Administrative Arrangements

Dear All ASEAN Air Forces,

It is a meaningful and historical occasion for the Philippine Air Force (PAF) to be the host of the 14th ASEAN Air Chiefs Conference for the second time. The 14th AACC is among the sanctioned activities by the National Organizing Committee for the Philippines’s hosting of the ASEAN Summit 2017. This year, PAF has the honor to host the 14th AACC from 03 to 07 May 2017, (inclusive of travel time) in Manila, Philippines. Being the Chairman of this year conference, we are looking for an opportunity to deepen and explore more potential Asean Air Forces cooperation in the line with this year’s theme “ASEAN Air Forces: Partnering for Change, Jointly Engaging for Greater Peace and Security”. We will be very proud to show our friendship and warm hospitality to all delegates during your stay in Manila.

Prior to the 14th AACC, we are responsible for organizing the 4th ASEAN Air Force Education and Training Working Group Meeting (4th AAFET-WG Meeting). This 4th AAFET-WG meeting will be held from 02 to 05 May 2017 (inclusive of travel time), and the outcomes will be compiled and reported to the 14th AACC by the chairman of the AAFET-WG.

1.  To build multilateral understanding in various aspects;

2.  To serve the common interests of the ASEAN region;

3.  To share knowledge, experience and related information among the ASEAN Air Forces;

4.  To validate the ASEAN Air Forces Standard Operating Procedures on Humanitarian Assistance and Disaster Response through Table Top Exercise; and

5.  To come up with a multi-year work plan for the ASEAN Air Forces.

1. Feedback & Presentation

- Each Air Chief is encouraged to make a presentation (a maximum of 7 minutes) on the theme of this year “ASEAN Air Forces: Partnering for Change, Jointly Engaging for Greater Peace and Security”. The soft copy of presentation and/or video clips - slide show (optional) has to be sent to the 14th AACC Secretariat not later than 22 March 2017.

2. Registration Form

Both 4th AAFET-WG and 14th AACC delegation are requested to complete the forms and return them to the 14th AACC Secretariat by 01 February 2017. (See Annex B-1 & B-2).

3. Photo and Biography (soft copies)

-The biography with a photo size 4 x 6 (inches) of the Air Chief is kindly sent to the 14th AACC Secretariat by 01 February 2017.

-The photo size 4 x 6 (inches) of the AAFET-WG members and all delegates is kindly sent to the 14th AACC Secretariat by 01 February 2017.

4. Meeting Venue

The 4th AAFET-WG and 14th AACC Meeting will be held at the Shangri-La at the Fort, Manila, Philippines from 02 to 07 May 2017. The address of the hotel is shown below:

5. Hospitality

-AACC: Philippine Air Force shall be responsible for the meeting expenses and local transportation. The host will also provide meals, an executive suite room for the Air Chief and his spouse and a deluxe room for one delegate at the Shangri-La at the Fort, Manila from 03 to 07 May 2017. Personal expenses such as phone calls, room services and late checkout fees are not included. Additional delegates are also welcomed; however, their expenses will be borne by themselves, and kindly request to make their own hotel reservation through the 14th AACC Secretariat. As much as we want to accommodate all additional delegates, we would like to limit additional delegate to only two (2) per country due to the availability of hotel rooms and size of meeting venues (See Annex B-3).

-AAFET-WG: Philippine Air Force will be responsible for the meeting expenses and local transportation. The host will also provide meals, with two deluxe rooms for two Working Group Members of each ASEAN Air Force at the Shangri-La at the Fort, Manila from 02 to 05 May 2017. Personal expenses such as phone call, room services and minibar are not included. Other additional delegates are also welcomed; however, their expenses shall be borne by themselves, and kindly request to make their own reservations through the 14thAACC Secretariat. As much as we want to accommodate all additional delegates, we would like to limit additional delegate to only three (3) per country due to the availability of hotel rooms and size of meeting venues (See Annex B-4).

6. Bilateral meeting

Bilateral meeting rooms will be made available at the Shangri-La at the Fort, Manila on 04 May 2017. Any delegate who wishes to utilize a bilateral meeting room, please accomplish the Bilateral Meeting Request Forms and send them back to the 14th AACC Secretariat not later than 01 February 2017 (See Annex B-5).

7. Receiving and sending off

The Air Chief, spouse and delegates will be received and sent off by the Vice Commander, PAF, Chief of Air Staff, and Wing Commander, 520th Air Base Wing. The departures and arrivals will be via the airport VIP room, at the Ninoy Aquino International Airport Terminals or at the Base Operations for the delegation who flies with military aircraft.

8. Medical/ Liability coverage

Medical coverage will be available throughout the event of the 14th AACC with one medical team on duty at the Shangri-La Hotel at the Fort and other venues. However, the delegates are advised to make their own arrangements with respect to personal insurance including travel insurance.

9. Spouse Program

The Program for the spouses of the respective ASEAN Air Chiefs will be hosted and arranged by the spouse of the Commanding General, Philippine Air Force. The detail of the spouse program shall be sent via email from the 14th AACC Secretariat.

10. Gift Exchange

There will be a gift exchange between the CG, PAF and the ASEAN Air Chiefs at the Gala Dinner on Saturday Evening, 06 May 2017. There will be also a gift exchange between CG, PAF spouse and the spouses of the ASEAN Air Chiefs.

11. Currency

Most internationally recognized currencies can be exchanged easily at Money changer, Hotels and at the Ninoy International Airport Terminals. Credit cards are also accepted in some local hotels, restaurants and shops. The exchange rate of 1USD is approximately equivalent to Php 48.20.

12. Attire

The delegates are requested to wear their own Working Uniform at the conference. However, they are advised to bring along their traditional suites, smart attires and others for certain activities.

13. Shirt Measurement

The Air Chief will be presented with a Filipino Barong as a gift to be worn at the Gala Dinner on 06 May 2017. Please submit the Shirt Measurement Form to the 14th AACC Secretariat not later than 01 February 2017. (See Annex B-6)

14. Golf Game and other activities

There will be a Fellowship Golf Game for the ASEAN Air Chiefs. Please submit the Reply Form to the 14th AACC Secretariat not later than 01 February 2017 (See Annex B-7).

15. Electricity Plugs

Electricity Plugs in Philippines may be different from some other countries. The electricity current is 220V.

16. Water

Drinking spring or mineral water is safe. Drinking from tap water is not recommended.

17. Weather

In Manila, May is the transition Season from dry to rainy, with the average temperature of between 30-34 Degrees Celsius.

18. Local Time

Local Time in the Manila, Philippines is GMT +8:00.
