APPENDIX F – RATED CRITERIA

Proponents shall provide information required in this submission form as part of Stage II Evaluation of Rated Criteria. Stage II will consist of an evaluation of the rated criteria to determine the high score based on the following criteria. Below is an overview of the categories and weighting for the rated criteria of the RFP. Proponents shall refer to Appendix C RFVQ Particulars C - Rated Criteria for more information. Proponents who do not meet a minimum threshold of 120 points will not proceed to Stage III.

It is required that proponents use Appendix F – Rated Criteria (Working Document), and no other format when completing the Rated Criteria submissions. Please complete Appendix F - Rated Criteria (Working Document) as per the instructions contained therein. TCHC reserves the right to decline to evaluate any information for Stage II Evaluation of Rated Criteria which is not contained within this form.

1.Needs Analysis Process – Total Points = 10 points
Proponents are required to describe:
  • The process you will use to understand the needs of the specific position they are recruiting
for. (5 points)
  • The approach you will take to assess fit for the role and for the organization. (5 points)

  • Ability of Proponent’s approach to build consensus with the search committee
and / or stakeholders regarding the key requirements / characteristics for the candidate.

Community Housing corporate environment and who possesses values in line with
client’s values.
2.Search Strategy – Total Points = 10 points
Proponents are required to:
  • Identify the key elements you would provide as part of the search strategy including the
steps and approximate timelines. (7 points)
  • Provide a sample search strategy. (3 points)

  • Comprehensiveness and thoroughness of the strategy (identification of all key steps
and milestones).
  • Differentiating factorsand uniqueness of the Proponent’s search strategy.

3.Sourcing Process – Total Points = 25 points
Proponents are required to:
  • Describe the tools you will be using to identify potential candidates for Toronto Community Housing. (10 points)
  • Describe what resources or networks you have in place to increase the pool of talent for
client searches. (10 points)
  • Provide lists or any type of advertisement you utilize as per your typical sourcing process.
(5 points).

  • Ability to demonstrate that your sourcing process will provide Toronto Community Housing
with access to a strong candidate pool.
  • How your particular sourcing process will provide a competitive advantage as compared to
other firms.
  • Ability to demonstrate how you will use both “push” and “pull” sourcing techniques to
increase the number of viable candidates.
  • Ability to demonstrate your company’s leverage industry best practices in sourcing.

4.Candidate Screening Process – Total Points = 25 points
Proponents are required to:
  • Demonstrate the process for screening candidates. Outline the typical steps your company would take to ensure a candidate is qualified. (25 points).

  • Ability to demonstrate that your screening process will eliminate any candidates who lack
the appropriate skills or qualifications to successfully perform the role.
  • Comprehensiveness and thoroughness of your approach.
  • Ability to demonstrate how you will assess fit for the role and organization.

5.Reference and Background Check Process – Total Points = 20 points
Proponents are required to:
  • Confirm what stage of the process are reference checks conducted. (5 points)
  • Indicate how many reference checks are conducted and what type (supervisory or other).
(5 points)
  • Demonstrate what other background checks your company complete as part of the process
(i.e. Education Verification, Criminal Record, Credit Check, Social Media, etc.). (5 points)
  • Advise if you conduct any psychometric testing. If so, what tools or process do you use?
Provide details of what stage of the process testing will be completed. (5 points)

  • Comprehensiveness and thoroughness of your approach.
  • Ability to demonstrate that the verification of all relevant credentials and experience has
been completed prior to Toronto Community Housing interview and / or hiring any candidates.
6.Onboarding & Integration Support – Total Points = 10 points
Proponent are required to:
  • Describe the type of support provided during the negotiation phase. Provide examples.

  • Describe the type of support provided during the onboarding of the new hire. (2 points)
  • Describe other assistance and follow up your company will provide to ensure a
successful transition for the new hire. (3 points).
  • Describe the post-hire support your company will provide to Toronto Community Housing, if any.
(2 points).

  • Comprehensiveness and thoroughness of your approach.
  • Ability to demonstrate that you will help to ensure that the final candidate accepts an offer.
  • Ability to demonstrate that you will assist both the new hire and Toronto Community Housing with the support they require to ensure a smooth and successful transition.

7.Guarantees – Total Points = 25 points
Proponents are required to:
  • Describe whatguarantees your company will offer shouldthe placement not be successful.
(10 points)
  • Describe if your guarantees have any restrictions (i.e. the guarantee is not applicable if the new hire is terminated due to lay-off as a result of restructuring). (10 points)
  • Inform the time period your company will provide with a guarantee (i.e. 6 months, 1 year).
(5 points)

  • Ability for Toronto Community Housing to ensure that a candidate is going to be successful
in the role.
8.Past Experience–TotalPoints=25points
Proponent will be required to:
  • Demonstrate your experience in the search and recruitment for executive and senior management positions. (5 points).
  • Provide details on the type of positions your firm specializes in within Public Sector. (5 points).
  • Provide three (3) client references regarding your relevant experience. (15 points).
