Minutes

July 12, 2005

6:00 p.m. to 9:00 p.m.

Marie Callender’s Restaurant

3969 W. Florida Ave.

Hemet, CA 92545

Welcome and Introductions:

After dinner and conversation, Marvin Danielson called the meeting to order with the pledge of allegiance. Marvin provided a brief agenda for the meeting: Tom Quinn – Scholarship, Patrick Donovan – ASC team weekend, Roddy Rampersad – MSJC update.

ASG Scholarship:

Tom Quinn announced the recipient of the local chapter and state scholarships, Nick Muserelli. Tom stated that Nick possesses impressive skills and ability. He is a valued employee and person who came directly out of the ROP program. Nick is a testimony because of his commitment and willingness to stay with the program. Nick is currently enrolled at MSJC.

Roddy Ramparsad added that the last two local chapter recipients stayed in the industry. One is employed with J & J Automotive; the other is employed in Perris, CA.

ASG Team Weekend:

Marvin Danielson introduced Patrick Donovan. Pat spoke first about the Ed Foundation. The ASG governing body believes in the scholarship program and is seeking additional funds to award more scholarships state-wide next year.

The ASG team weekend took place in Oceanside, CA. The weekend was productive. One outcome was the commitment to establish a governing task force to address solutions for membership growth and retention. The task force will also address how to effectively govern the association. A new chief was announced, Dick Ross. Dick is a former FBI agent and has a good outlook for the association at the local and state level. He does what is necessary to follow the rules and regulations in place while maintaining the association’s budget.

Technician Licensing was another issue the association needs to govern. The question is how to govern licensing state-wide. Will there be a test? What type of test? Will it be hands-on? Patrick asked for input that he could then recommend at the state level.

Smog and Non-smog shops

Should smog shops be making repairs? Per the code, non-smog shops should not do any repairs.

Another topic discussed at the Oceanside meeting: Fraud, what is fraud?

 MSJC Update:

Marvin introduced Roddy Rampersad. Roddy requested input on the Fall 2005 schedule to ensure the current classes are what is needed by the community.

Engine Rebuilding – MSJC will offer the course again after a long absence.

The course will focus on the crucial element of diagnosis.

NATEF Status – completed

Students can enroll in either NATEF or Honda PACT and receive credit.

Van Hussel, NATEF representative, stated that the paperwork has been completed and passed on. At this point it is still unofficial.

Honda PACT

Enrollment issue –

A total of 110 students signed up for the program. The program currently has about 15-16 students, 9 in the program and 4 in the field. Honda suggested establishing an interview process, which would include evaluation of basic skills such as English, math and reading. The evaluation and interview will be a filtration process to minimize enrollment fluctuations.

Placement in the community –

Placement is not mandatory. It is up to the discretion of the instructor. There seems to be a consistent rotation from Hemet high school ROP directly to the dealership. When MSJC inquires about possible placement, the openings have already been filled.

High school participation –

Roddy - I constantly go out to local high schools for training.

Females in Honda PACT –

Example - He met a student at the local Taco bell, where he frequents. Roddy talked to her about automotives as a career choice. She signed up for the program. The student has since completed the program and is currently working at Norm Reeves Honda in Temecula.

What does Honda PACT have to offer experienced technicians?

The course is designed for incoming high school students and offers on-site experience at dealerships. Experienced technician will gain specific knowledge on how to work on Honda cars. The technician would be advised of any recalls, problems, and would have access to Honda’s latest information.

ASC members can benefit by taking AUME 127: Electronics 2 (4 units). The class will be offered FA05. Experience level does not matter - all students will have access to the latest information, the same information as the technicians in the field.

VTEA

VTEA funds provided DVD players for each classroom. Installation is expected to be completed by the end of the year.

Automotive has a lack of equipment. VTEA cut the automotive budget by 10%. The only money left is from the foundation and the Smog bay.

IETN internet access set-up issues

IETN is requesting automatic deduction on a credit card account. MSJC is requesting information on how to invoice the college on a quarterly or annual basis. Business Services will not do automatic deductions.

Skills USA Contest 2005

Roddy spent 3 weeks at the competition. He volunteered to be a judge for Toyota. Toyota was the host company. He questioned the evaluation process. It was an electrical switch attachment-correct any issues to make the fan work. If the fan worked, it was ok. Unfortunately, students were able to bypass the process. They received credit without demonstrating the proper functions. Next year it is recommended to have a standard evaluation process for judges.

There was a suggestion for the ASC to host a local contest. There was a consensus that a local contest is a good idea. The contest would include an evaluation that meets the Automotive Skills Council requirements. Testing will be both written and hands-on. Hands –on will make up 50% of the grade. MSJC will assist by providing campus facilities.

Preparation should include:

  • Sponsoring a local group not affiliated with Skills USA. The ASC will participate as judges.
  • High School Recruitment – All high schools would be involved.
  • Support and sponsorship of local businesses: NAPA, Carquest, Snap-on
  • Parental Involvement - It’s critical we work together as a team.
  • Time Frame: April/May, before finals
  • Benchmark: Talk to Jim Stowe, Cuyamaca College, for a model contest

BAR Update Course

There is a Referee on the MSJC campus. The course is available through community education.

Other Suggestions or Recommendations

MSJC has not received a response from ASE. A suggestion is to contact Wal Cummins, ASE regional representative. ASC to provide Roddy with current contact information.

Honda presentation for hybrid cars -

Roddy will request a one-day seminar on campus for instructors to benefit high school students. The ASC would be invited.

What, beyond the basics, should the presentation include?

  • What’s failing on the cars?
  • What procedures are being used to fix them?
  • How are they diagnosing the problems, through scanners, interface?
  • Separate gas and electronic issues and procedures.

Roddy’ introduced Janeen Johnson-Foster. Janeen reiterated Roddy’s opening statement about MSJC’s commitment to have a course schedule that meets the needs of the community.

Terry Ireland provided examples of two previous issues, hands-on instruction and shop safety; both concerns were incorporated into the curriculum.

No further input.
