Attachment 1: Brief Introduction of Various Kinds of Talents Program

I. The Long-Term “Recruitment Program of Global Experts”

According to the “Interim Regulation on Recruitment Program of Global Experts” and the announcement of the Organization Department of the CPC Central Committee on application requirements, applicants should meet the following criteria:

1. Obtained overseas doctor’s degrees and under 55 years old; Hold the professorship or equivalent posts in overseas well-known universities, scientific institutes, internationally known enterprises or financial organizations; Applicants are expected to be engaged in the research of areas like natural sciences, engineering technology, economy, finance and administration, have first--class research ability and have published important academic papers in core journals in the recent 5 years, or won international scientific awards, capable of key experimental skills or core technologies in scientific engineering.

2. Applicants of humanities and social sciences shall be from institutions of higher education or research institutes. Preferences are given to applicants in the fields of Intellectual Property Law, Environmental and Resources Protection Law, International Law, International Economic Law, International Relations, Diplomacy and Psychology who are in urgent need. Applicants should be under 60 years old, hold professorship (or equivalent positions) in overseas top universities or research institutes or institutes of culture and arts, and are influential in the academic arena in their respective research fields.

3. Applicants should not be working full-time in China at the time of submitting their applications; for those who have started to work in China, time for their work in China should be within 1 year. Those who are to be approved and selected for the program should work fulltime for at least 3 years in China.

4. Applicants should sign a work contract with the employers, and work for at least 9 months each year in China.

5.Applicants are allowed to apply for the program for no more than twice.

II. Recruitment Program ofGlobal Foreign Experts

This program is one kind of the Recruitment Program of Global Experts and is aimed to attract and introduce outstanding foreign experts (non-Chinese) to work in China and contribute to China’s modernization drive.

1. Applicants should meet the basic requirments as listed above for the “Recruitment Program of Overseas Experts”.

2. With consideration to the actual situation, age limit for the applicants can be extended to 65 years old.

3. Applicants who are to be selected for the long-term programshould work for at least 9 months each year and for 3 consecutive years in China, while those for short-term program should work for at least 2 months each year for 3 consecutive years in China.

4. Applicants should not yet work full-time in China at the time of applying. If the applicants have been working full-time in China, it should be within 1 year.

5.Applicants are allowed to apply for the program for no more than twice.

III. Recruitment Program of Global Young Experts

According to the “Detailed Regulation of The Recruitment Program of Global Young Experts” and the announcement of the Organization Department of CPC Central Committee on application requirements, applicants should meet the following qualifications:

1. Applicants should be engaged in areas of natural sciences or engineering technologies and be under 40 year old;

2. Applicants should have have obtained their PhD degrees and at least 3-consecutive-year overseas experiences of being engaged inresearch (overseas work experiences with postion reserved and salaries paid by a domestic institution do not count).Considering this requirement, an exception can be made to applicants with overseas PhD degrees and outstanding academic achievements (a written application and report in this regard is essential) but not to applicants who have obtained PhD degrees in China.

3. Applicants should currently assume posts of teaching or research in overseas well-known universities, scientific institutes or R&D institutions; they should also be top talents among the peers in the same area, and have the potential of becoming the academic or technical leaders in the fields they are engaged in.

4. Applicants should not be working full-time in China at the time of submitting their applications; for those who have started to work in China, time for their work in China should be within 1 year.

5. Exceptions can be made to those who have made outstanding academic achievements as a PhD candidate in terms of age limit or requirement on working experiences.

IV. Recruitment Program of Global Culture and Art Experts

This program is newly initiated andincluded in the Recruitment Program of Global Experts. Qualifications for application are as follows:

1. Applicants who are engaged in research work should have obtained doctor’s degrees from the overseas and be under 55 years old. Exceptions can be made to those engaged in stage art and creative design in terms of age limit and education background.

2. Applicants should not be working full-time in China at the time of submitting their applications; for those who have started to work in China, time for their work in China should be within 1 year. Those who are to be approved and selected for the long-term program should work fulltime and for at least 3 years in China; those selected for the short-term program should work at least 2 months every year and for 3 consecutive years in China. Applicants are allowed to apply for the program for no more than twice.

3. Applicants should also satisfy one of the following requirements:

① Hold the position of art director, principal conductor, band leader or play the leading part, leading actor of opera and dance drama, choreographer, senior stage designer or stage technician inworld well-know art organizations, or hold professorship and have been working in internationally well-known art academy for more than 3 years with highly recognized professional achievements.

②Hold the position of senior manager in internationally well-known cultural organizations, and in the past 5 years havedevised, organized and promoted international cultural programs or cultural activities with international influence.

③Hold the position of senior researcher in world famous institutions of higher education, research institutes or cultural organizations, and have made great achievements and high popularity in the fileds of heritage conservation, library science and stage art.

④Hold the position of senior cultural creative designer in world famous cultural enterprises, or be a well-knowncreative designer whose work have brought favorable social and economic effects with its unique creativity and profound influence.

V. The Short-term “Recruitment Program of Global Talents”

In order to attract and introduce those overseas high-level talents who cannot come back to work full-time in China, the Short-term “Recruitment Program of Global Talents”is implemented as a supplement to the long-term “Recruitment Program of Global Talents”. Qualifications for application are as follows:

1. Be an academic leader in an urgent need by the country in the development of national technology, industry development and discipline construction.

2. Have obtained overseas doctor’s degree and under 55 years old.

3. Hold the post of Full Professor or the equivalent position in overseas well-known colleges and universities, scientific research institutes, international well-known enterprises or financial organizations.

4. Be engaged in the research of areas like natural sciences, technical engineering, economy, finance and administration; have published significant academic papers in core journals in the recent 5 years or have won significant scientific awards; have important experimental skills and core technology in scientific engineering.

5. Have a fixed job in China with clear work goals and tasks and be able to make actual contributions.

6. Should have signed a three-year contact during which the applicant can work for at least 2 months each year in China and the ownership of the intellectual property rights of the work achievements during the employment period should be clarified.

7. Applicants are allowed to apply for the program for no more than twice.

VI.Chang Jiang Scholars Program

There are 3 types of programs under the Chang Jiang Scholars Program, that is, Distinguished Professor Porgram,Visiting Professor Program and Young Scholars Program.Term for Distinguished Professor Porgram is 5 years while for Visiting Professor Program and Young Scholars Program, it is 3 years. During the term, a bonus of RMB 200,000 and 100,000 every year will be offered to the Distinguished Professors and Young Scholars respectively. For Distinguished Professors, the bonus can be a part of their annual salary. For Visiting Professors, they can enjoy a bonus of RMB 30,000 each month which will be paid according to their actual working days.

Qualifications for Distinguished Professor Program

1. Applicants of natural sciences and engineering should be under 45 years old and applicants of arts and social sciences under 55 by January 1 of the applying year.

2. Applicants should have doctor’s degree and currently engage in teaching and research; an overseas applicant is usually expected to be an associate professor or above at a famous university or hold an equivalent position; an applicant at home is expected to be a full professor or hold an equivalent position.

3.Competent in teaching core courses: having excellent academic and scientific achievements recognized domestically and internationally by experts in the same fields. Having innovative concepts and strategic thinking, as well as the ability to lead the discipline to approach, maintain or surpass the internationally advanced level, having the essential organizing and leading ability, and being able to guide the team in making innovations and solving key issues.

4. Applicants should be devoted to the job and abide by the professional ethics of teachers of higher education

5. Start working full time within one year after signing the employment contract.

Qualifications for Visiting Professor Program

1.Applicants are assumed to be currently engaged in teaching and research abroad and hold full professorship or other equivalent positions in A-level universities.

2. Academically outstanding and influential with excellent research achievements recognized by international experts in the same fields.

3. Being honest and devoted to work.

4. Able to work for at least 2 months each year during the term of employment.

Qualifications for Young Scholars Program

1. Applicants of natural sciences and engineering should be under 38 years old and applicants of arts and social sciences under 45 by January 1 of the applying year.

2. Applicants should have doctor’s degrees and currently engage in teaching and research; a domestic applicant is expected to be anassociate professor or hold an equivalent position.

3. If selected, the Scholars are expected to work full time at the institution they are hired and be evaluated in the same way as the Distinguished Professors. Young Scholars are not allowed to apply for the Distiguished Professor Program during their term as Young Scholars.

4. Those who have been selected for the“Recruitment Program of Global Experts” are not eligible for the Young Scholars Program.

VII. “100 Talents Recruitment Plan” of HubeiProvince

Generally the applicants are supposed to be no more than 55 years old, have obtained a doctor’s degree abroad (for applicants with a PhD from a domestic institution, a minimum of 3-year overseas study or work experiences is required) and engage in the research field of applied sciences; be honest and abide by laws and regulations; be able to report for duty within half a year after being approved and selected, and to work at the employer for at least 6 months each year and for 3 consecutive years. At the same time, one of the following requirements should be met:

1. Hold the associate professorship in overseas universities or scientific institutions or an equivalent position or above.

2. Be a technical or managerial expert assuming an intermediate or senior post in internationally well-known enterprises, financial institutions or in enterprises famous in the country where he/she settles.

3. Possess independent intellectual property rights; be able to establish technological corporations in hi-tech industrial zones, development zones, and overseas students’ pioneer parks at all levels in Hubei, and to transfer their research findings into economic outputs. The applicant is also expected to be an entrepreneurial talent with potentials to implement industrialization and meet the needs of the market as well as the industrial development of Hubei province.

4. Other high-level innovative talents urgently needed byHubeiProvince.

For Foreign Experts (non-Chinese and with a PhD from an overseas institution), age limit can be extended to 65 years. Applicants should not be working full-time in China at the time of submitting their applications; for those who have started to work in China, time for their work in China should be within 2 years. Those who are to be approved and selected should work for at least 6 months every year and for 3 consecutive years in China;

VIII. “Chutian Scholar Program” in HubeiProvince

Chutian Scholar Program consists of such 3 types as Distinguished Professor Porgram (inculding Lecture Professor), Visiting Professor Program and Young Scholar Program. Qualifications for each program are as follows.

Distinguished Professor Program

1. Be responsible, respectable and honest and have a strong sense of team spirit

2. Have obtained a doctor’s degree and be currently engaged in teaching and research; no more than 45 years old but the age requirements can be relaxed if the applicant is especially outstanding or urgently needed.

3. An overseas applicant is normally expected to be an associate professor or above in an A-level university or hold an equivalent position; a domestic applicant (natives of Hubei province are not eligible)is expected to be a full professor or hold an equivalent position for at least 3 three years.

4. Competent in teaching core courses.

5. Academically outstanding with excellent research achievements recognized by domestic and overseas experts in the same field.

6. Having potential, innovative concepts and strategic thinking on discipline development; being able to lead his discipline to catch up with or surpass the domestically or internationally advanced level in the frontier fields.

7. Being devoted to work and having essential organizing, managing and leading abilities; being good at training young people; paying attention to the development of discipline team, and being able to guide the team in making innovations and solving key issues.

8. Being able to work for at least 9 months each year during the term of employment.

Lecture Professor

1. Be responsible, respectable and honest and have a strong sense of team spirit

2. Have been engaged in teaching undergraduate courses at institutions of higher education for many years, and have given lectures on foundation or specialized courses for undergraduates which are welcomed and well-reputed among the students and faculty. Under 65 years old.

3. Oversears applicants should hold the position of assistant professor or above at an A-level univeristies abroad; Domestic applicants should have held the position of professor or an equivalent postion for at least 5 years, and have been granted teaching award at the state level, or have played the principal role as the host of national elaborate course(s).

4. Be able to give 1 or 2 undergraduate courses every year.

Visiting Professor Program

1. Be responsible, respectable and honest and have a strong sense of team spirit.

2. Applicants are supposed to be engaged in actual teaching and researching abroad; hold associate professorship or above or equivalent positions in well-established universities.

3. Academically outstanding with excellent scientific achievements recognized by domestic and overseas experts in the same fields.

4. Able to work for at least 2 months every year in the university.

Young Scholar Program

1. Be responsible, respectable and honest and have a strong sense of team spirit.

2. Have obtained a Bachelor’s degree or above in one of the world top 100 universities, or have been working in the above-mentioned top universities or world well-known reseach institutes for at least 1 year with prominent academic achievements. Under 40 years old.

3. Be able to accomplish teaching or research tasks independently.

4. Able to work full time on campus after being selected.

Benefits

During the term, Visiting professors can enjoy a bonus of RMB 20,000 per month which will be paid according to their actual working days, for lecture professors and young scholars, the bonus will be RMB 50,000 per year. Distinguished professors can enjoy a bonus of RMB 300,000 per year (if working at the employer for no more than 9 months, the bonus will be the same as visiting professors and be paid according to the actual working months). If the distinguished professor is at the same time an academician, chief scientist of the 973 project, winner of the first prize of national science and technology award, top-level academics including professors of renowned universities and whose disciplines rank top 100 in the world, or senior research fellows at international renowned enterprises, and enjoys a good reputation in his/her research field or industry, the bonus will be raised to RMB 500,000 per year.
