20170110_LOI_Notes

Attendees: Freida, John R, Kathy, Riki, Bob Y, Sheryl, Hans, Craig, Cindy, Andrea, David,

Ballot spreadsheet columns are hidden that should not be – had suggested using color scheme for V2 and FHIR etc.

Summary review:

eDOS: ballot passed - 50# of comments = plus 10 in word document, 13 negatives, working on triage

LOI: 191 # of comments = about 34 of those duplicative as Michelle from APHL just copied in Riki’s comments (though not entirely the same) – ask her to withdraw the individual comments

LRI: 43 affirm 53 neg, abstain:16 no vote: – need 58 to pass, 377# of comments = and a few are still missing

Do we want to add in the tally macro etc to the spreadsheets – Bob Y will do that

Planning:

LRI: - general on Tue 3 – 5 PM ET – format, datatypes, cross guide affecting, A-T also,

LRI-CG component resolution will start Thursday Q3/Q4

Reviewed v2 lite comments in Clin Genomics call this morning and approved – that is the older document – if they made other changes than what was already applied to the LRI-CG_Component

We did some clean up in the transformation from CG lite to the LRI_CG_Component – may have to look at that

LRI_PH_Component Thu 3 -4 PM ET – will not start this week; is topic on PHER call as announcement

Wed Q4 is on OO agenda as well as PHER; Tue Q2

Cancel Thursday call this week!

NDBS: NDBS group will either make recommendation on comments and then attend the 3 -5 PM meeting for voting

For the general topics on LRI and LOI will use the WGM for recommendations, unless very obvious

What about v2.9 ballot comments? Riki to ask publishing if they are creating the consolidation spreadsheet

LOI: also the Tue 3 – 5 PM call

eDOS: Got the web ex Thu 4 -5 PM – will not work; may be do the eDOS first for the Tue 3 – 5 PM, LOI second and the LRI, focusing on cross guide items first

eDOS ballot reconciliation:

Motion that we accept all typos (A-T) in EDOS, LOI, LRI and have editor address them and bring back anything significant to the WG to discuss and address. Frieda Hall, Riki Merrick, further discussion: do we want to apply this to all 3 guides – accept amendment – for documentation use the columns to capture the mover and seconder, against: 0, abstain: 0, in favor: 13

#15, 16, 17, 18, 19, 20, 21, 22, 26 – items are no longer trial use – remove the asterics – Motion to find persuasive Riki Merrick, Bob Yencha, no further discussion, against: 0, abstain: 0, in favor: 12

Will leave the date in the comment column helpful

#23, 24, 25: adding LOINC for AOE’s that we fond valid LOINCs for - Motion to find persuasive Cindy Johns / Andrea Pitkus, no further discussion, against: 0, abstain: 0, in favor: 9

#27, #28, #29 – applicable to the Value Set Companion document – general topic = applies to all guides, so discuss then, should we mark as LabValueSet Companion Guide = LVS Companion Guide

#30, #31 – adjust acknowledgement of organization for Riki and Hans, Hans entered a Typos, so that should be superseded – Withdraw #31, as same as #3 – all agree as persuasive

#14: change legal to allowable this applies to all IGs – mark as general - motion to find persuasive David Burgess, Riki Merrick, no further discussion, against: 0, abstain: 0, in favor: 9

#12: Spell out UCUM in its first occurrence – motion to find persuasive Riki Merrick, Cindy Johns, no further discussion, against: 0, abstain: 0, in favor: 9

#11: same as #12 –UCUM used in another occurrence – motion to find persuasive Riki Merrick, Cindy Johns, no further discussion, against: 0, abstain: 0, in favor: 9

Hans drops off – Riki chairs

#9: Delete orderability from eDOS scope; Motion to find not persuasive – eDOS supports performables (i.e. test that you cannot order, but also components of the result that comes back) David Burgess, Andrea Pitkus, no further discussion, against: 0, abstain: 0, in favor: 8

#2: Thank you! Vote not taken

#1: need some input from lab folks on what the comment about not supporting modifiers for CPT codes; there are more modifiers besides quantity – would we want to add clarification about how to deal with all modifiers – more research; this came from the 2011 guide; review of the modifiers shows most of them are not related to lab, what about the PAMA codes that go in effect in 2017 = subset of CPT for new lab law – distributed by AMA as part of CPT

#4: Update MU 1 and 2 to current terminology – this sentence is referring to the reference in the ARRA guide where just the base guide is called out; but do we want to make a discovered item that all guides could reference naming the ISA 2017. Other guides don’t have this section; change ‘specified’ to ‘referenced’ and add sentence: Additionally eDOS is referenced by the ONC Interoperability Standards Advisory (with hyperlink) Freida Hall, David Burgess, no further discussion, against: 0, abstain: 0, in favor: 8 – persuasive with mod

#5: request to add ARV – eDOS has no personal information in it, eDOS does not prescribe the message structure to use for interfacing. Also we have a proposal to get this into the base for order and result messages, not in masterfiles Motion to find not persuasive David Burgess, Bob Yencha, no further discussion, against: 0, abstain: 0, in favor: 8

#6: Relates to a comment Freida submitted in v2.9 to fix the reliance on use of occurrence; a few years ago we did research and found that there was a change request to apply this uniformly throughout the chapters that has not been applied; made comment in v2.9 – we had reached out to the chapter chairs, but they don’t want to apply this now. The suggested usage is not working, would be a different datatype, but the field is optional, so cannot make a statement about the datatype; make it considered for future use and revisit, if that field is ever changed from optional usage – or mark as not persuasive and not worry about it anymore. Motion to find not persuasive, because element is O in eDOS, Kathy Walsh, Freida Hall, no further discussion, against: 0, abstain: 0, in favor: 8

#8: LVS Companion Guide – this is up for publication; the zip file should have been identical for ALL 3 lab guides – bring this up with the publication folks at HL7 HQ – objective was to have a single information source for the lab guides to point to. Motion to find persuasive and work with HL7 HQ to find a solution to the ballot packaging issue Bob Yencha, David Burgess, no further discussion, against: 0, abstain: 0, in favor: 8

#10: Motion to find persuasive – Bob Yencha, David Burgess make OM1-17 X instead of O to match OM1-16, no further discussion, against: 0, abstain: 0, in favor: 8

Bookmarks in pdf have issues, too

#32: Motion to adopt the convention that these documents are listed as antecedents s it is in the other guides to match that style Bob Yencha, Freida Hall, no further discussion, against: 0, abstain: 0, in favor: 8 - persuasive with mod

#35: This is a section that is the same in ALL guides, so no change – not persuasive, as this is explaining the concept and not eDOS specific Bob Yencha, David Burgess, no further discussion, against: 0, abstain: 0, in favor: 8
