BOARD OF HEALTH

REGULAR MEETING

Chairman Albert Smith, Victoria Kinniburgh RN, William Brown MD, and Health Agent Beth Hallal, RS.

At 4:40PM Chairman Smith called the meeting to order.

WIND RIVER ENVIRONMENTAL SERVICES

On March 10, 2010 Mr. DeCosta of Wind River Environmental was present regarding the repair of the septic system at 11 Commerce Way and the pumping records are not submitted per the Board of Health Regulation 3.6.3.

Mr. Michael DeCosta was present regarding these issues. Mr. DeCosta was not aware that the reports are coming in late again. Mr. DeCosta will now do the reports himself and email them to us.

In March the Board directed Mr. DeCosta to hire an installer for the work completed at 11 Commerce Way. Mr. DeCosta spoke with the engineer who completed the as-built for the system who stated they were all set with this project. A disposal works construct permit has not been issued.

Dr. Brown made the motion if Wind River is in violation of any of the Board of Health Regulations at any future date, then the license to operate in Town would be suspended until the next Board of Health meeting, seconded by Ms. Kinniburgh and so voted unanimously.

Wind River will hire an installer and have the systems at 11 and 37 Commerce Way inspected by the Health Agent. The Board requests this to be completed as soon as possible.

WIND RIVER ENVIRONMENTAL SERVICES – FRED SWAIN – TITLE 5 INSPECTION REPORT.

Violation of 310 CMR 15.000 Title 5 inspection and Seekonk Board of Health Regulations 3.4.1 and 3.4.2 at Old Country Buffet 37 Commerce Way, Seekonk.

The Board spoke to Mr. DeCosta regarding the violation, since Mr. Swain was unavailable to attend the meeting. Mr. DeCosta was unaware of the Title 5 report and was not informed of the work completed on the system.

Approval of minutes were deferred to the next meeting.

ASSISTANT HEALTH AGENT’S REPORT

Ms. Wills was unable to attend this meeting.

HEALTH AGENTS REPORT

Ms. Hallal showed the Board the references for the public health nurse. After reviewing all acceptable applicants and submitted references the Board feels we did not have enough applicants and requests to have the position re-advertised.

Regulations – Ms. Hallal has done some research regarding imposing of fines for violation of our regulations; these regulations including federal regulation should go before a Town Meeting and voted by the residents. The warrant is due on the 27th of August and believes there is not enough time to have this completed properly and we should look at the Annual May Town Meeting.

The Board of Health has set the meeting dates for the rest of the calendar year. September 8th & 22nd, October 20th, November 17th and December 15th.

At 5:29pm Dr. Brown made the motion to adjourn, seconded by Ms. Kinniburgh and so voted unanimously.
