Job Title: AAAA Contracts/Grants Financial Specialist

Division: Arrowhead Area Agency on Aging (AAAA)

Reports to: Area Agency on Aging Director

JOB SUMMARY: Responsible for the development and management of the Arrowhead Are Agency on Aging budget, administration and tracking of pre- and post-grant and contract funding awards’ activities, and to provide financial management technical assistance and required financial reporting.

Key Relationships: Work closely with the AAAA Director, Aging division staff, internal financial team and management team to foster or strengthen relationships with the Minnesota Board on Aging (MBA), Arrowhead Regional Development Commission (ARDC) Board and Commission, Advisory Committee on Aging, Foundations, and other state and federal agencies.

KEY FUNCTIONS AND RESPONSIBILITIES:

·  Administer grants/contracts for aging programs with lead responsibility for Older Americans Act Grants and/or Contracts, Information and Assistance Programs, Foundation Grants and Awards and other Federal and State Contracts.

·  Facilitate the grant /contract pre-award process including preparing Request for Proposals (RFPs), designing application format, completing pre- award risk assessments, preparing review materials for the review committee and Advisory Committee on Aging and ARDC Board of Directors to ensure understanding and participation in the process

·  Seek public feedback as required and/or as needed

·  Participate in the review of applications and preparation of reports to assist with grant reviews and development of funding recommendations

·  Provide information, advice and assistance to applicants, grantees and funders regarding federal, state, and AAA compliance, priorities and strategies.

·  Monitor and evaluate performance of funded projects. Provide technical assistance to projects as needed.

·  Review, check and evaluate grantee budgets, monthly and quarterly financial reports, performance data and request for payment from projects.

·  Prepare invoices for funds to be submitted monthly, quarterly or annually to the MBA or other funders

·  Prepare, with the AAAA Director and the ARDC Finance Director, the AAAA Division budget and other budgets, reports and forecasts as needed.

·  Maintain grant record keeping and filing system for existing projects

·  Complete and maintain a current project closeout process for all state and federal grant awards.

·  Under the guidance of the ARDC Finance Director, develop and implement AAAA feedback for annual ARDC agency audit preparatory and participation systems.

·  Provide financial technical assistance to older Americans Act funded providers

·  Participate in Aging Team and Area Agency on Aging Division meetings and other agency work groups

Education/Experience: Bachelor’s degree in Accounting, Finance or related field. Experience in aging services preferred. Consideration will be given to those with 3+ years’ experience and responsibility in planning, project development, fund accounting, and management in a health or human services field related to aging. Experience designing proposals and contracts is a plus.

Knowledge and understanding of:

·  Federal and state legislation impacting the long term care service system

·  Federal and State grant management practices and requirements

·  Basic accounting skills and practices, terminology and reporting requirements, including the basic principles of fund accounting

·  Needs of older adults, caregivers and long-term care systems supports

·  Proper English-usage, grammar, punctuation, spelling and vocabulary

·  Computer skills, including electronic mail, routine database activity, word processing, spreadsheets, create power points, use graphics, etc.

·  Financial accounting systems – prior knowledge of GMS software a plus, Access database and Microsoft Office, Word and Excel. General knowledge of office equipment and systems.

·  Add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals

·  Write reports for technical and lay audiences and to write proposals and grant applications, if needed.

Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical solutions.

Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Physical Demands: The employee is regularly required to talk and hear. The employee is frequently required to stand, walk, sit, use hands to finger, handle or feel, and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision, distance, color vision, peripheral vision, depth perception, and ability to adjust focus.

Work Environment: Employee works in a professional office. The noise level in the work environment is usually quiet. There are no hazards or unsafe conditions in this environment.

Travel: Valid driver’s license is required. Position requires moderate travel within the region, attendance at night meetings, and minimal overnight travel.
