For foreign competitors, drivers and co-drivers, authorisation must be given by their ASN according to (art: 17) of the code and the originals have to be presented at the administrative checks.

- INSURANCE
- BEHAVIOUR IN CASE OF ACCIDENT (NATIONAL) - TRAFFIC (RULES)
In case of an accident with material damage only, the competitor has the absolute legal obligation to report verbally at the next time control and by a detailed written report before the end of the LEG at the clerk of the course’s office to the withdrawal officer.
Lack of declaration of third party material damage, will be sanctioned with 500 € PENALTY
Furthermore in case of corporal damage, the driver must immediately inform the qualified police authorities.
Il a driver, taking part in a rally, is involved in an accident in which a member of the public, or anyone else,sustains physical injury, the driver and/or co-driver concerned must remain at the scene of the accident and stop the following car which has to report this to the next radio point as specified in the road book and signed on the route or at the next time control.
The laws of the country in which the event has run must also be complied with in relation to procedure at accidents;
Hit and run offence is a criminal offense under Belgian law.
All crews stopped by this procedure will receive a suitable time according to FIA RRCSR: art; 39
Inobservance of the here above-mentioned rules will automatically be sanctioned with the exclusion of the competitor who
furthermore risks legal penalties in the country where the event takes place.

The maximum amount of lead admitted in Belgium is 0,005 gr/liter.

9.2SPECIFIC AND/OR NATIONAL RESTRICTIONS –

Sunday, 24/04/2016 in (9:00 to 12:00) - (1:00 p.m. to 6:00 p.m.)

CITADEL: Friday, 24/04/2016 (1:00 p.m. to 5:00 p.m.) = only esplanade

9.3RECCE CONTROL CARD –
Each competitorwillreceive maximum 2 passes/ recceday.

9.4VEHICLES
Iffor anyreason,the competitoris forced tochange recce vehicle, hemust inform theRace Directorandprovide detailsof the replacement vehicle.
- RECCES
To meditate: Each time somebody contravenes the rules regarding to "recces", it brings an additional argument to the thesis of those who want to see rallies prohibited. If you don't want to respect these rules, just wonder, before passing to the act, if, really, you want to be, would be only partly, the person responsible for the disappearance of your preferred sport.
Identification sign given at the moment of registration will have to be affixed on the vehicle during the reconnaissance (recce).
The organisers will carry out controls.

During the recces, the crews will be given two identification signs which must be affixed at the bottom, right side of the front windscreen and on the back screen of the recce car.
«Recce» Passport
At the same time as collecting the Road Book, every crew will receive a «Recce Passport» that it will be obliged to show on any request of the Police services or people mandated by the Organizer. (see art. 10.4)
- SURVEYING OF THE RECCES
Control of the infringements
Recces will be watched by the Organizers and the Local Police. Delegates of the Organizers (officials and judges of fact) will be selected in order to take part in this supervision.
These delegates will control and report any infractions of the Road Code or of the rules of the recces defined by the Organizers.
Security Secretary
A Security Secretary will be working form the HQ of the rally during the two days of the recces as well as during the week preceding the race. He will be in charge of the publication of the official boards,laid down in the rules, of the notification of the infractions and of the resulting penalties.

ADMINISTRATIVE CHECK
Any team taking part in the rally must arrive at scrutinizing with its full crew and car, on
29/04/2016, between 08.00am and 04.00pm, in the tent, allée du Park Astrid in Jambes, in accordance with the given timetable, which is mentioned in the programme of the rally.
There will be administrative checks, technical checks of the cars and controls of the drivers’ helmets and equipment.
All crews and cars participating in the rally must be present at the technical and administrative checks in compliance with the programme of the rally. A delay of one to thirty minutes will be penalized by a fine of 25,00 EUR. No excuse will be accepted for missing the administrative control; the only possible excuse being to have to change the time for the presentation.
Each crew member of the crew will have to sign a list of participants to administrative control, if it is not the case, the departure will be refused to it. This list will be given to the Stewards at the administrative control closure on Friday 01/05/2015 at 06.00pm

OBLIGATORY DOCUMENTS
Driving licences / ASN licences (Entrant and Driver) / Authorization National Sport Authority / Car homologation form as well as any appendices to this form / Legal Documents of the vehicle.
scrutinizing to have it inspected by the scrutinizers who will decide about the necessity of an inspection in the C.T.A. before a new entry of the vehicle. (PARC ASTRID)
Foreign cars are submitted to the same obligations during the event, nevertheless in respect of the legal obligations in its country of origin. Before any new entry, scrutinizers will pay special attention to it.
Entrants who disrespect this rule during a road event have to undergo a compulsory re-inspection of their vehicle in the C.T.A. and to pay 100 Eur. to the ASN for administrative costs in case of non-declaration or non - presentation of the vehicle.
SHAKEDOWN: No application

NO PRELIMINARY PRESENTATION WILL BE ACCEPTED
RETIREMENT FRIDAY 29/04/2016:
If, after the full course of the S1, Super Show Citadelle, a crew having been unable to complete the ES, and stand next to CH it or who has completed an additional round or too little, forfeit time of 5 minutes will be applied
This crew will be authorized to continue the stage but will be penalized in the following way:
application of the contractual time (5 minutes) and 150 seconds of road penalization
PRE-FIXED TIMES
If a crew, for a cause not due to an organization failure, does not entirely complete the
SS. SUPER SHOW CITADELLE, and MALONNE, a pre-fixed time will be allotted to it as follows
S.S. Super Show Citadelle:10 minutes
S.S. Malonne – Mohiville:15 minutes
In these 2 special stages, any crew carrying out a real time higher than times indicated above will see itself allotting this pre-fixed time
However, if it’sthe 1st SS or SS SHOW that is missed, it played as section 1, when followed by a park pool night before section 2 or the last event before a regrouping park night, the penalty will be 10 minutes. This 10 minutes penalty can be only applied once in the rally.
ATTITUDE IN CASE OF ACCIDENT
In case of accident, even if only material damage, the implicated driver(s) must establisha written declaration to the Head of the Race. He will receive from the Secretariat a receipt of his declaration. In case of non respect of this obligation,
- within half of an hour after arrival of the car in the end of the section
- within a term of 4 hours after the presumed retirement,
the crew will support alone all resulting costs of the damages caused to individuals in this accident. Moreover, in case of corporal damages, the driver must warn the police. If a competitor runs out of road and lands on a place where spectators, visitors, delegates or any other person are standing, he must stop immediately in order to check if none of these people has been hurt by his car. If nobody is injured, the driver may restart and the accident will be considered as fact of the race, being clear that the above - mentioned declaration will have to be established in the same conditions.
If somebody has been injured, the competitor will have to wait until police and medical services arrive before restarting the race.
In case of non-respect of these rules, the competitor may be considered out of race with the extra risk of penalties in use in the country where the race is happening.
In case of retirement, the competitor must leave his control book at the next HC, or at the HQ of the rally.
