Zambia Land Alliance (ZLA) in partnership with Volunteer Services Overseas (VSO)is implementing a 3 year European Union (EU) co-financed project ‘Access toJustice in Mansa, Chiengi and Chembe districts’. ZLA is now inviting applications from suitable candidates for the following vacancies.

1. Position: Project Coordinator (1 position; duty station:ZLA Mansa Office)

Purpose of Job

Reporting to the ZLA Programmes Manager the project coordinator will be responsible for:

  • Spearheading overall project implementation and administration Quality assurance and supervision and preparation, implementation and revision of the work-plan and budget.
  • Supervise project staff at national and district levels, six in number.

Principle Duties

  • Leading the revision of the projectworkplan and budget inconsultation with other staff members, ZLA and VSO.
  • Leading the development ofdetailed workplans and budgets for each of the 3 year of project implementation in collaboration with other project staff members, ZLA and VSO.
  • Lead the development and implementation of a communication and visibility plan in collaboration with other staff members, ZLA and VSO
  • Lead the development and implementation of the procurement plan in collaboration with other staff, ZLA and VSO
  • Leading the development of project finance and administration tools based on EU guidelines including procedures for documenting staff time,, raising and reconciling payments and procurement with support from ZLA and VSO
  • Ensuring that project implementation is done in accordance with the signed cooperation agreement between ZLA and VSO as well as approved projectdocument (description, LFA, work-plan and , and budget
  • Be the contact person between the project, the ZLA network, associatepartners, ZLA secretariat and other stakeholders
  • Spearhead the design and implementationof themonitoring and evaluation system including establishing project baseline, developing monitoring templates, collecting and analysing data and using the findings in decision making for continuous improvement
  • Lead in activity and financial monitoring and report findings to ZLA and VSO through meetings/emails/field monitoring visits
  • Arrange and coordinate field monitoring and/or other visits by ZLA, VSO, EU and other stakeholders
  • Create and strengthenexisting and new strategic and collaborative partnerships and alliances
  • Assess and facilitate strengthening of operational capacities of associate partners Facilitate planning and timely holding of scheduled seminars, workshops and conferences, ensuring that reports, tool kits and cost statements etc are provided on time
  • Preparation and submission of activity and financial reports from district coordinatorsmonthly to ZLA and quarterly to VSO according to EU formats
  • Arrange and coordinate national and district project launching in collaboration with associate partners, ZLA and VSO
  • Facilitate development of a training manual and tool kit in land governance, advocacy and community engagement
  • Facilitate the development of a Communication and Advocacy strategy with the ZLA Communication Officer and other stakeholders
  • Support the ZLA Communication Officer to develop and publish advocacy and campaign materials
  • Support communities to create CLACs and develop community action plans
  • Deliver presentations to parliament, house of chiefs etc
  • Support the piloting and rolling out of new models to document customary land
  • Support paralegal work
  • Support research
  • Map NSAs involved in land governance
  • Write policy briefs
  • Coordinate national level media activities including TV, Radio and documentaries
  • Participate in exchange visits and any other networking events deemed relevant to the project

Desirable Qualifications:

  • Minimum of a Bachelors Degree in Legal, Development Studies or any other relevant Social Science or equivalent from an internationally recognised academic institution
  • At least 7 years relevant working experience, preferably in Civil Society
  • Experience of working on an EU funded project will have added advantage
  • Preference will be given to candidates with knowledge and experience in policy dialogue, advocacy and land rights issues
  • At least 5 years experience in projectimplementation and administration(budget and workplan execution) is a must
  • At least 5 years experience in a supervisory position with responsibilities of mentoring and supervisingfield staff
  • Experience with the partnership approach and working with a cross-section of strategic partners at sectoral and community levels
  • Knowledge and skills in monitoring and evaluation, the Logical framework Approach, gender mainstreaming and participatory methodologies
  • Good facilitation and community mobilisation skills
  • Excellent oral and written communication skills
  • Ability to work under pressure and meet deadlines with minimum supervision
  • Willingness to travel extensively in country
  • Excellentcomputer and analytical skills
  • In possession of a valid driving licence
  • A good team player

2. DistrictCoordinators(2 positions; duty stations: Chembe andChiengi.)

Purpose of Job:

Reporting to the Project Coordinator the DC will be responsible for:

  • Overall preparation and implementation of activity schedules at district level
  • Representing the project at district networking events
  • Supervising paralegals and other volunteers to ensure smooth running of project activities
  • Supervising district and community level activities
  • Managing relationships of stakeholders (host organisation and others)
  • Monitoringof district level activities
  • Supporting CLACs and paralegals
  • Providing reports monthly to PCSupport community advocacy and dialogue

Principle Duties:

  • Participate inmonitoring and evaluation and research
  • Report on implementation of activities and utilisation of financial resourcesto PA
  • Participate in development, implementation and revision of annual workplan and budget
  • Identification and collaboration with key networks and partners at district level
  • Coordinate information management and dissemination
  • Organise and participate in exchange visits
  • Support PC in development of training manual and tool kit
  • Identify stakeholders (ToTs, Community members, traditional leaders, government officials, CBOs) to be trained at community and district level
  • Work with PC to form and support CLACs including develop and implement community advocacy action plans
  • Coordinate community awareness activities,, media activities and discussion forums at district level
  • Participate in national level activities
  • Identify local issues and prepare information / reports to ZLA for national level advocacy and media activities
  • Pilot models of securing customary through documentation of customary land
  • Participate in the development of a communication and advocacy strategy and implement district level activities including information provision
  • Support the development of guidelines around CSO engagement with government
  • Supervise and provide technical support to paralegals

Desired Qualifications:

At least a Diploma in Social Sciences, or other related field

  • 3-4 years experience working for civil society
  • Fluency in at least one of the main local languages of the districtand familiarity with the local customs and traditions is an added advantage
  • Good oral and written communication skills
  • Experience with community mobilization and advocacy work
  • Strong report writing and financial management skills
  • Experience in building capacity of local organizations and managing partnerships
  • Experience in conducting monitoring and evaluation
  • Have a valid driving licence
  • Experience in working with landrights is an added advantage
  • Computer literate
  • Ability to work with minimum supervision and meet deadlines
  • Willingness to spend more than 80% of time in the field/communities and work with community members of different social economic backgrounds
  • Knowledge and skills in participatory methodologies, gender mainstreaming preferable

3. Paralegal Officer( Positions 3- Duty station: Chiengi, Mansa, Chembe)

Purpose of Job

Reporting to the District Coordinator, Facilitate proper documentation of land abuse cases (nature, scope, number of people affected, location, key players involved, status etc) reported to the office.

Principle Duties

  • Work closely with Community Land Advocacy Committees (CLACs) in the provision of advice and support to affected community members
  • Provide technical support to CLACs in the documentation of land cases, development of action plans on advocacy, monitoring and reporting
  • Follow-up on land abuse cases for purposes of evidence-based advocacy and develop stories out of these for publication
  • Compile and submit up-to-date quarterly reports on all land administration and abuse cases to the DC
  • Provide support and participate in various community outreach/awareness programmes

Desired Qualifications

  • Diploma in Law
  • Atleast one year work experience in legal/ paralegal work preferably in an NGO
  • A paralegal training certificate will be an added advantage
  • Very good written and verbal communication skills
  • Must be able to fluently speak the local language of the desired duty station

4. Project Accountant

Purpose of Job

  • Ensure that all transactions are accounted for
  • Effective Project Financial Management
  • Effective Project monitoring
  • Liaison with banks and tax authority
  • Liaison with Project Auditors

Principal Duties

  • Managing an efficient and effective financial and administrative system of the project
  • Undertaking daily accurate project book-keeping and financial transactions
  • Reconciling bank accounts and preparing bank reconciliation statements
  • Oversight of disbursements and transactions involving provincial offices
  • Prepare monthly pay roll and pay salaries
  • Ensure that all Project accounts records are well filed and easily retrievable
  • Review all project transactions to ensure compliance with statutory obligations i.e. maintain PAYE, NAPSA and Workers Compensation records and ensure that these are paid on due dates
  • Ensure accurate and timely financial reporting to management and back donors on a monthly, quarterly and annual basis
  • Monitor Project Budget implementation and timely identify budget deviations as they arise for corrective action
  • Coordinate the procurement process of all Project Fixed Assets
  • Maintain and update the Project Fixed Assets Register
  • Maintenance of Project Payroll and ensure that time sheets are completed by all project staff.
  • Ensure that the expenditure verification statement (Audit on agreed upon procedures) is prepared in accordance with donor requirements and guidelines
  • Ensure that audit outcomes are in accordance with donor requirements

Desirable Qualifications

  • Experience of working on an EU or USAID Project
  • Qualified Accountant possessing CIMA or ACCA level 2 or equivalent and must be registered with ZICA
  • At least 3 yearswork experience in accountancy and office management preferably in a busy NGO environment
  • Should have knowledge and experience in managing multi-donor funded programmes and projects
  • Should have knowledge and experience in working with the following accounts software packages; Pastel, Payroll, Sun systems, and/or Spreadsheets, MS Word.
