1. NEWS:
1a. Traffic Counter at Work. For one week in late April, the Powell River Regional District had a traffic counter collecting data on Savary. The counter was first set up for a few days at the foot of the wharf hill, then a couple of days each at mid-island near the propane depot and Indian Pt. The purpose was to determine the number of daily vehicles at these key locations. The count will be done again in the summer and in the fall, to provide a year round picture of traffic on Savary Island.
We anticipate that the traffic data will answer the question of whether or not Savary tax payers receive the level of road service appropriate to our traffic volume. The Ministry of Transportation uses vehicle counts as one of the factors determining the category of road maintenance to be performed on any provincial road. Vancouver Boulevard, our main road for emergency access, is currently categorized as 7F, meaning that it is supposedly travelled by a daily range of 0 – 10 vehicles. Full-time residents know this range to be an underestimate even for winter, but evidence gathered by a traffic counter should be more persuasive. If the traffic count on Vancouver Blvd is demonstrated to be more than 10 cars per day, the road will be identified as 6F or possibly 5F, indicating average daily volumes of 10 – 100, and 100 – 500, respectively.
Should there be a re-classification, it does not immediately translate to better road service. Other factors are at play, notably the annual road maintenance budget paid to MoT’s contractor Capilano Highways Services for the Sunshine Coast contract. It is our hope that the traffic data will enable CapHwys to allocate funds from their 6F budget to improvements on Vancouver Blvd to bring it to a level suitable for emergency access, but any such improvements, if they were ever to happen, would likely not start in this fiscal period ending March 2015.
The PRRD’s purchase of the traffic counter is in response to a February 23, 2014 report by the Manager of Emergency Services. The report stated that, “The current ongoing condition of the Savary roads is directly impacting the Regional District’s local fire service, as delivered by the SIVFD” and that the “costs and risks to the SIVFD stem from the minimal road maintenance work that directly results from the continued misclassification of the Savary Roads.” The report recommended that the PRRD “acquire a vehicle counter to obtain an accurate average daily traffic count for Vancouver Blvd.”
1b. Savary Island Calendars Available in June. ASIC’s operating costs are funded solely by calendar sales. You can support ASIC by purchasing calendars for yourself, your family and friends.
The calendar features 13 Savary photographs, and runs from July 2014 through June 2015. It will be available in June through all ASIC Directors. Additional sale locations to be confirmed.
1c. ASIC Director on the Dock Committee. We are pleased to report that Donna Stobbart has been accepted for a position on the Savary Island Dock Advisory Committee. Donna will be participating in SIDAC deliberations, and will be keeping ASIC informed of the dock issues.
1d. ASIC AGM Saturday August 16, 10am-12pm. Once again, ASIC’s AGM will be held in the truck bays of the main fire hall. Chair Bud Graham will discuss the year in review and topics of the coming year. Motions, if any, will be read and voted on by the attending members. Two weeks prior to the AGM, all ASIC members will receive an email of the Directors’ Report and Financial Statements, and any Motions that may have been submitted by members.
2. REMINDERS:
2a. Why not become an ASIC Director? There are 9 Directors on the ASIC Board, with 3 each in the 3 electoral areas of Savary: Mace Pt to Phyllis Rd, Phyllis to Mclean, and Mclean to Indian Pt. The Board holds 10 meetings a year, sometimes at the fire hall, and often by conference call. Additional communications are done between meetings via email. Directors discuss how current Savary issues are affecting island property owners, and exchange ideas on how to address the issues. Please consider running for the 2-year term that begins this November 2014 and concludes in November 2016. Individuals interested in running for the Board should contact .
2b.Seventh Month of No Action by RCMP, MoT or PRRD on Parking Congestion. Still no action by any of the parties who could alleviate the parking congestion in the wharf area. If you are frustrated with the ongoing lack of available parking spaces near the wharf, please contact the Powell River RCMP at 604-485-6255 or in person at 7070 Barnet Street, and obtain a file number for future reference. 3a. Noise Mitigation Ideas.
This month we received more letters from ASIC members on the subject of noise mitigation. As one might expect on Savary, there is a wide range of viewpoints. The free expression from our members helps us understand the complexities of the issue, which will be helpful in determining practical and acceptable suggestions for noise mitigation. 3b. Do You Support the Concept of Public Washrooms on Savary Island? ASIC received several letters this month both for and against public washrooms.
