Background & Rationale
The Asian Disaster Preparedness Center (ADPC) was established in 1986 to support the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. ADPC is governed by its Board of Trustees and annually convenes the Regional Consultative Committee on Disaster Management (RCC) that brings together National Disaster Management Offices (NDMOs) from 26 countries of the Asian region. In 1999, ADPC was constituted as an independent non-profit foundation under Thai law, with its headquarters in Bangkok. Currently, ADPC is in the process of becoming an inter-governmental organization, with the ADPC Charter signed in 2005 by 9 founder member countries of the Asian region. For more information, please visit In March 2011, ADPC celebrated its 25th year of services and developed its Strategy 2020 to meet needs of the Disaster Risk Reduction sectors in the region and globally. This will be achieved by enhancing its existing organizational structure and resources; focus on technical aspects and needs of external partners and deliver competitive and high quality outputs.
Disaster Risk Management Systems (DRMS) is one of six thematic Department of ADPC with the strategic objectives to ;
-Strengthen government institutions and systemsand implementation of national and sub-national strategies/action plans/programs on DRR and CCA.
-Support to development and implementation region specific multiple action DRR and CCA programs.
-Develop and implement programs on community based disaster risk reduction (CBDRR)
-Facilitate partnerships, knowledge networking and exchange of experiences to promote innovation in disaster risk management.
Status of the Project Manager
The Project Manager, working under the direct supervision of the Head of Department, DRMS is a technical specialist position and core member of Disaster Risk Management Systems (DRMS) department. He/She will lead in specialist area for ongoing project/programs implementation, negotiations in new initiatives with the help of the DRMS team members.
The Project Officer refers to the professional title and grade as per ADPC’s personnel Policy and guideline. All ADPC wide provisions and norms are applicable unless and otherwise declared in writing in the Contract.
Roles and Responsibilities
The Project Manager –DRMS is technical specialist position to support to the DRMS Department and contribute technically in improving DRR and CCA systems for countries and its stakeholders through ADPC’s project/program. This may be by planning for or developing new, strengthening existing and appropriate DRM systems.The Project Manager will be responsible for independent management of project/program, in-country project office management, planning and administration of new initiatives within the Disaster Risk Management Systems (DRMS) Department and of any agreements or partnerships with partners. It involves representation to donors and negotiations for project/program developments
1. Core Responsibilities:
-Developtechnical concept notes, project proposals and managethe implementation of program activities under thematic area related to National and Sub-national DRR and CCA Action Plans
-Develop and implement regional specific multiple action program on DRR and CCA
-Capacity building on DRM systems at national, provincial, district and local levels
-Multi-hazard risk assessment and sectoral adaptation plan
-Develop and implement Climate Change inclusive Community focused disaster management projects
-Develop guidelines on integration of DRR into local development planning process
-Development meaningful partnership on Regional Cooperation (RCC, IAP, SAAC, ASEAN, SOPAC, FELAC, etc)
-Develop innovative tools and conduct research on DRR and CCA
-Ensure smooth communication and coordination between ADPC, its implementation partners including governments, donors and other stakeholders in the project countries
-Ensure budget management, Strategic financial planning and management of existing projects. Work with the Finance unit of ADPC in timely submission of financial reports to donors
-Perform any other tasks assigned by the Supervisors
2- Supplementary Responsibilities
-Assist DRMS Department Head in managing disaster risk management network meetings at ADPC and outside
-Ensure strong and effective fundraising for the work of the DRMS Team inter-linked with other ADPC Departments
-Development of contracts, MOUs and other contractual agreements with donors, other I/NGOs, Country Programmes, suppliers and others with whom ADPC collaborate
-Work with other thematic Departments in similar capacity to contribute inter-department project implementation
-Work with Office of the Executive Director (OED) to ensure that systems for project management and partnership with external agencies are adequate
-Work with Finance and HR Department to ensure that the ADPC administrative systems and guidance are implemented effectively
-Work with the HR department of capacity of internal staff are enhanced as well as roster external experts in the field of DRMS is established and managed
-Work with Information Technology and Communication Unit (ITCU) to ensure that internal and external communications systems meet the organization requirements and so enhance ADPC performance and profile
Specific Knowledge, Skills and Attitudes required
A. Education Qualification and Work Experience
-Doctoral/ Master degree in either development studies, disaster management, water resources, water resources planning, climate change and impacts, environmental risk management anddevelopment planning
-Minimum 5-7 years of experience working in technical field/research areas that relates and contributes to disaster risk management
-Strong analytical skills for risk assessment and documentation of risk factors
-Proven skills in developing and implementation of DRR and CCA programs or projects in particular training and capacity building activities
-Served as key resource person in technical workshops/meetings and workshops
B.Technicall & Practical Knowledge
-Global and regional advancement in disaster risk reduction
-Technical areas (Science) and adaptation (Community) strategies
-Good Practice and standards for project management and administration systems
-Principles of partnership and working with regional national, provincial, district and local governments
-The dynamics of information, coordination and funding in DRR
-Knowledge of current approaches on DRR and DRM, key issues on development aid effectiveness and accountability
-Result based Project Management including log frame development for complex project/programs
