Annual Activity Report – 2007

The year of 2007 represented for ADPARE a continuation of the efforts undergone to fight trafficking in persons. The main activity developed by the organization, as similar to precedent years was that of developing individualized protection and assistance programmes with the purpose of reintegrating victims of trafficking in human beings. The ADPARE beneficiaries have received specialized assistance, both in crisis situation and with long duration, the aim being that of ensuring physical, emotional and economic security for the targeted victims.

The interest for research and elaboration of training materials on tackling trafficking in human beings was maintained as an important component of the activities developed by ADPARE, the projects implemented in the reporting period, in partnership with other NGOs and International Organizations, had the scope of facilitating the access to resources in the field both for professionals and the general public.

In the area of prevention of trafficking in human beings, ADPARE established as partner of campaigns at national and trans-national level, the projects partners being both state institutions, NGOs and International Organizations. In the same year (2007), ADPARE participated to the Inter-ministerial Working Group sessions and contributed to the establishment of national specific standards for the trafficking victims’ assistance and protection provision. By taking part in national and international conferences, the ADPARE representatives triggered mass media interest in the trafficking in persons phenomenon and the associated consequences it has over the people having been victimized.

ASSISTANCE AND PROTECTION FOR VICTIMS OF TRAFFICKING IN HUMAN BEINGS

„The MERIS HOUSE”- protection and assistance services for victims of trafficking in persons

Project description:

Started in November 2006, the project proposed to consolidate the private-public partnership with the aim of ensuring specialized protection and assistance services for victims of trafficking in persons at Giurgiu county level.

“Recovery and independent living for victims of trafficking in persons”

Project description:

As a component of the Trafficking in Persons Victims Reintegration Programme, applied to South-Eastern Europe, initiated by “King Baudouin” Foundation, the project proposed to develop a model of practices in providing assistance and support services for victims of human trafficking originating from Romania. Having a 2 years implementation period, the project aimed to establish a complex mechanism for monitoring the progresses in assistance of the targeted victims according to three phases of the (re) programme: crisis, transition and final/re-integration phase.

SENS- “Promoting Good Practices in Human Trafficking Victim Identification and Reintegration”

Project description:

Established in 2002, as an Ecumenical Association of Churches –AIDRom, the SENS programme continually brought its contribution to providing individual and group counselling for trafficking in persons victims, as beneficiaries of assistance for reintegration programmes undergone by ADPARE.

Project description:

The project had as scope to cover complex assistance needs of the victims included in the assistance programme implemented by ADPARE, and also developing the organizational capacity by providing resources to increase the number of assisted victims among case referrals.

Having one month duration, the project contributed to improving the quality of assistance provision to victims of human trafficking.

PREVENTION, RESEARCH AND TRAINING PROGRAMMES IN THE FIELD OF TRAFFICKING IN PERSONS

„Support Programme for the Development of Trans-national Referral Mechanisms for Trafficked Victims in the South-East of Europe

Under the “Support Programme for the Development of Trans-national Referral Mechanisms for Trafficked Victims in the South-East of Europe”, implemented by the International Centre for Migration Policy Development (ICMPD), ADPARE contributed with one expert member in the national implementation team. The participating countries in the project are mainly acknowledged as origin states for victims of trafficking in persons: Albania, Bulgaria, Macedonia and Romania. The national coordinator in Romania is represented by the National Agency Against Trafficking in Persons. The project was implemented between the years 2006-2009.

SENS- “Promoting Good Practices in Human Trafficking Victim Identification and Reintegration

The trafficking in human beings prevention component

In 2007, ADPARE entered in partnership with AIDRom, Partners for a Change and UNICEF Romania for the implementation of the prevention component of the SENS Programme, the concrete activities in which ADPARE participated being: providing contribution for creating good practices guidelines in the field of preventing trafficking in persons and training governmental and non-governmental actors with relevant activity in the field.

Feed-back - “The Perception of Assistance and Protection Models by the Victims of Human Trafficking who benefit from them”

Started in February 2007 and completed in January 2008, the project proposed to improve the services designed to victims of trafficking in persons, by conducting a qualitative research based on the victims’ direct experience with assistance and protection services. Established at trans-national level, having partners from 6 countries, both origin and destination states for victims of trafficking in persons, the project joined experts from several organizations, amongst which ADPARE. The concrete activities in which the ADPARE team has involved referred to conducting interviews with trafficked victims in Romania and to participating in all trans-national events proposed in the project, more specifically to all professionals meetings.

The project was financed with the support of the European Commission under Daphne II Programme.

The Trafficking in Persons Prevention Campaign “Beware of PERFECT occasions with PERFECT working places”

During July 2007 – February 2008, the National Agency Against Trafficking in Persons together with the Romanian Ecumenical Association of Churches –AIDRom, ADPARE and Caritas Bucharest implemented a prevention campaigns whose objectives were: to inform and sensitize general public on the risks associated to trafficking in human beings; to enhance the self-protection capacity to the consecutive threats of the phenomenon; to reduce the vulnerability of the groups at risk; to reduce the demand for women’s sexual exploitation and for forced labour.

A Safe Environment for Children – a common Effort of School and Family to Prevent Trafficking in Persons in Albania, Kosovo, Bosnia- Herzegovinaand Romania

Started the previous year, the project coordinated by Caritas Bucharest Association, continued its initiatives in 2007 by developing information and prevention activities among youngsters aged between 14-18 years selected from several schools in Romania, namely: the Pedagogic High School in Ploiesti, “ASTRA” High School in Pitesti, “Voievodul Mircea’ High School in Targoviste, Economic High School in Bacau, “Saint Joseph” High School in Bucharest, “Horia Hulubei” High School in Magurele, Ilfov county, “Gheorghe Vranceanu” National College in Bacau, “Armand Calinescu” High School in Pitesti, The Art and Music High School in Targoviste. The project activities are to go on until 2009 with the purpose of reducing the risk for youngsters to become potential victims of trafficking in human beings. The ADPARE team, together with Caritas Bucharest and other partners have implemented information and training activities in the field for students and teachers of the abovementioned schools.

Reducing the Risks Associated to Trafficking in Persons among Young People of the TwoDanubeShores

Having as starting points the working principles of the abovementioned project, Caritas Bucharest developed by the latter initiative, a trans-national prevention component - Romania-Bulgaria. Thus together with Romanian high school students, other project beneficiaries were Bulgarian high school students, as the activities had the same information and training outcomes in the field, but also to provide support for students to create their own prevention campaigns at school level as well as at local, national and trans-national extent. ADPARE involved as partner of Caritas Bucharest in training and informing the students and teachers from both countries.

MTV EXIT Campaign

In 2007, ADPARE perpetually involved in carrying out prevention activities by distributing information/ materials in the field of exploitation and trafficking in persons, such as deliverables from the MTV EXIT Europe anti-trafficking campaign previously started. As a Romanian partner, together with the International Organization for Migration, Mission in Romania, ADPARE acted as a resource organization for the young people in need of information before accepting a job proposal abroad, or for identified trafficked victims requiring protection and assistance, as well as for active professionals in the field.

PROMOTING VICTIMS’ RIGHTS

Through all the activities carried out by ADPARE, to promote trafficked victims’ rights was highlighted as a basis principle in developing programmes, in cooperation with similar institutions and mass-media both at national and international level.

In 2007, ADPARE had one representative as a participant to the Inter-ministerial Working Group against trafficking in persons who contributed by sharing expertise to establishing of the National Specific Standards on Trafficked Victims’ assistance and protection.
