Preparedness and Response for
Nuclear or Radiological Emergencies

Background

Following the deficiencies in national, regional and international arrangements in the response to the Chernobyl accident on April 26, 1986, the whole concept of off-site nuclear emergency management has been reviewed in depth at international, European and national level since then. The project EURANOS (European approach to nuclear and radiological emergency management and rehabilitation strategies) has been launched under the European Commissions' EURATOM 6th Framework Programme. It brings together best practice, knowledge and technology to enhance the preparedness in Europe to any radiation emergency and for long term rehabilitation. It aims also at maintaining and enhancing knowledge and competence through emergency exercises, training and education, thus fostering best practice in emergency response. TRBAS1 is the first course in a series to address these issues.

Motivation, scope and goal

Main objective of the training course Preparedness and Response for Nuclear or Radiological Emergencies is to provide fundamental knowledge and practical advise for everyone involved in some aspects of emergency planning and response, e.g. health physicists, technical and radiological advisors, staff responsible for the overall emergency organisation and policy, such as civil protection officers and environmental protection officers. The course offers a comprehensive overview to those entering the domain and to other people interested in a general view of nuclear and radiological emergency management in Europe. A basic knowledge of radioprotection is recommended.

The course covers the following major topics: principles of intervention, radiological evaluations, decision-aiding techniques and the different aspects of planning and organisation with respect to off-site emergency response. The European and international dimension of the subject is treated (e.g. Community legislation, ECURIE, EURDEP, EMERCON and ENSEMBLE). Other topics such as health effects, economical consequences and psycho/social aspects are also touched. All accident phases will be treated, with emphasis to urgent protective measures.

A good balance is sought between lectures, demonstrations, workshop and daily discussions. A table-top exercise simulating a nuclear accident requires the students to work out an effective emergency response based on information taught.

The participants are encouraged to discuss the different aspects of nuclear emergency management as applied in their own country during the foreseen discussion fora.

An added value of the course is the interplay between participants from different cultures and backgrounds. Informal activities will be organised to enhance contacts between students and lecturers.

This course has already been organised several times in Mol and abroad and was very well evaluated by the participants. It has been revised in depth and fully integrated in the EURANOS Integrated Project.

Lectures will be given by internationally recognised experts from the SCK•CEN and other European organisations.

Practicals

Practicals will be organised in the form of workshops, to discuss and explore issues taught. A table-top exercise simulating a nuclear accident will be organised, plunging the student in the decision-making process, confronting him with the real difficulties.

Course fee

The course is strictly limited to 30 participants!

Registration before 01 August 2008: 721 EUR, incl. VAT.

Registration after 01 August 2008: 776 EUR, incl. VAT.

It includes lecture notes and lunches on each day of the course, as well as the reception and official course dinner.

Scholarships

A limited number (max. 5) of scholarships is available for Central and Eastern European Countries. Each demand must be sufficiently motivated. The final selection will be based on (i) the qualification and experience of the applicant, (ii) the role of the applicant’s organisation in emergency management, (iii) the number of applicants from one country and (iv) the submission time of application.

The scholarship covers the registration fee, all accommodation and transportation costs in Belgium during the course and a contribution of travel costs to/from Belgium up to max. 500,- €, provided that a void transportation ticket is handed over to the organisers.

Arrival by air/train

The train time tables to/from Mol as well as the optimal road can be asked for at:

A shuttle can be arranged from the railway station Mol to the SCK•CEN.

Itinerary by road

via the E34

Exit 25 (N18) or nr. 26 (N118), in the direction of Retie.
In Retie town centre, head for Mol (N18).
In Dessel town centre, turn right at the 2nd traffic lights and follow the SCK·CEN signs.

via the E313

Exit 24 (N174-N126) in the direction of Geel. After a few kilometres, turn right at the traffic lights (=direction of Retie). After the next traffic lights take the direction of Retie (turn left at the road junction (N118)) following the SCK·CEN signs.
