OpeningRoll Call

The meeting was officially called to order at 2:20PM by President George Harris with a silent prayer for one of our deceased officials, David Brunson. The following officers were absent at roll call: Melvin Fields, Nancy Betress and Anthony Battle.

Minutes

As attendees entered the meeting, they signed in and were given copies of the April 19, 2012 minutes and allotted time to read them. Therefore, George asked for a motion to approve the minutes. The motion was made by Tim Baker and seconded by Elenora Battle. The motion carried.

Treasurer’s Report

Barbara Smith, Treasurer, gave the following report.

Month ending July 31, 2012 –

Beginning Balance: $25, 047.50

Income: $49,586.07 (sanctions, USATF membership, Youth, etc.)

Expenses: $ 6,376.29 (storage, Verizon regular and wireless payments, postage, youth supplies, mail box, JO car rental/hotel, Women’s T&F, tents rental, etc.)

Ending Balance: $68,257.28

Elenora Battle moved and Warren House seconded that the Treasurer’s Report be accepted as read. The motion carried.

Accreditation Report

Barbara also gave the Accreditation Report. PVA met 10 of the 10 required standards. The Association also met 8 of the 9 other standards. The only standard we did not meet was the website, which we do have, but there is one missing requirement on the website. The issue is being discussed on several levels.

Committee Reports

Sharon Good, Race Walk Chair, reported that the Race Walk Clinics were held before each PVTC all-comers track meets at Falls Church High School. Clinics were available at the TJ Center Indoor meets after the race walk in January. A one-hour race walk for the National Postal will be held October 14, 2012 at TC Williams High School at 9:00am. She requested help with the lap counts at the upcoming meet.

Officials Committee Report:

Warren House, Officials’ Chair, reported that the USATF JO’s were held in July with the largest attendance ever for a JO meet (8,200 athletes). It was a very good meet, with no incidents and a couple of injuries. Ms. Tanya Rush, from Morgan State University where the JO’s were held , was also in attendance at the meeting and she and her staff were thanked for their efforts. Tanya said that the meet was so well-done because there was such a great balance and a close-working atmosphere between everyone who assisted with the meet. Warren also reported that Masters’ Certifications would be valid until March 2013.

Membership Committee Report:

Herb Nicholls, Membership Chair, reported that the PVA membership count was now at 5, 227 USATF members.

Masters Committee Report:

Tom Jones, Masters’ Chair, reported that the PVA will be hosting the 2013 National Championships on March 22-24, 2013 at the Wayne K. Curry Sports & Learning Complex. Jerry Booken-Weiner and Coach Larry Colbert are the Co-Chairs of the Meet. A company from Japan asked Tom and Oscar Peyton to form a relay team and compete against 12-year-olds on the 1st week in November.

Youth Committee Report:

Quentin Wilson reported that PVA ran 3,000 athletes over a 4-day period at the JO Championships. The Association and Local Championships were also well-run. PVA will be hosting the National Indoor JO’s here two years in a row, 2013 and 2014. Someone from Boston called Quentin and wanted to know how we got 1,200 members this year.

After all reports, the meeting was turned over to Phil Barrett who conducted the elections.

Election Section / Officers:

The ballots for election of officers were passed out.

President: Phil Barrett stated that George Harris was the only name that had been submitted and accepted for nomination for President. The floor was opened for additional nominations. There were none. It was moved by Tim Baker and seconded by Warren House that George Harris be elected by acclamation for President. The motion carried.

Vice President: Phil read the nominations that had been received and accepted for Vice President and asked nominees to stand: Elenora Battle, Jan Price, Tim Baker, Henry McCallum and George Banker. The floor was opened for additional nominations. There were none. Tim Baker moved and Elenora Battle seconded that the nominations be closed on the said names. The motion carried.

The nominees spoke on why they wanted to be elected. Everyone was instructed to circle four candidates and announced that the candidate with the most votes becomes 1st Vice President and the next top three votes would be the three (3) additional Vice Presidents.

Secretary: Faye Howell was the only nomination received and accepted for Secretary. The floor was opened for additional nominations. There were none. Tim Baker moved and Elenora Battle seconded that the nominations be closed on the said name. The motion carried.

Treasurer: Barbara Smith was the only nomination received and accepted for Treasurer. The floor was opened for additional nominations. Bob Platt was nominated. Bob Cosby moved and Milton Gross seconded that the nominations be closed on the said names. The motion carried. The nominees spoke on why they wanted to be elected.

Everyone was instructed to vote for these offices. After the votes were counted, Phil announced the following results: Henry McCallum had received the most votes for Vice President and the next top three votes for Vice President went to Tim Baker, Jan Price and Elenora Battle. Barbara Smith had also received the most votes for Treasurer. Bob Cosby moved and Rob Robinson seconded that the ballots be destroyed and that this section of the elections be closed. The motion carried.

Election Section / Long Distance Running

Phil opened the meeting for Long Distance Running Committee Chairs. Bob Platt moved and George Harris seconded that Long Distance Running Committees also select a Vice Chair as well as a Chair. The motion failed.

Men’s Long Distance Running: George Banker was the only nomination received and accepted for Men’s Long Distance Running. The floor was opened for additional nominations. There were none. Bill Price moved and Elenora Battle seconded that the nominations be closed on the said name. The motion carried.

Women’s Long Distance Running: Deborah Green and Nancy Betress were the only nominations received and accepted for Women’s Long Distance Running. Deborah was not in attendance, but Nancy was, so she spoke on why she wanted to be Chair. The floor was opened for additional nominations. There were none. Frances Brown moved and Victoria Adams seconded that the nominations be closed on the said name. The motion carried.

The purple ballots were given to and collected from all who wanted to vote on Women’s Long Distance Running. The ballots were counted and Nancy Betress was elected as Chair of Women’s LDR.

Master’s Long Distance Running: Alyssa Harvey was the only nomination received and accepted for Master’s Long Distance Running. The floor was opened for additional nominations. There were none. Frances Brown moved and George Banker seconded that the nominations be closed on the said name. The motion carried.

Election Section / Track & Field

Men’s Track & Field: Anthony Battle was the only nomination received and accepted for Men’s Track & Field. Anthony spoke on why he wanted to be elected Chair. The floor was opened for additional nominations. There were none. Jan Price moved and Marguerite Matthews seconded that the nominations be closed on the said name. The motion carried.

Women’s Track & Field: Tiombe Hurd was the only nominations received for Women’s Track & Field. Tiombe spoke on why she wanted to be Chair. The floor was opened for additional nominations. Victoria Adams was nominated and accepted. Vickie spoke on why she wanted to be Chair. Bob Cosby moved and Bob Platt seconded that the nominations be closed on the said names. The motion carried.

The ballots were given to and collected from all who wanted to vote on Women’s Track & Field. The ballots were counted and Tiombe Hurd was elected as Chair of Women’s Track & Field. Vickie was thanked and a round of applause was given to her for the job she had done as Chair.

Masters’ Track & Field: Tom Jones was the only nomination received and accepted for Men’s Track & Field. Tom spoke on why he wanted to be Chair. The floor was opened for additional nominations. There were none. Jan Price moved and Bob Cosby seconded that the nominations be closed on the said name. The motion carried.

Race Walk: Sharon Good was the only nomination received and accepted for Race Walk. Sharon said that her report spoke for itself. The floor was opened for additional nominations. There were none. Jan Price moved and George Banker seconded that the nominations be closed on the said name. The motion carried.

Youth: As Youth Chair, Henry McCallum was thanked for all that he had done for the Youth and the Association with a round of applause from everyone. Quentin Wilson was the only nomination received and accepted for Youth. Quentin spoke on why he wanted to be Chair. The floor was opened for additional nominations. There were none. Bill Price and Elmer Powell seconded that the nominations be closed on the said name. The motion carried.

Officials’ Chair: When they signed in, the ballots for the Officials election had been given to those eligible to vote. Phil asked for those who had been nominated and accepted to speak on why they wanted to be the Officials’ Chair. Bill Price and James Pearce spoke on why they wanted to be Chair. Tomel Burke was not able to attend, but comments were given on his behalf. Warren House and Ron Clark were thanked for their serving in the Officials Chair capacity for the past term with a round of applause from everyone. The floor was opened for additional nominations. Elmer Powell and Dr. Robert Cosby were nominated and accepted. Elmer spoke on why he wanted to be Chair. Dr. Cosby decided to run but he stated that he could easily step aside because he felt that all of those nominated could do an excellent job and he felt the other nominees were more than capable of handling the position. Jan Price moved and George Banker seconded that the nominations be closed on the said names. The motion carried.

The ballots were collected from those who were eligible to vote.

While we were waiting on the count, George announced that a Board meeting will be held within the next two weeks. He also asked that all elected Committee Chairs get back to the Secretary within the next three weeks to report when they would be holding their Committee meetings, with one being scheduled before the end of the year.

The ballots were counted and it was determined that Dr. Bill Price had been elected Officials’ Chair.

Elenora Battle reported that Jay Wind had run a Marathon and had done an excellent job. He was given a round of applause.

After counting the ballots, Dr. William Price was elected Officials’ Chair. Bob Costas moved and Tim Baker seconded that the elections portion of the meeting be closed and that the ballots be destroyed. The motion carried.

George asked Herb Nicholls to again be the Membership Chair and Herb accepted. Herb explained that post cards were sent out in August to all members from 2012 and did not go back and pick up the prior year. We actually had 1,520 eligible voters. He also pointed out that the National Office will now start doing more things by email and not do US postal mail. Everyone needs to update information in the USATF system. Frances suggested that text mail can also be another option.

It was moved and seconded that the meeting be adjourned. The motion carried and the meeting was adjourned at 4:19 pm.
