,

monitoring, analysis and improvement processes to ensure that the

QMS processes and products/services conform to requirements.

2.5.2Applicability

This document is applicable to B&W Instrumentation and Electrical Limited.

2.5.3Monitoring and Measurement

2.5.3.1Customer Satisfaction

  • B&W Instrumentation and Electrical Limited shall establish and document methods of evaluating customer perception as to whether specific requirements were met or not
  • Customer feedback forms or correspondence via email shall be used to evaluate customer satisfaction

2.5.3.2Internal Audits

  • B&W Instrumentation and Electrical Limited shall conduct internal audits at planned intervals
  • Qualified personnel shall conduct audits in order to verify the continued adequacy of the QMS
  • Non Conformances shall be handled in accordance with the documented procedure.

2.5.3.3Monitoring and Measurement of Processes

  • Trained personnel shall be utilised to conduct surveillance of processes
  • Where applicable, statistical analysis shall be done. Appropriate corrective action shall be taken to prevent recurrence of non-conformities

2.5.4Control of Non-Conforming Products

Please refer to procedure BWQP-02

2.5.5Analysis of Data

B&W Instrumentation and Electrical Limited shall determine, collect and analyze appropriate data to demonstrate the suitability and effectiveness of the QMS. The analysis of data shall provide information relating to:

  • Customer satisfaction
  • Conformity to product requirements
  • Characteristics and trends of processes and products
  • Suppliers

2.5.6Improvement

2.5.6.1Continual improvement

B&W Instrumentation and Electrical Limited shall continually improve the effectiveness of the QMS through the use of:

  • A Quality Policy
  • Quality Objectives
  • Audits
  • Analysis of Data
  • Corrective and Preventive Actions
  • Management Reviews
  • Supplier Assessments

2.5.6.2Corrective and Preventive Action

  • Cause for non-conformity shall be established, and corrective action implemented in order to prevent recurrence
  • Implemented corrective action shall be followed up to ensure continued effectiveness
  • Potential problems in QMS shall be identified and preventive action taken
  • Implemented corrective and preventive actions shall be reviewed for effectiveness
