CARERS GRANT 2004/05

The spend outlined in the Topic group report of September 2004 is 96% on target, with approximately £95,000 slippage (owing to late starts of projects, difficulties recruiting etc). In light of ACS’ overall budget situation it has not been possible to allocate this within year. This will not affect next year’s position.

CARERS GRANT PROSPECTUS BIDS FROM VOLUNTARY SECTOR

Summary:

This paper sets out the allocations of additional Carers Grant for ACS, namely £880k, as agreed by Executive Member.

There are two tables:

  1. setting out allocations in line with bids received through the Prospectus Process
  2. setting out allocations on in-house projects and expansion of existing services

To run 140 activity sessions during the year to 50 carers. Good links with Dacorum EPD, and CMHT, West Herts college and Dacorum CVS and other voluntary organisations. Have successfully piloted project.
Huntington's Disease Association - part funding of a regional care advisor, offering an integrated package of care for people affected by this. County wide. / County wide / 10,000 / New project. Particularly crucial in line with new NSF on long-term conditions.

Hatfield / 5,500 / Vital support for carers at end of their tether. To be linked to work on emotional support for carers (see below)
Letchworth MIND - take members on holidays and day trips. N Herts / N Herts / 3,400 / To give carers a break. 20+ people will benefit
Jewish Care - to employ a part time development worker, 5hours/week, identifying and supporting Jewish carers of people with addictive disorders in Hertsmere / Hertsmere / 8,475 / Minority ethnic - specialist project meeting need we can't currently meet (finalist in 2004 charity awards)
The Living Room - provision of an addiction treatment project. Funding is for the carers support group. Stevenage / Stevenage / 2,000 / Additional funding is for expansion of carers’ support group
The Alzheimers Society - Dacorum branch - provision of a regular Saturday day care service for dementia sufferers in Dacorum / Dacorum / 15,630 / Service in place. Present funding from PCT and mayor will cease April 2005.

Carers in Hertfordshire -employment of a part time carers development worker (Learning Disabilities) for 23 hours/week plus associated running costs. County wide. / County wide. / 32,972 / Advice, information, stimulating activities, involvement. Replaces Joint Commissioning funding from 31 March 2005 and includes carers forum costs of £3,500. Critical to work on Valuing People
St Albans Mencap - part payment of "pick and mix" facility of 3-4 hour sessions of recreational/educational activities. St Albans / St Albans / 15,000 / To provide stimulating activities for LD users to give carers a break - will offer more than leisure opportunities. Gap since withdrawal of modular programmes at Oaklands college. Have had discussions with Day Opportunities Forum and Butterwick Day Centre. Starting with 24 carers.
ELDERLY AND PHYSICAL DISABILITY
Watford African CaribbeanAssociation (WACA)- to maintain and support the carers support and development worker post as a full time position, and to improve the service for African and Caribbean carers in Watford and ThreeRivers / Watford and ThreeRivers / 11,890 / Support to ethnic carers - makes current stretched post full time. WACA working closely with Carers in Hertfordshire and PCT Health Forum

To fund a chef, utensils and hall hire, benefiting 35 carers. Plus other activities, including health programmes
Age Concern Hertfordshire -To employ a part time carer support worker for older carers - East Herts / East Herts / 19,000 / This is complementary to, and will be networked with, the Carers in Hertfordshire project in E Herts.
Age Concern Hertfordshire - to employ a carers support worker
(Asian Communities) in North Herts / North Herts / 29,340 / Current ethnic link worker has identified 30+ carers in need of support.
Italian Pensioners Club Letchworth - offer a more varied programme of activities in North Herts / North Herts
(Letchworth) / 3,000 / Minority ethnic carers. For games, kitchen equipment and day trips. Supported by Age Concern. Some benefit to carers.
Italian Elders Association - to enable the group to expand its range of activities in North Herts (Hitchin) / North Herts (Hitchin) / 745 / Supported by and linked to Age Concern.
Ravidassia Community Centre -Starting of a luncheon club for BME over 50s providing hot food and the facility to socialise, including disabled people and their carers. North Herts / North Herts / 1,000 / Minority ethnic. New service

Trestle Theatre Company - for outreach workers to plan and facilitate a drama project with carer participation. Builds on innovative work with Carers in Hertfordshire in 2004, will benefit 120 carers. Includes travel and care costs.
Carers in Hertfordshire- Salary and associated costs of a full time carers support worker, plus running costs of a local carers’ support service in Broxbourne/East Herts / Broxbourne/
East Herts / 36,337 / Generic carers support,1:1 and groups in E Herts.
This will be co-ordinated with the Age Concern project and address historic lack of carers’ support in E Herts as per the strategy.
The Canal Boat Project - to add funds to the Levelling the Water Fund (assists with funding where the carer and/or service user cannot fund themselves) with the aim that boats and rivers are accessible to all. / County wide / 995 / To provide stimulating breaks for carers.
