Introduction

This Terms of Reference (ToR) describes the work to be undertaken with regard to revision of the “Roadmap for New Energy Vehicle commercialization pathways and policies in China” report that was translated into so that the content is professionally edited

Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition.

UNIDO Sustainable Cities and Transport Programme

UNIDO’s mandate of realizing Inclusive and Sustainable Industrial development (ISID) in the context of the post-2015 agenda specifies the importance of a “nexus-approach” towards addressing interdependent development goals in an integrated and efficient manner. Sustainable and inclusive industrialization of cities provides opportunities for synergy and serves as mutually beneficial for both cities and industries. Cities benefit from the role of industries in local economic development through job creation and income generation. In industry also lie critical solutions towards limiting the carbon intensity of growth, considering the impacts of its activities as an energy consumer (and in some cases energy producer), major freight transport user, promoter of efficiency and clean energy technologies and solutions, preserver of green cover and implementer of sustainability initiatives. A sustainable city serves the best interests of industry as it benefits from the efficient and peaceful functioning of its host cities.

Promotion of e-Mobility in China

After several years of demonstration, significant progress has been made. In July 2012, the State Council of China released the “Energy Saving and New Energy Vehicle Development Plan (2012-2020)”, which set an aggressive target of 500,000 NEV on road in 2015 and 5 million in 2020. However, the market is still at start up stage and some barriers, technical, economical or institutional, exist on the way to low carbon transportation. The Ministry of Industry and Information Technology (MIIT), jointly with other government agencies, announced the incentive plan for NEV from 2013 to 2015.

From the Inclusive and Sustainable Industrial Development (ISID) perspective, green transportation is one of the key economic systems that is critical to achieve the decoupling of economic growth and industrialization from the negative impacts on the environment and the climate. The proposed project will focus on the commercialization pathways for NEV by developing a detailed analysis of various NEV technologies and their markets. Technology roadmaps will be defined by conducting detailed assessments. Recommendations on how to scale up NEV commercialization in China will be provided to both policy makers (MOF, MIIT, NDRC, MOST, etc.) and industry players. Furthermore, a policy framework to support the commercialization will be developed. This project will provide the analytical support to the demonstration project request at city level that has been elaborated in 2014 for the Global Environment Facility financing.

Project Objectives

The objective of this project is to support the greening of the transportation sector and automotive industry in China by promoting the development and commercialization of New Energy Vehicles (NEV). This project will assist the Chinese government to meet the targets set in the “Energy Saving and New Energy Vehicles Industry Development Plan (2012-2020)”.

UNIDO and the Society of Automotive Engineers of China (SAE-China) are the executing agencies of this project, and the technical partner is China Automotive Technology and Research Center (CATARC).

Scope of Contracted Services

The Objective of the activity was to undertake a Development of the NEV commercialization report, addressing market readiness, economic analysis, and business case analysis for the technologies selected in the roadmap, and was commissioned to the China Automotive Technology and Research Center (CATARC).

The report had contributions from several authors, and many sections were originally written in Chinese subsequently translated to English. The current version of the report is plagued with grammatical impressions, and does not have common language style among sections

To objective of this assignment is to review the entire document from an editorial point view, ensuring that the document in English can be presented as a final technical report. Also, the editor will prepare an executive summary of the key issues and findings of the Roadmap

The assignment will require engaging with the Chinese speaking authors (Society of Automotive Engineers of China-SAE) and the English speaking reviewers (UN Industrial Development Organization- UNIDO) and ensure that the report is consistent grammatically.

The documents should achieve the following aims:

•Consistency of tone and style across all elements (e.g. body text, text boxes, image/graphic captions, etc.).

•Ensure that the structure, tone and style enhance understanding across the range of target audiences, with a particular focus on making text accessible to non-experts (e.g. policy makers).

•Adherence to the UN editorial guidelines

•Visual presentation is appropriate for technical publication

In this regard, the editor shall work in close collaboration with the author, and the technical reviewer through frequent exchange via email or telephone. An initial conference call with the authors and reviewers will be set up; others may be invited as deemed useful.

The translation shall be consistent with UN editorial guidelines

The contractor is expected to edit the document to English and layout the textin line with theOECD Style Guide; and take full responsibility for the satisfactory completion of the services described herein.

Deliverables

The products of this activity are

  1. Edited,New Energy Vehicle Commercialization Pathway and Policy Framework in China” report in English which takes into account comments made by both UNIDO and the SAE –China.The acceptance of the final draft is subject to approval by UNIDO.
  2. To produce an executive summary of the New Energy Vehicle Commercialization Pathway and Policy Framework in China” report in English document. The short repot will highlight the key challenges, the key aspects analysed and the main findings of the Roadmap. It should be presented in a style appropriate to general public

Time Schedule

The overall project duration is until 31.05.2018, and the activity described herein is expected to take place between the 2 April 2018 and the 15 May 2018 2018.
