Actions/Matters from previous meeting:Affiliation matter was resolved, an additional payment was made to YCB. Correspondences from previous meetings
Conflict of Interest: Fareed (RCC) and Javed(SCC)
Finance:The League Treasury updated the Executive regarding the League’s balance, Fine notifications have been sent to all offending teams. Both Cup final Umpires, as well as umpire shirt logos were now clear.
Minutes
- Section A Final – Due to limited options available, the Executive agreed that 2015 Section A Play off Final will be played at Bradford Park Avenue Cricket Ground.
- Karmand v Shaheen CC(13/9)– alleged broken engagement- The Executive unanimously agreed that, Karmand CC failed to provide a ground on the agreed fixture date, therefore were found guilty of Rule 14D (Broken Engagement)
- Bfd Royals v Karmand Matter (6/9) – Karmand’s Captain Mehmood Husain was reported for his unprofessional conduct, therefore, after taking Mehboob Hussain’s Verbal / written statement into consideration, the Executive committee agreed that Mehboob Hussain will be reprimanded and sanctioned from all forms of cricket for the 2016 Cricketing season for minimum of 2 weeks suspension
- Sarfraz Ahmed (Raja cc) dissent report 30/8- After listening to Sarfraz Ahmed and Secretary of Raja CC (Ghulam Fareed) verbal account, The Executive took Sarfraz Ahmed’s Cricketing Career, his good record over 20 years playing within the QEASCL.
In addition, due to failure in notifying the captain, (Umpire Reporting Procedures)which the umpire did not follow, therefore Sarfraz Ahmed was given a 1 week ban and a1 week suspension ban from all forms of cricket in the 2016 cricketing season.
- Bfd Phoenix v Indus Ghari Issue 13/9- This matter has been deferred to the next Executive Committee meeting
- Bfd Phoenix Financial dispute- The Executive Committee decided that Bfd Phoenix must clear all outstanding fines immediately, failure in doing so will leave the Executive with no option but to act upon past precedents.
- Bhalot v Onq 16/8- The Executive unanimously agreed that, Bhalot CC failed to provide a ground on the agreed fixture date, therefore were found guilty of Rule 14D (Broken Engagement)
- Eastern Friends v Shaheen player registration matter 6/9 -Due to transfer procedures not followed by Eastern friends, The Executive Committee unanimously agreed that a penalty of £25 were imposed upon Eastern Friends, in addition Six Points were awarded to Shaheen CC
- Correspondences– The following Correspondences were dealt accordingly:-
- RSCC- Player has been warned for any future unprofessional conduct in regards to Home Team’s facility/ ground equipment usage.
- MLCC – The Executive Committee have acknowledged MLCC complaint. The umpire’s status will be reviewed in the Next Umpire Association Meeting
- WRCC – Due to the loop hole within the QEASCL available, this matter will be discussed in the upcoming AGM
- Committee Restructure Proposal 2016 - Due to time constraints this matter will be discussed in the next Executive Committee meeting.
- AOB: Averages must be submitted by all clubs. The deadline date is 29th September 2015. Presentation Venue - The Executive Committee have agreed that Midpoint will be 2015 Presentation Ceremony Venue.
