LENGTH OF TOUR:

Army, two year accompanied tour with a PCS move; Air Force, one year un-accompanied tour with a PCS move. MNNG will request an additional year for Air Force applicants. Tours may be extended for six (6) additional months with COCOM and TAG approval.

TOUR START DATE: 1st QuarterFY 2013

WHO MAY APPLY: Minnesota Army or Air National Guard Majors O-4 or (O-5 by exception). Open to Traditional Guardsmen, Military Technician’s, and Title 32 AGRs.

BENEFITS: Salary and benefits determined by military grade and time in service, PCS entitlements applicable to tour type, as well as local entitlements in the assigned country. Member is NOT entitled to stateside BAH for PCS tour.

VACANCY ANNOUNCEMENTBilateral Affairs Officer (Croatia)

DUTIES AND RESPONSIBILITIES:

Bilateral Affairs Officer (BAO): As a member of the Office of Defense Cooperation (ODC) team in the US Embassy, CROATIA, his/her duties encompass the core of the planning, and coordination of schedules and execution of Traveling Contact Teams (TCTs), Familiarization Visits (FAMs), and other events. This is considered a diplomatic-level assignment. The Office of Defense Cooperation (ODC) represents the United States European Command (EUCOM) and is responsible for coordinating Security Assistance (SA) activities and Defense Cooperation programs with the CroatianMinistry of Defense. One of these programs includes the State Partnership Program with the Minnesota National Guard. Duties of the BAO include:

  1. Responsible for planning and coordinating State Partnership Program (SPP) and other Title-10 Military-to-Military (M2M) events with MNNG-SPPD.
  2. Supports U.S. Military personnel performing such events in Host Nation.
  3. Principle POC and coordinates logistics requirement for all TCTs, FAMs and Special Events.
  4. Develops Event Concept Sheets, maintain event database a schedule of planned events.
  5. Assists in the development ODC Five Year Plan.
  6. Manages continuing response/progression of Host Nation requirements per the Five-Year Plan.
  7. Conducts coordination with Points of Contact (POCs) to receive Host Nation personnel for FAMs.
  8. Ensure that requirements for follow-up actions are completed upon the conclusion of each event to include the receipt of formal After Action Reports (AARs) and updating of Historical records.
  9. Recommends and assists in the development of follow-on events.
  10. Works hand-in-hand with the Regional Program Manager (RPM), EUCOM and component Desk Officers, and the State Partner’s SPP Director.
  11. Coordinate and supervisesForeign Service National (FSN) employee activities as required.
  12. Coordinate activities with the Host Nation Liaison Officer.
  13. Coordinate procurement of Visas for Host Nation nationals with required embassies for conduct of business, if required.
  14. Assists and advises on Foreign Clearance Requirements for those coming to the host country for events.
  15. Additional duties as directed by the Deputy of Security Cooperation (i.e. ODC Chief).

ELIGIBILITY REQUIREMENTS AND PREFERENCES:

Requirements:

  1. Rank MAJ [LTC by exception]
  2. Must have current Secret or higher clearance
  3. Civilian Education: Bachelor’s degree required (Master’s degree preferred)
  4. Military Education: Completion of Captains Course or Staff Officer School (SOS) required.

Completion of ILE/ACSC is preferred(if eligible for attendance)

  1. Minimum Three (3) years experience in the National Guard
  2. Strong verbal/written communication and interpersonal skills
  3. Must meet physical fitness, height,and weightstandards
  4. Eligibility and retention requirements met to assume this AGR Title 10 Tour
  5. May notdeployExceptional Family Member Program (EFMP) dependents on BAO tour

Preferred qualifications:

  1. Prior experience working in support of the State Partnership Program.
  2. Served as commander of a company/flight and/or battalion/squadron sized unit.
  3. Military or civilian experience working in a foreign country.
  4. Civilian degrees in International Affairs, World History, Languages, Political Science, Foreign Policy studies, International Economics, Sociology or similar studies.
  5. Proficiency in a foreign language and a willingness to develop language skills in Croatian or Serbo-Croat.
  6. 16P4 (Intl. Pol-Mil Officer) or Functional Area designation (ARNG only)
  7. Completion ofAF International Affairs Certification – Level 1 (ANG only)
  8. Demonstrated knowledge of the SPP,SA, and/or foreign affairs

REMARKS:

  1. Upon selection, officer will be required to attend the Defense Institute of Security Assistance Management (DISAM) Overseas Course (2-4 weeks), and to begin to learn the language basics on a self directed basis. Additional education may be required on a case-by-case basis.
  2. The selected individual will not be allowed to attend professional development or in-resident PME during the tour.
  3. Promotions that might create a rank inversion in the ODC or embassy will not be considered during this tour. LTCs cannot be promoted during this tour.
  4. The successful candidate will not be considered the BAO selectee until after U.S. EUCOM approves the candidate.
  5. It is highly recommended that selected individual not make commitments to employers, lending institutions and such until final confirmation of status is determined and a letter of effective date of hire issued.
  6. Candidate may not deploy EFMP dependents into this location.
  7. Because this is designated as a One-Time Occasional Tour, the selected candidate will not be eligible to continue in the AGR program after tour completion.
