Joint COPs Meeting, July 24 - 25, 2013

The following members, staff, and liaisons were present: Louise Beaman, CARET Liaison to ACOP; Charles Boyer, California State University, Fresno; Marcos Fernandez, Purdue University; Wendy Fink, Food, Agriculture & Natural Resources Programs, APLU; Bryan Garton, University of Missouri (secretary); Nancy Irlbeck, Colorado State University (chair); Linda Martin, Ohio State University; Ian Maw, Food, Agriculture & Natural Resources Programs, APLU; John Stier, University of Tennessee; Susan Sumner, Virginia Polytechnic Institute and State University; Anne Veeger, University of Rhode Island

Nancy Irlbeck, chair, called the meeting to order and asked for additional agenda items.

Fernandez moved approval of the ACOP February 27, 2013 minutes, Veeger seconded, motion approved.

Budget and Advocacy Committee Report, John Stier

·  Discussion regarding Higher Education Challenge (HEC) grants and the possibility of them being moved out of the AFRI budget to the NSF budget.

·  Fink challenged the committee to review the purpose of the HEC grants and multicultural grants and assess if they are accomplishing the intended purpose.

·  Irlbeck challenged the committee to review the APS vision and mission statement (on APLU website). How can APS integrate more with AES (research) and Extension? What is the viability of APS in the family?

Committee on Legislation and Policy – No Report

Policy Board of Directors Report, Linda Martin

·  Martin suggested that the committee change the structure of our meetings from reporting to problem-solving and creating action items.

·  Action Item: Review “draft” revisions to the BAA Rules of Operation and provide comments to Martin by August 15, 2013.

NARRU Report

·  Annual fall meeting October 7 – 9 at Tarleton State University. Veeger will represent APS.

PCAST – APS Response, Nancy Irlbeck

·  Action Item: Provide feedback on APS response to the President’s Council of Advisors on Science and Technology (PCAST) report to Irlbeck by August 15, 2013.

2014 Summit, Wendy Fink

·  Scholarship of Teaching for Faculty

·  Save the date: June 22 – 24, Montana State University

National Institute of Food and Agriculture – Director, Sonny Ramaswamy

·  All STEM components need to come under one roof…NSF

·  Six funding lines of NIFA’s budget ($10.5 million) moved to NSF budget

·  Educational priorities, new proposals for 2014 budget

o  Educational Pathways initiative – requested $20 million for AFRI

o  Research and Extension experiences for undergraduate students

o  Science, Agriculture, Food and Environmental (SAFE) Literacy

New Business

Identified three challenges and opportunities to present to the BAA

1.  Young Scholars Programs – pathways/pipeline development

o  Academy/Institute to engage young scholars in agricultural research

o  Action Item: Draft a working proposal (concept paper) to present to the BAA in November (Martin, Irlbeck, Stier, Fernadez and Veeger)

2.  Laboratory teaching facilities

3.  Creating partnerships with Extension and AES

o  Theme: People, Place and Future

Discussed hiring a “consultant” to lead the visioning process and lead APS in developing a strategic plan. No action taken.

Martin moved to add a budget line to APS to support Wendy Finks’ participation in FSLI. Veeger seconded, motion approved.

Irlbeck, Martin, and Sumner volunteered to represent APS and present at the new Deans and Directors conference.

Fernadez moved to adjourn. Martin seconded, motion approved.
