THE ELECTRONIC PAGE OF CENTRAL PUBLIC ADMINSTRATION REFORM HAS BEEN PLACED ON THE INTERNET

The electronic page of central public administration reform has been placed on the INTERNET and can be accessed on the address or on the central public administration reform banner.

The respective page contains information regarding the implementation of the Strategy for Central Public Administration Reform. It aims at ensuring stakeholders with operative information on the progress of CPA reform and at facilitating collection of feedback to actions carried out within the reform.

Sergiu TATAROV, the Senior State Advisor, Head of Public Administration Reform Coordination Unit (PAR Unit) has specified that in the context of the rising interest towards CPA reform, the electronic page shall become an indispensable instrument for ensuring CPA reform transparency and for facilitating the communication process among PAR Unit and civil servants, civil society and other stakeholders.

The electronic page describes the CPA reform components and contains reports on the implementation of these. Simultaneously, a number of normative acts on the reform and on the activities unfolded under the reform are placed therein.

In the participation and communication compartment, drafts of policy documents subjected to discussions have been placed and all persons interested can present their comments on these drafts on-line, as well as on the electronic address .

At the same time, the electronic page is an interactive one and allows visitors to express their opinion regarding the activities carried out, to ask questions and receive answers. Therewith, stakeholders can subscribe to the CPA reform news, also available on the electronic page.

AN EUROPEAN COMMISSION PROGRAMME IS READY TO SUPPORT MOLDOVA IN IMPLEMENTING THE GOOD GOVERNANCE PRINCIPLES

A group of experts from the Public Administration Reform Coordination Unit has visited in early December this current year the SIGMA programme, launched at the initiative of the European Commission and of the Organization for Economic Cooperation and Development (OECD). During the visit, the possibility of a future cooperation in the field of the good governance principles implementation in the Republic of Moldova has been discussed.

Sergiu TATAROV, Senior State Advisor, Head of Experts Group within the Government Office has mentioned that SIGMA programme examines compliance of public administration in countries found in the process of European Union adherence with the good governance principles of countries already members of the respective structure. Therewith, the European Commission heeds to the opinion of SIGMA regarding the quality of public administration in countries aspiring to become European Union members.

Sergiu TATAROVhas declared that SIGMA could offer their support to the Government of the Republic of Moldova in unfolding such activities as: improvement of policy elaboration capacity at central level, evaluation of civil service and reformation of civil service remuneration system, development of civil service management, introduction of internal and external audit system in public authorities etc.

Till now, SIGMA experts have expressed their comments on the draft of Law on Civil Service and Statute of Civil Servant that has been elaborated within the central public administration reform in the Republic of Moldova, launched at the beginning of this year.

POLICY DOCUMENTS SHALL BE ELABORATED IN COMPLIANCE WITH THE UNIQUE STANDARDS APPROVED BY THE GOVERNMENT

Government has established the unique standards for elaboration of policy documents, in the result of approving on December 27th, 2006 the Decision “On the Rules and Unique Requirements towards Policy Documents”

The respective Decision refers to concept papers, programmes and plans and stipulates unique requirements towards the elaboration process and the content of these documents. The rigors stipulated shall contribute to improvement of decision-making process, especially elaboration, coordination, implementation, monitoring and evaluation of public policies and shall increase quality of elaborated documents.

Therewith, the unique standards towards policy documents shall empower the interaction of the policy elaboration process with the budgetary process.

CENTRAL PUBLIC AUTHORITIES SHALL MEASURE EFFICIENCY OF CENTRAL PUBLIC ADMINISTRATION REFORM IMPLEMENTATION

Estimation of central public administration reform activities through application of performance and result indicators has constituted the subject of the workshop organized on December 22nd, 2006, by the Experts Group within the Government Office for representatives of central public administration authorities (CPAA).

Sergiu TATAROV, Senior State Advisor, Head of Experts Group within the Government Office (Public Administration Reform Coordination Unit), has specified during the workshop that monitoring and evaluation of CPA reform implementation shall help us assess at what stage we are in accomplishing the objectives proposed and what future activities we shall carry out to modernize and improve central public administration on time.

Central public administration authorities shall assess especially to what extent CPAA reorganization has been carried out and to what degree the system of electronic registration of documents has been implemented, as well as the share of civil servants hired based on open competition, the efficiency of knowledge transfer to civil servants within training and study visit programmes etc.

At the same time, the workshop participants have come with some proposals regarding the target values that should be registered during CPA reform. In this context, Gheorghe Sîrcu, Ministry of Economy and Traderepresentative, has suggested to examine the possibility of specifying the value of salaries in the civil service, which should be attained by the date the reform is finalized, taking into account public budget potential.
