This will not be the most exciting Newsletter ever! But this first edition will hopefully have some useful information and clarify some factual information on the CTT.
The ultimate aim is tokeep members of Clubs in the Lincolnshire District up to date with information on time trialing matters in our county, and be one of a number of ways that everyone in the county can interact and help each other.
If you would like a particular topic explaining that relates to cycling time trials then please look at the last page of this Newsletter for contact details. Or if you have some information on forthcoming events, or related topics then do get in touch.
A website for Cycling Time Trials, Lincolnshire District, is in the process of being set up.
It will have (amongst other things) start sheets, results, photos, and also information on the National 25 mile Championship, which is being held in Lincolnshire on 9th June 2013.

C T T (Cycling Time Trials)
Under CTT insurance, anyone involved in a time trial organised under CTT has protection against them whilst in the event under their blanket Public Liability policy up to £10m. The indemnity protects against claims made against the organisation or any participant, from any Third Party (the general public) and as you rightly point out excludes claims
made against a competitor (or official) by a competitor (or official).
It also covers damage to premises being used as an HQ. However, anyone hurt or having equipment damaged whilst involved as a competitor, or official has no resource through CTT to made a legal claim against
whosoever they allege caused their injury or loss, whether it be another competitor or a member of the public. This would normally fall under a legal expenses entitlement, typically the "no win no fee" type of arrangement.
BRITISH CYCLING
Under British Cycling, the situation is different as each member chooses to join and therefore receives specific benefits of membership. Race Gold, Race Silver and Ride memberships all include Third Party cover of £10m. Cover is defined as being legal liability for negligence, (therefore does not cover deliberate acts), whilst they are leisure, social, non-competitive or utility cycling or whilst competing in CTT arranged Time Trials, BSCA events and a few other listed organisation's promotions. Bronze or provisional members do not receive the benefit of this insurance protection. As in the case of CTT provisions, there is no competitor to competitor cover or any legal expenses recourse for the member to pursue damage or injury caused to the member or tohis/her possessions or equipment.
C T C (Cyclists’ Touring Club)
The CTC membership includes £10m Public Liability cover for its members whilst they are using their cycle for private or professional purposes, which extends to touring competitions, reliability or audax events, time-trials and record breaking attempts, but not competitive cycling. It doesn't appear to exclude participant to participant
liability, which the CTT and BC ones do, as you have previously advised. It goes further though than the others in another area, in that it does have a free Legal Advice Scheme and an Accident Helpline which is available to act on behalf of one of its members to claim against a negligent third party for loss or injury compensation. This
is offered as a no win no fee arrangement and 100% of any compensation goes to the member if successful.

CTC
Included -Third Party indemnity £10m for clubs, competitors and officials in a range of events including CTTtime-trials. Legal expenses to pursue claims on "no win no fee" basis
Excluded - Competitive racing events (normally ridden under BC jurisdiction)
Not Insured - Comprehensive cover, but not for Claims arising in USA or Canada or damage to property belonging to any of the members family
Outside the provisions of the above organisations, there are 2 main other sources of cover commonly available. A standard household contents insurance policy usually gives automatic public liability cover for the family of the policyholder normally residing at the home within it's package of covers for a typical £2m indemnity. I have
checked three commonly sold policies (AXA Your Home, Aviva Your House and Legal & General Rainbow) and there are no exclusions under the Liability to Third Party covers for use of a bicycle, whether for leisure or racing activities. This seems to be the cheapest form of unconditional third party negligent act liability cover available to
the CTT participant as it's free within the standard policy.
In addition,Family legal protection, either provided free, bought as part of a household policy or bought separately, should extend to give cover for legal claims for cycling related accidents. I have checked the DAS policy offering, DAS being the largest legal expenses insurer in the UK, and their cover has no exclusions whatsoever for bicycle
riding or racing.

TWO ORGANISATIONS – WHAT DO THEY DO?
What is the CTT ?
Cycling Time Trials is the governing body of the sport in England and Wales. There are two National Secretaries, one for Admin and one for Competitions, and a Treasurer. There is a Chairman and a National Committee, these are re-elected each year at the National AGM.
There are 21 Districts, each of which has at least a Chairman, Secretary and Treasurer as officials. As Lincolnshire District we are one of the smaller districts, as this is based on numbers of clubs and members, rather than physical area.
Each District has to hold an AGM every year in early October, and re-appoint theofficials, and also appoint a District Committee of up to 10 members.
The District AGM is held in early October, so your officials for 2012-2013 are as follows:-

The District Committee are:

The only general meeting other than the AGM (that is a meeting where each club can send delegates) is the Voting Meeting held in mid to later November, where the motions put forward at the National AGM are voted on at District level. This determines what the two delegates from Lincs District vote at the National AGM.
The District Committee deals with other business, such as approving new courses, approving the Club Event calendar in the District, and re-assessing courses after an accident in an event, as well as dealing with any disciplinary matters – where riders have contravened CTT Rules, etc.
The District Council (general district meetings) appoint the officials, approve the Open Events, and vote on the National AGM matters.
The District Secretary liaises with Club Secretaries on matters referred from National level, or any queries they themselves have, and liaises with Open Event Secretaries with their schedules and queries, and monitors the Open Event Start and Finish Sheets. Also applications for new affiliations are sent to the D.S, who holds all the information on affiliated clubs in the District and updates the relevant section of the CTT website.
The Assistant Secretary (Courses) monitors the Risk Assessments for all courses used, whether for Open or Club events, and recommends whether they are approved, or alterations needed before approval, which is finally determined by the District Committee.
The Treasurer receives the re-affiliation applications from clubs, and collects the levies for Open and Club events, and deals with the District costs regarding meetings. All these monies are passed onto or claimed from the National budget, and a monthly report is sent to the National Treasurer.
What is the L.R.R.A. ?
The Lincolnshire Road Riding Association is a body which affiliates to the CTT. Its members are clubs (not individuals) based in the ‘old’ Lincolnshire boundaries which are affiliated to the CTT. It was founded in 1912 and very few cycling Associations have survived this long.
The Association runs a number of Lincolnshire Championships, these are hosted by a member club which is the same as that of the Event Secretary. These are a 10 mile, 25 mile, Middlemarkers 25 mile, 30 mile, 50 mile and 2 Up TTT. Various Best All Rounder competitions include these distances as well as 100 mile and 12 hour.

In this Centenary year, every rider that entered an LRRA event, and every official and helper at these events, will receive a Centenary Badge. These will hopefully be available for the LRRA’s Annual Dinner and Prize Presentation Evening, and will be distributed back through the relevant Club Secretaries.
Every affiliated club has one vote at the meetings, and at the AGM a Chairman, Vice Chairman, Secretary, Treasurer and Competition Secretary/Recorder are appointed.

The CTT’s National 25 mile Championship – Sunday 9th June 2013
A date for your diary, and more info in further Newsletters. The course is the C25/1, as was used for the LRRA 25 mile Championship this year, and the HQ will be the same, that is Gartree Community School in Tattershal.
This event is being run by Lincolnshire District Council for CTT, and the Event Secretary is Theresa Brewer.
