CRITERIA FOR ASSESSOR REGISTRATION

MICT Seta will register all Assessors whose fields of expertise coincide with the primary focus areas of Information Technology, Telecommunications, and Electronics.

Constituent Assessors will be registered for a period of one year, renewable. This condition applies to Assessors who are actively involved in the field of expertise and in the assessment process.

Registration Criteria

Subject matter expertise

All registered Assessors must be able to demonstrate competence in relation to the specified standards and qualifications at or above the level of the qualifications in question (Ref: Annexure A in the application form). Assessors must be proficient in the subject matter of the discipline or learning area related to the standards and qualifications for which they are responsible. The assessor should have either the same qualification as the one being assessed or a qualification in the same ‘family’ as the one being assessed.

The MICT Seta ETQA will assist in defining what “family” is acceptable for their qualifications. In some cases, however, Assessors must have the actual qualification they are assessing – this is especially true for occupations in which lives are at risk. Furthermore, in certain cases, the MICT Seta ETQA may insist on a qualification at least one level above the one being assessed. This is usually the practice for formal academic qualifications up to level 7.

Contextual and Occupational Expertise

Assessors should demonstrate contextual and occupational expertise and experience in their field of assessment. (Ref. Annexure B in the application form.)

Plan and Conduct Assessment of Learning Outcomes (ASSMT01)

All persons applying to be registered as MICT Seta Assessors should submit proof that they have achieved the generic assessor standard (ASSMT01) and should be certificated by ETDP Seta or by the relevant ETQA in agreement with ETDP Seta in this regard. (Ref: Annexure C in the Application Form). This requirement will be enforced from 1 June 2004.

Education, Training and Development (ETD) Expertise

Applicants must provide evidence that they are qualified as a trainer, educator or ETDP practitioner. (Ref. Annexure D in the Application Form) From 1st June 2004 the minimum education/training development qualification will be the ETD Practitioner National Certificate as indicated by ETDP Seta.

It is a requirement that the applicant should have applied the above qualification for a minimum of six months while working in the training environment. (Ref. Annexure B in the Application Form).

PROCEDURE FOR ASSESSOR REGISTRATION

The MICT SETA procedure for the registration of Assessors is as follows:

  1. Contact the MICT Seta ETQA for an application form to be registered as a constituent assessor.
  2. Complete the form and submit it to MICT Seta together with all the accompanying documents.
  3. MICT Seta will validate the applicant’s information submitted against the MICT Seta criteria and check it for completeness.
  4. If the information submitted is not complete or does not conform to the above criteria, the applicant will be asked to send additional information, which will be re-evaluated.
  5. If the information submitted conforms to the criteria, the applicant will be registered and allocated with a registration number.
  6. The applicant will be issued with a registration certificate and be recorded on the MICT Seta database and website.
  7. The details of the registered assessor will be uploaded to the NLRD at SAQA.
  8. The assessor registration process takes three weeks to complete from the day MICT Seta receives the application.
