WORK SESSION

WEDNESDAY, SEPTEMBER 6, 2017 – 7:00 P.M.

Attendees: Craig A. Moe, Mayor; Michael R. Leszcz, Council President; H. Edward Ricks, Councilmember; Donna Crary, Councilmember; Councilmember Valerie M.A. Nicholas, Councilmember; Frederick Smalls, Councilmember; Marty Flemion, City Administrator; Kevin Frost, Director of Information Technology; S. Michele Saylor, Director of Budget and Personnel Services; Christian Pulley, Director of Economic and Community Development; Joanne Barr, Director of Parks and Recreation; Rob Ferree, Director of Public Works; Audrey Barnes, Director of Communications; Dave Cope, Fire Marshall; Chief Rich McLaughlin, Police Department; Kimberley Rau, Clerk and Karen Ruff, City Solicitor. There were seven members of the public present.

Christian Pulley, Director of Economic and Community Development presented Ordinance No. 1919, an ordinance of the Mayor and City Council approving and concurring with the City of Laurel Planning Commission’s approval of a conceptual site plan for property known as 7003 Van Dusen Road, Laurel, MD, zoned M-X-T, and providing for an effective date, as well as the conditions set by the Planning Commission. Storm water approval is still pending in the county. Applicant will be providing four parking spaces per dwelling. City Code requires three per dwelling. Environmental issues will be addressed during the site plan approval process, but the applicant indicated they will be using best management practices. Council was in agreement to introduce and hold the first public hearing at the Mayor and City Council Meeting on Monday, September 11, 2017 at 7:00 p.m.

S. Michele Saylor, Director of Budget and Personnel Services presented the Ordinance No. 1918, an ordinance to amend the Operating Budget of the Mayor and City Council of Laurel, Maryland, for Fiscal Year July 1, 2016 through June 30, 2017. Council was in agreement to introduce and hold first public hearing at the Mayor and City Council Meeting on Monday, September 11, 2017 at 7:00 p.m.

Mayor Moe presented Resolution No. 13-17, a resolution to name an existing structure within an existing park. Councilmembers were in agreement to introduce and hold the first public hearing at the Mayor and City Council Meeting on Monday, September 11, 2017 at 7:00 p.m.

Christian Pulley, Director of Economic and Community Development presented Ordinance No. 1917, Text Amendment No. 248, an ordinance of the Mayor and City Council amending Laurel City Code, Chapter 20, Sec. 20-1.7. “Definitions” and Sec. 20.6.23. “Accessory Structures, Bulk Regulations” to authorize little free libraries in certain zones; and providing for an effective date. Councilmembers were in agreement to introduce and hold first public hearing at the Mayor and City Council on Monday, September 11, 2017 at 7:00 p.m.

Joanne Barr, Director of Parks and Recreation presented Resolution No. 14-17, a resolution of the Mayor and City Council of Laurel approving an easement for a driveway to access 24 4th St., Laurel, MD and authorizing the Mayor to sign the easement. She said the City investigated and found the current easement is no longer necessary. During the investigation discovered a driveway that’s on City property which wasn’t part of the original easement. Driveway is the only point of access for the property. There is a process to rescind the easement if it is ever necessary. Councilmember were in agreement to introduce and hold first public hearing at the Mayor and City Council Meeting on Monday, September 11, 2017 at 7:00 p.m.

Rob Ferree, Director of Public Works presented the bid recommendationConsideration of a bid recommendation for the purchase of one (1) Dump Truck, as outlined in a memorandum dated September 6, 2017. The old truck will be either sold or traded in. Delivery time about 7 to 8 months out. Councilmembers were in agreement to award the bid at the Mayor and City Council Meeting on Monday, September 11, 2017 at 7:00 p.m.

Mayor Moe invited the public to the 9/11 Interfaith Service on Sunday, September 10, 2017 at 5:00 p.m. at the Laurel Municipal Center.

Councilmember Ricks announced the Town Hall Meeting scheduled for Thursday, September 7, 2017 at 7:00 p.m. at the Laurel Municipal Center.

There being no further business to come before the Mayor and City Council the work session was adjourned at 7:35 p.m.
