As an implementing partner of UNHCR in Greece, ICMC deploys a highly qualified workforce of affiliate experts to assist UNHCR in providing operational support to the Greek asylum and migration management system. Since 2010, this pool of skilled professionals has been a critical component of UNHCR’s protection capacity in Greece. The ICMC experts will be recruited and managed by ICMC and will work under the overall supervision of UNHCR Greece. They provide support on matters relating to protection, advocacy, legal information, law, country of origin information analysis, quality assurance, project management, and communications.
SCOPE OF WORK
The Associate Communication with Communities Support Expertwill support the work of the Reception and Identification Service (RIS) which falls under the Ministry Of Migration Policy -General Secretariat of Reception.The incumbent will work under the supervision of the Assistant Protection Officer of UNHCR Athensand will perform his/her duties in the premises of the RIS in Attica, while also reporting, as required to UNHCR Office in Greece, Athens. A functional reporting line will exist, with competent CWC and Protection Unit staff of UNHCR.
Daily duties and assignments will be closely coordinated with the Director of the RIS, and cooperation will be established with competent Heads of Unitswithin the Service. Furthermore, the incumbents will coordinate with the ICMC Project Support Staff in Athens.
RESPONSIBILITIES
- Assist in the drafting of a CwC strategy on behalf of the RIS to address information needs of persons under its competence as well as to enhance communication and feedback with refugee and migrant communities.
- Support the development of CwC standard setting (tools, standard questionnaires, forms) for use by the RIS and its Regional Units, within applied procedures.
- Develop standard information material for refugees and other groups of concern, with content developed by the legal team as regards rights and applied procedures, or otherwise developed by the CwC experts on issues such as site rules, living conditions, prevention of SGBV, safety and security, health and other issues.
- Assess communication needs of persons of concern (found at entry points and in the mainland under RIS competence). Explore the development of diverse types of communication (written, audio, visual) in accordance with specific needs of the beneficiaries.
- In close coordination with the RIS Director, collaborate with other decisionauthorities (Asylum Service, Police) in developing communication material that is consistent and mutually complementary.
- Provide direct CwC support to RIS Regional Units by identifying information needs and producing communication materials as needed.
- Support the drawing up of feedback mechanisms, ensuring refugee voices are taken into account by the RIS, through different mechanisms such as participatory assessments, hotlines and others.
- Liaise with Agencies and partners as appropriate and participate in relevant meetings, along with RIS staff.
- Advocate for the need for CwC from a protection perspective.
- Organize and support internal and external trainings for RIS staff and cooperating agencies on CwC issues as appropriate.
- As an employee of ICMC coordinate with the ICMC Liaison Manager in all employment and Human Resources matters, maintain regular coordination with the ICMC affiliate workforce deployed to UNHCR in Greece as well as with ICMC project support personnel in Athens.
REQUIREMENTS
- University degree (BA) in international relations, human rights and/or law, journalism, communications or other relevant discipline;
- Minimum of three (3) years of relevant working experience;
- Knowledge or experience in international protection principles, particularly in a field setting;
- Significant experience using media and communications in humanitarian emergency responses;
- Collaborative personality, discretion, team builder, respect to diversity;
- Excellent communication and reporting skills, both written and oral;
- Excellent oral and written Greek and English language skills;
- Capacity to understand and analyse information and communication flows within communities; ability to disaggregate appropriately is an asset;
- Understand information flows within humanitarian agencies and in the emergency response sector is an asset;
- Excellent interpersonal and networking skills and the ability to liaise with representatives from the humanitarian sector, and other relevant actors is an asset;
- Knowledge of at least one other language used widely in the response context desirable (i.e. Arabic, Dari/Farsi, Pashto).
