Meeting Notes
The meeting of the 14-15 Citizens Ad Hoc Committee began at 6 p.m. in the Board Room.
Cindi Blansfield welcomed the group and asked if any clarifications were needed regarding the March 11 meeting notes.
No one had any questions and the committee dispersed into the two subcommittees. The facility subcommittee met in the IMC and the attendance subcommittee met in the Board room.
The next Ad Hoc Committee meeting is Wednesday, March 25 at 6 p.m. in the JPF Administration Building Board room.

Reviewed charge
Using a tool to consider recommendations in context of the board charge, all members of the subcommittee worked in subgroups and mixed groups to work toward consensus regarding the scenarios recommended previously by group work.

Summary of discussions:
6:05 pm subcommittee members were welcomed. The evening’s agenda includes the review of past questions asked; review target recommendation: Review and reach consensus on financing plan; Review and reach consensus on accommodating growth if new schools are not built; and Review and each consensus on temporary facilities (portables and interim).
Questions asked previously by the subcommittee were revisited and answers were provided.
A power point was used to review facilities subcommittee recommendations made during the March 11 meeting these include: recommendation and the rationale for existing school sites for ASD to conduct a comprehensive assessment of all schools in Auburn School District to identify school program and facility deficiencies to begin the assessment in 2016 and complete the assessment in 2018; recommendation that the timeframe to address health, safety, program and operational deficiencies should be based on the results of the assessment and funding availability; recommendation to build two new elementary schools as soon as possible. Do not build a new middle school within 10 years. Do not build a new high school within 10 years; and target recommendationfor theAuburn School District to replace five existing elementary schools, construct two new elementary schools and replace Olympic Middle School within the next 10 years to address aging schools and school capacity needs.
Handouts were provided to subcommittee members to address the target recommendation:
- Estimate of Elementary School Capacities with New and Replacement Schools (Seat capacity of 650)
- Reviewed Projected available seats in 2023 with current portable classrooms and Projected available seats in 2023with and future portable classrooms
- Target Recommendation: Estimate of Projected Revenue & Expenditures (2015 Dollars and Projected Bond revenues maintain a flat tax rate)
- Results: Short on funds to meet schedule
- Target Recommendation: Sample Schedule and Financing Plan (Earnings from revenue and inflation included)
- Considerations: 4% increase in expenditures per year; and 3% increase in cost allowances

- Assumes ASD passes all Bond Initiatives
- ASD plan conservatively and historically brings in projects under budget
- Reviewed revenue and build out schedule to achieve 100 of target recommendation.
- Committee requested data on tax rates necessary to fund all projects basedon the following models to include seat capacity:
- Flat Tax Rate Plan; 10 Year Plan; 15 Year Plan; and 20 Year Plan
Committee discussed what should be done with future school sites owned by Auburn School District.
- Options considered:
- Hold onto existing future school sites.
- Sell future school sites currently owned by school district.
- Acquire additional property for future schools.

- Long-term benefits.

Recommendation: Hold all existing school sites and do not sell existing school sites
Recommendation: Purchase sites for 2 new elementary schools as soon as possible
Recommendation:ASD acquire site for 3rd new elementary school within the next 10 years.
Committee began the discussion on what our recommendation to the school board will be as to what to do with portable classrooms in the future.
- Acquire on as a needed basis
- Replace the three oldest portables with newer ones.
- No portable classrooms. Only house students in permanent structures.
Factors to consider will be provided at the March 25 meeting.
Committee began the discussion on what to do with interim sites. Committee briefly discussed 3 options from March 11 meeting.
Option 1:Rebuild Olympic Middle School on the current site leaving the existing Olympic Middle School facility as an interim school site.
- Update: ASD would not receive matching funds from the state for the rebuilding of Olympic Middle School if the existing building was used as an interim elementary school facility.
Option 2:Rebuild Olympic Middle School on the Auburn School District owned property in Lakeland Hills and continue to use the existing Olympic Middle School facility as an interim elementary school.
- Update: Olympic MS would now be considered a new school and would not be eligible forNew in Lieu of Modernization funding and therefore would not receive state matching funds.
Option 3:Rebuild Olympic Middle School on the Auburn School District owned property in Lakeland Hills; build a new elementary school on the current Olympic Middle School site; and leave the current Olympic Middle School facility in place for use as an interim school site. Ultimately the current Olympic Middle School facility would be demolished.
- Update: Olympic MS would now be considered a new school and not eligible to receive state matching funds for New in Lieu of Modernization.
