Hampshire LD Partnership Board – service user involvement

Leon updated us on Community First Wessex. There is some progress but the service still needs to improve.

Farnborough self advocacy group: Marcia said that the group meets on Tuesday. It is called the Happy Group.

Transformation (T17) – day opportunities - Lizzie Meager (HCC)

Lizzie said that she understands that there are anxieties and questions around the day opportunity assessments and that this is why she came back to our meeting. She has attended all of the LIGs twice now.

HCC commissions day opportunities from approx. 100 providers (these include providers in Hampshire, Southampton, Portsmouth, Surrey and a few other close counties that HCC use).

800 - 900 people need to be reviewed (this is the same as the annual review), some of them have not had a review for some time.

Lizzie said that all options are open including assistive technology.

There is also a new supported employment contract which will start on 4th July (there is no more information currently; we will find out more later).

The review will also include how people access their day opportunities – what transport, whether they walk etc.

Assessments will take place at the venue chosen by the service user. The care managers undertaking the assessments will try to arrange a time that is convenient to the service user and those attending the meeting.

Easy read and standard letters have been sent to those people attending commissioned day opportunities. Lizzie is still collating information about those people who use their direct payments to pay for day opportunities. When she has this information letters will be going out to those people too.

Lizzie confirmed that Loddon’s letters were sent at the end of the week.

All day ops providers have been e-mailed a copy of the letter that was sent to service users

For people who go to day services and live in residential homes, their day service will be reviewed as part of the usual residential review. Laura confirmed that homes should be letting parents know about review.

HCC recognises that it is difficult to accommodate everyone’s preferences. Care managers allocated will do their best to accommodate requests if they can.

If service users do not have capacity, a mental capacity assessment and best interests decision (where required) will take place. Ian added that reasonable adjustments need to be made.

Michelle Stickland said that Health needs to be informed if someone is jointly funded.

Deregistration of homes: some questions were asked about the percentage of homes Hampshire want to de-register. Mo said this she had heard this was 80%. Laura confirmed Hampshire were not looking at 80% of registered homes de-registering. Laura agreed to liaise with Mo and sort the discrepancy.

Parents/carers agreed at the meeting that communication is essential.

Lizzie confirmed that there will be another event for day ops providers.

Ian suggested that a newsletter that could be sent out via social media/email and post. We also need a short summary with key points.

Bernard commented that the Independent living fund (ILF) has been transferred to LD and so far he is receiving the money. However the funds have not been ringed fenced (the money should be used for people in need and not anything else). Laura said there is less money for everything.

Ann commented that families are currently being excluded because of a minority group (court protection/divorce etc). Most families are involved daily so it is important that they are included fully in the process.

Timeframe for day opportunity reviews is by the end of the Spring next year.

WORKSHOP on health and housing

We agreed:

  • A bus stop is important
  • A bungalow is important for the majority of the group
  • Adapted bathroom is important
  • Shops close by are important
  • And being near friends is important.

Marta: another GP practice in Basingstoke will carry out health checks.

Linzi wanted to know if what we discuss at the LIG goes further than the Partnership Board.

Yes it does! Michelle also said that personal budgets feedback has been given to with Alison Burt (from the NHS)

Flo said that you are welcome to send letter on behalf of the LIG to your MP. Logo can be sent out. Green and Yellow LIGs have done this in the past.

Annual health checks: currently available under the GP Direct Enhanced Services contract (DES) are being moved locally. Ian asked if this could affect access to annual health checks in the future.

Ian would like to know if a transition social worker has been found for this LIG area. Laura will find out.
