DRAFT SUMMARY RECORD OF THE 3rdAPT PREPARATORY MEETING FOR WTDC-14

1.INTRODUCTION

The 3rdAPT Preparatory Meeting for WTDC-14 (WTDC14-3) was held on 23 - 25October 2013 in Gold Coast, Australia. The meeting was organized by Asia-Pacific Telecommunity (APT) and hosted by the Department of Communications, Government of Australia.

The agenda and the program of the meeting are included in Document WTDC14-3/ADM-01 and ADM-02(Rev.5) respectively.

The Meeting was attended by 76participants representing 22Members, 6Affiliate Members, 3International/Regional Organizations.

List of participants is given in Document WTDC14-2/ADM-03.

  1. OPENING

2.1Welcome Address was delivered by Mr. Toshiyuki Yamada, Secretary General ofAPT.

The full text of Mr. Yamada’s address can be found in Document WTDC14-3/INP-38.

2.1 Opening Remarks was delivered by Mr. Chakrya Moa, Chairman of the APT Preparatory Group for WTDC-14.The full text of Mr. Moa’s remarks can be found in Document WTDC14-3/INP-39.

2.1.3 Inaugural Address was delivered by Mr. Andrew Maurer, Assistant Secretary, Department of Communications, Government of Australia.

Mr. Andrew Maurer thanked Mr. Toshiyuki Yamada, Secretary General of APT; Mr. Chakrya Moa, Chairman of the APT Preparatory Group; Ms. Nur Sulyna and Dr. Bohyun Seo, Vice-Chairmen of the Preparatory Group for participating in the meeting. He appreciated APT’s significant contributions to the development of telecommunications in the Asia Pacific region. He expressed that Australia wants to be inpartnership with the Members of APT in preparing for the WTDC-14.

In his speech, he emphasized the diversity of the Asia Pacific region in terms of economy, location, population and the level of ICT development of the countries.He hoped the meeting would give a good opportunity to reach common understanding on the proposal submitted to the WTDC-14.

He thanked to all delegates for attending the meeting and welcomed them to the Surfers Paradise, Gold Coast. Mr. Maurer wished for a productive meeting and good contributions to the WTDC-14.

  1. FIRST SESSIONOF THE PLENARY

3.1Adoption of Agenda(Document WTDC14-3/ADM-01)

Mr. Chakrya Moa, Chairman of the Group introduced the draft Agenda of the WTDC14-3 Meeting. He sought comments and approval of the Agenda. As there was no commentit was approved.

The meeting approved the agenda of the WTDC14-3 meeting.

3.2Allocation of Documents (Document WTDC14-2/ADM-03)

Mr. Mohamed Amir, Director Project Development, APT presented the list of documents and theirallocation. He mentioned that the input documents were allocated based on the terms of reference of three Working Groups and the allocation of all documents were discussed at the Steering Committee.

The meeting approved the list and allocation of documents.

3.3Nomination of the Office Bearers of the APT Preparatory Group for WTDC-14

Chairmaninformed the meeting that MIC, Japan has nominated Mr. Ken Sugawara to be the Vice-Chairman of Working Group 2 replacingMr. Yutaka Sekiguchi, who has changed his position in the Ministry.

The meeting approved Mr. Ken Sugawara, Director of Technology Cooperation, MIC, Japan as a Vice-Chairman of the Working Group 2.

Decision no. 3 (WTDC14-3)
The meeting appointed Mr. Ken Sugawara (Japan) as the Vice-Chairman of the Working Group 2 (WG2).

3.4Summary Records of the 2ndAPT Preparatory Meeting for WTDC-14 (Document WTDC14-2/OUT-05)

Chairman requested Secretary General to provide brief information on the report of the 2nd APT Preparatory Meeting for WTDC-14. Secretary General introduced the document and informed that the document was presented for the meeting to note. He emphasized that the MC-36 (36thSession of the Management Committee of APT) decided to establish a permanent preparatory group for the WTDC with its Terms of Reference and also approved havingthree preparatory meetingsduring the year 2013 for the WTDC-14. He mentioned briefly about structure and work plan of the APT Preparatory group. He informedthat 2ndAPT Preparatory Meeting held on May in Phnom Penh, Cambodiaprovisionally approved theTerms of Reference and Working Methods of the APT Preparatory Group for WTDC.

3.5Views from ITU and other regional organizations on WTDC-14 preparation and issues

3.5.1Dr. Eun Ju-Kim, Director of the ITU Regional Office for Asia and the Pacific made a presentationon ITU’s preparation for WTDC-14. In her presentation Dr. Kim mentioned about the follow up work of WTDC-10 and what could be done at WTDC-14. She also pointed out the strategic goals, objectives of ITU-D, Development Programs and ITU Asia Pacific Regional Initiatives for the period of 2011-2014. She also focused on five Regional Initiatives for the Asia and the Pacific region, which identified on a preliminary basis by the Asia Pacific Regional Preparatory Meeting held in Phnom Penh, Cambodia, 2013. Her presentation is available in Document WTDC14-3/INF-01.

3.5.2 Dr. Bruce Gracie from CITEL expressed his appreciation to the APT for giving opportunity to present on CITEL’s preparation to the WTDC-14. He emphasized the importance of Regional Initiatives and informed the following issues identified as highest priority at American Region:

-Emergency Communications

-Transition to Digital Broadcasting and Spectrum Management

-Broadband Access and Uptake

-Reduction of Telecommunication services prices and Internet Access Costs

-Capacity Building to Engage in Global ICT policy, with special focus on improving cybersecurity and developing countries’ participation in the existing Internet Governance Institutions

Dr. Gracie mentioned that one important consideration for the WTDC-14 is to decrease the duplication of activities, projects and programs between ITU-T, ITU-R and ITU-D Bureaus.

Also he highlightedthe Inter American Proposals (IAP) which wereto review and revise the WTDC-10 Resolutions and they already had drafted the revisions.

3.6Consideration of the Issue Papers of the Working Groups (Document WTDC14-3/INP-01, INP-02 and INP-03Rev1)

Chairman asked the Chairmen of the Working Groups to present the Issue Papers. Mr. Nguyen Quy Quyen, Chairman of WG1, Ms. Carmen Ball, Chairman of WG2 and Mr. Hossein Fallah Josheghani, Chairman of WG3 presented the Issue Papers respectively.

Chairmanthanked three Chairmen of Working Groups for preparing the Issue papers and sought any comments and suggestions from the meeting. As there was no comments from the floor the Chairman referred the documents to the respective Working Groups for further discussion. The meeting noted the Issue Papers of three Working Groups.

  1. FINAL SESSION OF THE PLENARY

4.1 Adoption of the Agenda(Document WTDC14-3/ADM-04)

Chairman introduced the draft agenda of the final plenary meeting as given in the document WTDC14-3/ADM-04 and sought the approval of the meeting. The Agenda was approved by the meeting.

4.2 Reports of the Working Groups

4.2.1 Report of the Working Group 1

Mr. Nguyen Quy Quyen, Chairman of WG1 introduced the report of the Working Group 1 as given in document WTDC14-3/OUT-01. He reported that the Working Group 1 considered 12 input documents assigned to the Groupduring four sessions. WG1 requested the six output documents to the plenary for the adoption.

Secretary Generalexplained the procedure of the APT Common Proposals (ACPs). He noted that if the meeting approves Preliminary APT Common Proposals (PACPs), Secretariat will need to circulate the PACPs for the endorsement by Members. When the required number of support is received for the PACPs to become APT Common Proposals (ACPs), Secretariat can submit them to the ITU. However, since the final meeting of the Preparatory Group is scheduled to be in January 2014, he feels it would be better to have one set of PACPs circulated for approval after the last meeting.

Plenary agreed to circulate all PACPs by Members one time only after January meeting. The output documents of this meeting would be potential PACPs to be discussed further at the 4thAPT Preparatory Meeting for WTDC-14 (WTDC14-4).

Decision no. 6 (WTDC14-3)
The meeting agreed that the output documents of this meeting would be potential PACPs to discuss further at the WTDC14-4 and all PACPs would be circulated at one time after the WTDC14-4 for the endorsement by Members.
Decision no. 7 (WTDC14-3)
The meeting approved the report of the WG1 as in the document WTDC14-3/OUT-01.

4.2.2 Report of the Working Group 2(Document WTDC14-3/OUT-02)

Ms. Carmen Ball, Chairman of WG2 introduced the report of the WG2 asgiven in document WTDC14-3/OUT-02. She reported that WG2 considered 19 input documents during four sessions. Ms. Ball informed that the documents allocated to WG2 were considered in three groups and the outcome of the WG2 meeting summarized in the table below:

Ms. Ball mentioned that only one document WTDC14-3/OUT-10 on Resolution 52: Strengthening the executing agency role of the ITU-D sector to the plenary meeting for the adoption. She emphasized the followings:

-The ad hoc drafting group produced the document WTDC14-3/TMP-10(Rev.1) on Regional initiatives and it would remain for further development as a Temporary document.

-The meeting agreed that the outcome of the ITU RPM-ASP on Regional Initiative should be the basis for future work.

-Viet Nam agreed to update documents INP-29, INP-30, INP-31 and INP-32.

-The Islamic Republic of Iran agreed to withdrawn document WTDC14-3/INP-17 because of the sufficient studying in the ITU.

-The Islamic Republic of Iran and India agreed to provide jointly an updated proposal on the document INP-15 and INP-28.

-India also expressed to update the document WTDC14-3/INP-33 and introduced the updated document (WTDC14-3/TMP-12) in relation to the five of the existing ITU-D Study Group Questions to next meeting.

Chairman sought any comments and suggestion from the meeting.

China requested to revise the minor changes onthe Regional Initiative part of the report of WG2. Ms. Ball, Chairman of WG2 agreed the revision on the report of WG2 as China requested.

There were no other comments, so the report of WG2 was approved by the plenary meeting.

The meeting approved the report of the WG2 as in the document WTDC14-3/OUT-02(Rev.1).

4.2.3 Report of the Working Group 3

Mr. Hossein Fallah Josheghani, Chairman of WG3 introduced the report of the WG3 as given in document WTDC14-3/OUT-03. He reported that WG3 considered 6 input documents as shown in the table below. He informed that the Members were requested to keep these documents as Input documents and asked to update the proposals. So the WG3 meeting agreed the documents would be further developed until next APT Preparatory meeting for WTDC-14 (WTDC14-4) and considered these documents again at the WTDC14-4 meeting.

Chairman sought any comments and suggestions. There was no comment. The report was approved by the plenary meeting.

Chairman thanked the three Chairmen of the Working Groups for their hard work.

4.3Consideration and Adoption of the Output Documents

4.3.1 Chairman introduced the following output documents for the consideration of the Plenary and sought comments and suggestions from the meeting.

The plenary adopted the above seven documents as output documents of this meeting with minor changes to document WTDC14-3/OUT-04 and OUT-08. These are potential PACPs to be considered further in the WTDC14-4 for possible adoption as PACPs.

Decision no. 10 (WTDC14-3)
The meeting adopted the Documents WTDC14-3/OUT-04(Rev.1), OUT-05, OUT-06, OUT-07, OUT-08(Rev.1), OUT-09 and OUT-10 as potential PACPs for further consideration at WTDC14-4.

4.3.2 Ms. Nur Sulyna Abdulla, Vice Chairman of the Groupexplained the terms of reference and draft working methodof the APT Preparatory Group for WTDCas given in the WTDC14-3/OUT-11 and WTDC14-3/OUT-12 respectively and she requested for the meeting to adopt these two documents.

Ms. Sulyna suggested adding “as appropriate” to the section(viii), paragraph 3 of the Terms of reference to read as “viii)To report the activities and the progress of the work of the Group to the Management Committee on an annual basis,as appropriate.”

Ms. Sulyna also suggested reflecting this change in the Working methods.

India requested to add vice-chairman of the Working Group in the relevant part of the Working Methods.

Secretary General suggestedto add “and a vice-chairman when necessary” to the section(c), paragraph 4.3 of the Working method to read as “... c)Each Working Group will have a chairman and a vice chairman, when necessary appointed by the Plenary”

Chairman asked further comments. Since there was no further comment, he sought approval of these documents with above modifications. It was agreed by the meeting.

Decision no. 11 (WTDC14-3)
The meeting adopted the revised Terms of reference and draft Working method of the APT Preparatory Group for WTDCas given in Document.WTDC14-3/OUT-11(Rev.1) and WTDC14-3/OUT-12(Rev.1).

4.4Future Work

Chairman introduced the future work as in the document WTDC14-3/ADM-04. Chairman sought comments and suggestions.

India and Chairman of WG2 requested document WTDC14-3/TMP-11 and WTDC14-3/TMP-12 to include in the future work of the Working Group 2.

The meeting agreed the documents to be further developed as shown in the below table.

India requested ITU to share information on Resolutions which are being reviewed and discussed in ITU. Dr. Kim of ITU answered that it is possible to share information which are been discussed at TDAG.

Decision no. 12 (WTDC14-3)
The meeting approved documents as given in the above Table to keep as Input documents. Thesedocuments would be further discussed and developed at the 4th APT Preparatory Meeting for WTDC-14 (WTDC14-4).

5Date and Venue of 4thAPT Preparatory Meeting for WTDC-14 (WTDC14-4)

Chairman requested Secretary General to propose the date and venue of the next APT Preparatory Meeting for WTDC-14. Secretary General informed that the proposed dates of the 4thAPT Preparatory Meeting would be from 21 to 24 January 2014 in Bangkok considering enough time to endorse PACPs by the APT Membersto be submitted to ITU.

Chairman thanked Secretary General.The datefor the WTDC14-4 was approved as proposed.

Decision no. 13 (WTDC14-3)
The meeting decided that the 4thAPT Preparatory Meeting for WTDC-14 would be held from 21 to 24January 2014 in Bangkok, Thailand.

6CLOSING

Chairman thanked Mr. Toshiyuku Yamada, Secretary General, APT and two vice chairmen Ms. Nur Sulyna Abdulla and Dr. Bohyun Seo, Chairmen and Vice-Chairmen of the Working Groups and all the other delegates for their active participation. He also thanked the Department of Communications, Australian Government for hosting this meeting.
