Brief Description
Main purpose of the complex exploration of the situation in the road transport is to collect as complete and reliable information regarding the volume of the passengers and goods transportation as possible, as well as to correctly reflect the real volume of this transportation in the gross domestic product.
Background
Under conditions of transition to a market economy, considerable changes take place in the area of commanding and use of the transport means.
Transport belonging to the state road transport enterprises, ministries, departments, industrial enterprises has been already privatised or is in the process of privatisation. The major part of the mentioned vehicles has been already privatised. Despite of the change in the property type, the role of the road transport means in transportation of passengers and goods is very significant.
However, if there is some information regarding the activities of the road transport in the state sector, there are only estimates with significant deviations regarding the private sector road transport activities, that means that there is no background reliable picture. Besides, loss of the entire statistical accounting system in the road transport area was not replaced by any other methods of observation, no explorations or surveys were conducted at all, and the information gap has deepened.
Taking into account peculiarities inherent to our republic, the road transport is very important for transportation of both passengers and goods. To have an integral and reliable information regarding the real volumes of these transportations and use of the road transport as well as to determine the boundaries of the hidden economy in this sphere, it would be expedient to carry out an entire registration of the road transport means, and to compile the vehicles register. That will serve as a basis for designing a grounded model for observations, and creating the sample frames for the survey in order to receive reliable information.
Kind of activities
It would be desirable if the survey covers a one-year period. After the entire registration (1st stage), in order to verify and take into account the seasonal influence on transportation of goods and passengers, further stages of the survey should be conducted covering all the republican regions, cities and towns, settlements (communities) with the participation of the local authorities. The questionnaires and cards will include 8-10 technical and economic questions regarding the transport means and transportation and shall be designed by advisers. After that, together with the explanatory notes, they will be given to the local responsibles and enumerators.
We intend to explore and register the transportation of passengers and goods by the transport means using this questionnaire, and at the same time, to clear up if there are the permission (licence) for transportation and the registration certificate. After checking, the collected results will be entered into computer.
Expected Results
- Verification of data on quantity of the transport enterprises (state-owned, departmental and private), means of transport belonging to them, as well as the transport means belonging to individuals.
- Estimation and determination of boundaries of the hidden economy in this area.
- Creation of a register and a data base of the road transport means.
- Design of the sample frames.
- Elaboration of proposals aimed at solving the problems regarding the licensing and registration for use of the road transport means.
- Design of the transportation maps; a) for passengers, b) for goods.
