ASCCC Resolutions on EAP

Summary of Key Issues

Issue / Strategy to Address Concern
1.  Use as an Assessment: EAP is a measure of college readiness and not intended for use as placement of students 1-4 levels below college ready. (18.02 F09) / CCCCO agrees and has made efforts to communicate that EAP can only be used as an exemption to college assessment tests for placement of those students demonstrating college readiness on the EAP into transfer level English and math courses (Freshman English/English Composition and math courses requiring intermediate algebra as a prerequisite).
2.  Validation as an Assessment: EAP does not satisfy CCC requirement of an accurate and validated assessment for placement. (18.02 F09) / CSU Chancellor’s Office expects to release a report of its evaluation of EAP effectiveness. CCCCO has also begun discussion with CSU, CDE, and researchers to conduct a data match between CCC enrollment data and EAP student data to evaluate effectiveness of EAP for students who enrolled in a CCC.
3.  Appropriate use of EAP: ASCCC to work with CCCCO to develop guidelines explaining the limited scope of EAP as a tool for placement into transfer level English and math, indicating that additional assessment is needed for students not demonstrating college readiness on the EAP. (18.02 F09) / CCCCO plans to develop a one page fact sheet on the use of EAP in the CCC’s. CCCCO staff welcomes ASCCC faculty involvement in the development and review of a draft document.
4.  Evaluation of EAP Effectiveness: ASCCC to work with CCCCO to obtain EAP data to evaluate its effectiveness as a tool to determine college readiness and success in college-level work. (18.02 F09) / Refer to #2 above.
5.  EAP Communication regarding Use in CCC’s: ASCCC to work with educational partners to create a clear explanation of appropriate use of EAP in exempting students found to be college ready on EAP from additional assessment and placement testing. (18.02 F09) / Refer to #3 above.
6.  CCC use of EAP and Impact on Transfer: Address question of whether CSU transfer requirements will accept EAP results of “college readiness” as equivalent to and satisfying completion of prerequisite course in English and math. (18.02 F09) / CCCCO will work with the CSU Chancellor’s Office to address this concern and to seek clarification on CCC use of EAP as it relates to impact CSU transfer requirements.
7.  Funding: ASCCC to work with CCCCO to seek funding to support implementation of EAP in the CCC’s. (18.01 F09) / CCCCO welcomes any support to help secure additional funding to implement EAP in the California community colleges.
8.  Timing: ASCCC to work with CCCCO and CSU to provide clear and timely early messaging and create realistic time lines. (18.01 F09) / This is a concern shared by many constituent groups and is one that the CCCCO, working collaboratively with CSU and CDE, and other groups, hopes to develop strategies to address. Suggestions are welcomed.
9.  Interventions: ASCCC to work with educational partners to develop a plan for potential interventions and appropriate messaging about access to and types of interventions available for high school students. (18.01 F09) / This is a concern shared by many constituent groups and is one that the CCCCO, working collaboratively with CSU and CDE, and other groups, hopes to develop strategies to address. Suggestions are welcomed. Grant funds have been secured to support pilot of a hybrid online education model. Collaboration with BSI is another possibility.
